How & why we may form international partnerships
International partnerships between arts organisations and artists can provide mutual benefits. Organisations seek to showcase international art, engage local communities, and provide professional development opportunities for artists. Artists pursue opportunities to create new work, access studio space, engage with other creative people, and enhance their practice. The greatest synergies occur when the needs of organisations and artists align, such as organisations offering programming that supports artists' interests in sharing ideas, developing skills, and building relationships. Forming international links requires clearly articulating shared passions to develop meaningful long-term partnerships driven by mutual interests rather than solely financial incentives.

Reynaldo Charres Vargas, a 69-year-old Peruvian artist, proposes establishing the Pilot Center of Artistic Service "Fragile Art" (ARFRA) in Peru. Arts in Rural Areas
In times of the obsession with profit and growth, natural and social
resources are exploited in all corners of the world. Yet, the urge
to radically rethink the system sneaked into various levels. Many
creative and forward-looking professionals are actively searching
for new spaces of opportunity, to shape and test new modes of
economic production and responsible social fabric. Rural areas
have become relevant places for experimentation - smaller in size,
providing more time and space, with less hierarchical governance
structures.
Contemporary performing arts in a rural context are an integral
part of that exercise of imagining a different future. Moreover,
contemporary art in rural areas have been nurturing and shaping
local narratives for ages. However, contemporary artistic practices
have gone almost unnoticed in many funding schemes - both
cultural programmes and rural development funds, which tend to
focus on economic assets of only a few sectors.
In the past few years, IETM has organised a sequence of sessions
and one entire meeting on the subject of art in rural areas. Some of
the brightest art professionals engaging with rurality have created
an AREA (art in rural areas) focus group within our network
and continued their exchange during IETM events and beyond.
Through the dialogue within that group and with other members
experienced and interested in the topic, we have discovered a
fascinating, vibrant and powerful world of contemporary arts in
rural areas.
Today, more than ever, we want to turn the global attention to that
hugely important world.
When creating this publication, we realised it is urgent to find
unconventional approaches to the arts in rural areas. We need
to identify innovative solutions to support the rural arts in their
endeavour of working transversally with other sectors. We have
to seize the momentum and potential of rural arts to help reinvent
the system. Today, when our planet needs it the most.
We hope the present publication sets a strong and fertile ground
for reflecting on those ambitions. Please get in touch with us

Treaty of rome
The Treaty of Rome was signed in 1957 and established the European Economic Community (EEC) and the European Atomic Energy Community (EAC). It was signed by West Germany, Belgium, France, Italy, Luxembourg and the Netherlands. The treaty aimed to create a European common market and economic union through common laws and free movement of goods, capital, services and people. It entered into force on January 1, 1958 and formed the basis for today's European Union. The UK initially refused to sign due to its trade ties with colonies, unwillingness to join a customs union, and not wanting to transfer sovereignty to supranational institutions.

Altiero Spinelli was an Italian political theorist and European federalist who co-authored the Ventotene Manifesto calling for a united Europe after World War 2. As a founding member of the European federalist movement, he strongly influenced early European integration and helped relaunch the process in the 1980s. As a Member of the European Parliament, he drafted the Spinelli Plan proposing transforming the European Community into a democratic European state, which though initially rejected later provided impetus for the Single European Act and Maastricht Treaty.

It also describes how arts organizations, artists' work, audiences, and cultural policies are changing, requiring arts managers to take on relationships management and ensure accessibility through online platforms and international collaborations. Mobility of artworks and artists is important for exposing different cultures and viewpoints.
Arts in Rural Areas
In times of the obsession with profit and growth, natural and social
resources are exploited in all corners of the world. Yet, the urge
to radically rethink the system sneaked into various levels. Many
creative and forward-looking professionals are actively searching
for new spaces of opportunity, to shape and test new modes of
economic production and responsible social fabric. Rural areas
have become relevant places for experimentation - smaller in size,
providing more time and space, with less hierarchical governance
structures.
Contemporary performing arts in a rural context are an integral
part of that exercise of imagining a different future. Moreover,
contemporary art in rural areas have been nurturing and shaping
local narratives for ages. However, contemporary artistic practices
have gone almost unnoticed in many funding schemes - both
cultural programmes and rural development funds, which tend to
focus on economic assets of only a few sectors.
In the past few years, IETM has organised a sequence of sessions
and one entire meeting on the subject of art in rural areas. Some of
the brightest art professionals engaging with rurality have created
an AREA (art in rural areas) focus group within our network
and continued their exchange during IETM events and beyond.
Through the dialogue within that group and with other members
experienced and interested in the topic, we have discovered a
fascinating, vibrant and powerful world of contemporary arts in
rural areas.
Today, more than ever, we want to turn the global attention to that
hugely important world.
When creating this publication, we realised it is urgent to find
unconventional approaches to the arts in rural areas. We need
to identify innovative solutions to support the rural arts in their
endeavour of working transversally with other sectors. We have
to seize the momentum and potential of rural arts to help reinvent
the system. Today, when our planet needs it the most.
We hope the present publication sets a strong and fertile ground

trajectory, which embraces three other European cultural
networks - Culture Action Europe, European Network of Cultural
Centres, and Trans Europe Halles. The policy paper “Beyond the
urban”, which you can read below, is the product of our joint work.

Treaty of rome
The Treaty of Rome was signed in 1957 and established the European Economic Community (EEC) and the European Atomic Energy Community (EAC). It was signed by West Germany, Belgium, France, Italy, Luxembourg and the Netherlands. The treaty aimed to create a European common market and economic union through common laws and free movement of goods, capital, services and people. It entered into force on January 1, 1958 and formed the basis for today's European Union. The UK initially refused to sign due to its trade ties with colonies, unwillingness to join a customs union, and not wanting to transfer sovereignty to supranational institutions.

Altiero Spinelli was an Italian political theorist and European federalist who co-authored the Ventotene Manifesto calling for a united Europe after World War 2. As a founding member of the European federalist movement, he strongly influenced early European integration and helped relaunch the process in the 1980s. As a Member of the European Parliament, he drafted the Spinelli Plan proposing transforming the European Community into a democratic European state, which though initially rejected later provided impetus for the Single European Act and Maastricht Treaty.
Paul henri spaak
Paul-Henri Spaak was a Belgian statesman born in 1899. He held numerous high-level political roles including Prime Minister of Belgium, Minister of Foreign Affairs, and Secretary General of NATO. Spaak played a key role in the creation and development of the European Union, notably as the chairman of the committee that produced the Spaak Report which laid the foundation for the European Economic Community. He was also instrumental in establishing the institutions of the European Union and NATO, earning him recognition as one of the founding fathers of the European Union.
Konrad herman joseph adenauer
Konrad Adenauer was the first Chancellor of West Germany after World War 2. He led West Germany from 1949 to 1963 and oversaw its recovery and transformation into a prosperous democratic nation with close ties to former enemies like France and the US. As a leader in the Christian Democratic Union party, he advocated for rebuilding Germany's economy through a social market system and full integration into Western alliances like NATO. Though he faced challenges like an assassination attempt, Adenauer established stable democracy and reconciliation in West Germany.
Johan beyen
Johan Beyen was a Dutch politician who revived the process of European integration in 1950 with his 'Beyen Plan'. The Beyen Plan proposed a customs union and economic cooperation within a common European market. As the Dutch Minister of Foreign Affairs following World War 2, Beyen was convinced that regional economic cooperation was necessary to prevent future crises. His plan introduced at the 1955 Messina Conference contributed to the European integration process in the 1950s, earning him recognition as one of the Founding Fathers of the European Union.
Court of justice
The European Court of Justice was created in 1952 as the Court of the European Coal and Steel Community. It was transformed into the Court of the European Communities in 1957 and its powers were expanded with the Amsterdam Treaty in 1999. It was renamed the Court of the European Union in 2009. The court is composed of one judge per member state, who are appointed for six-year terms. Judges must be independent and qualified for the highest judicial positions in their home country. The court hears a variety of cases related to European Union law.
Common market
The common market is a group of countries that promote duty free trade and free movement of labor and capital among its members through establishing a customs union with a common external tariff and common policies for agriculture, transport, and trade. The European Economic Community established by the Treaty of Rome in 1957 is an example of a common market that aimed to integrate Europe economically and prevent future wars.

The Common Agricultural Policy (CAP) was established in 1962 with the main objectives of ensuring fair incomes for farmers and stable food supply at affordable prices. It has evolved significantly over time to also focus on sustainable management of natural resources and balanced rural development. Major reforms in the 1980s and 1990s began shifting away from production-oriented policies towards more market-oriented ones. Current priorities include viable food production, environmental sustainability, and rural development throughout the EU.
Sicco mansholt
Sicco Mansholt was a Dutch politician who served in various roles for the European Commission from 1958 to 1973. He was vice president from 1958 to 1967 and president from 1972 to 1973. As president, he advocated for policies promoting conservation, recycling, and zero economic growth in light of concerns around pollution and limited resources. Previously, he had played a key role in establishing the Common Agricultural Policy while serving as the agriculture commissioner.
Winston churchill
Winston Churchill was a British politician best known for leading the UK during World War 2. He served as Prime Minister twice, from 1940-1945 and again from 1951-1955. Churchill held many political positions over his 50-year career in politics. He warned about the rise of Nazi Germany and campaigned for military rearmament in the 1930s. During World War 2, he helped inspire British resistance against Germany when the UK initially stood alone. Churchill is regarded as one of the greatest wartime leaders of the 20th century.

The Treaty of Lisbon entered into force in 2009 to provide the EU with modernized institutions and improve its working methods. It aimed to help the EU address 21st century challenges like globalization, climate change, and energy security. Key aspects included making the EU more democratic, transparent, and effective, with a stronger role for the European Parliament and national parliaments. It also sought to promote the EU's values of freedom, solidarity, security, and human rights both within Europe and globally.

Transport is a key policy of the EU aimed at removing barriers between member states to facilitate free movement. The EU has worked to develop an integrated transport network including roads, sea routes, air routes, and railways. Modernization efforts seek to consolidate the transport market and increase competitiveness through initiatives like developing EU-wide rail networks, air traffic control cooperation, and protecting sea lanes in vulnerable regions.

Robert schuman
Robert Schuman was a French statesman and founding father of European unity. As foreign minister in 1950, he proposed the Schuman Plan to place French and German coal and steel production under a common authority. This helped reconcile the countries after WWII and laid the foundation for economic cooperation in Europe. The plan was accepted by other European nations and led to the 1951 formation of the European Coal and Steel Community, the precursor to the modern European Union. Throughout his career, Schuman advocated for greater European integration and served as the first president of the European Parliament from 1958-1960. He is recognized as a key pioneer in the movement for a united Europe.
Walter hallstein
Walter Hallstein was the first President of the European Commission from 1958 to 1967. He was a committed proponent of European integration who worked to rapidly establish the Common Market. During his time as President, integration advanced significantly. Earlier in his career, Hallstein helped establish the European Coal and Steel Community and played a key role in negotiations that led to the Treaty of Rome and formation of the European Economic Community.

Jean Monnet was a French political economist and diplomat born in 1888 who is regarded as a chief architect of the European Union. During World War I and World War II, he helped organize allied economic cooperation. In the postwar period, he proposed plans to integrate the German and French coal and steel industries and advocated for broader European economic integration, which led to the establishment of the European Coal and Steel Community in 1951 and later the European Economic Community. Monnet is credited with pioneering the foundations of European integration and unity.
