1. Communiqué of the Inaugural Quarterly Meeting of
All Progressives Congress (APC) Secretaries to
Governments of States (SGSs)
Background:
The APC Secretaries to Government of States (SGSs) held their inaugural meeting
on March 16 and 17, 2017. Lagos State Government hosted the meeting and the
overarching objective was to identify common issues of governance that can be
replicated across all the APC States. Eighteen (18) APC SGSs and the representative
of the World Bank, Ms. Eme Essien Lore, Country Manager, Nigeria, International
Finance Corporation were in attendance at the meeting.The Governor of Lagos
State, represented by HE Dr. (Mrs.) Oluranti Adebule, the Deputy Governor of the
state, declared the meeting opened.
Highlights of Presentations
After presentations on key governance initiatives by Adamawa, Lagos, Kano, Ogun
and Plateau States, the participants were divided into two groups to further
deliberate on issues raised in the presentations. The two groups reached consensus
on the following as key policy issues facing APC states;
1. Security;
2. Infrastructural Development;
3. Job Creation and Youth Empowerment;
4. Internally Generated Revenue and
5. Agriculture.
Technical Committee Meeting
After the sessions and plenary discussions, the meeting set up a Technical
Committee to identify common policy initiatives for consideration by all the APC
states.
Policy Recommendations:
A. Security:
While commending the Federal and States Governments’ efforts in tackling security
issues in Nigeria, particularly the Boko Haram insurgency; Member States are advised

2. to take more proactive actions regarding all security challenges. To this effect,
participants recommend the setting up of Security Trust Funds in APC states.
B. Infrastructural Development:
The meeting appreciates the efforts of the APC state governments on infrastructural
development. It is suggested that more resources be deployed to intra and interstate
infrastructural development to facilitate effective integration and easy movement of
people, goods and services.
C. Job Creation and Youth Empowerment:
Recognizing Social Investment Programmes already rolled out by both States and
Federal Government, the meeting recommends further development of more
initiatives to reduce social tension, youth restiveness and reduce poverty.
D. Internally Generated Revenue (IGR):
Acknowledging the need for enhanced resources, the meeting advises Member States
to restructure their IGR Agencies and processes by adopting a private sector model
and application of modern technologies, to improve their revenue base.
E. Agriculture
There is need for more collaboration and cooperation at both bilateral and
multilateral levels amongst the APC states to promote common focus that addresses
the issues of agriculture more effectively. This will promote self-sufficiency in food
production for all APC states and provide employment for the youths.
F. General Issues:
The meeting has agreed to continually share information, ideas and knowledge
through its quarterly meetings and the PGF secretariat to promote synergy across
the Member States and facilitate greater cooperation for sustainable development.
Next Quarter’s meeting will hold in Sokoto, at a date to be determined.
