The first step to identifying a high-risk population regardless to the situation is to perform a risk assessment. This process enables you to examine information and data that can help to identify health disparities. The data collected via surveys, interviews, and observations can be used to not only identify high-risk populations, but it can also help to determine what interventions or resources are needed.
High-risk or targeted populations may not have access to the things they need to support their health. Some examples of those resources include: affordable health care, safe and adequate housing, mental health support, family support, and financial resources and unfortunately, this population sometimes falls through the cracks when it comes health resources and other needed resources. With the right resources in place it can help the community for many generations. Sometimes poor health practices are passed down and can continue to plague many generations of a family. Establishing healthy behaviors to prevent chronic disease is easier and more effective during childhood and adolescence than trying to change unhealthy behaviors during adulthood (Centers for Disease Control and Prevention, 2019).

Many variables exist that could create a vulnerable population. Vulnerable populations are subsets of people from the larger community who experience disparities in health and healthcare due to racial, ethnic, economic, and chronic health conditions (Joszt, 2020). Additionally, social issues such as disability, homelessness, geographical location, sexual orientation, extreme youth, and older age are all factors that create sensitivity towards healthcare disparity (Joszt, 2020). Being part of a vulnerable population can mean many things, but it can also mean that one is part of a group that faces discrimination and reduced access to care in healthcare.
One thing a public health nurse could do to serve vulnerable populations better is to seek out federal grants that would assist in providing the needed care (grants.gov). To better serve these populations, public health nurses should first educate themselves about the available services for those populations; that way, they can inform others. One of the more significant barriers vulnerable populations face in receiving adequate healthcare is their economic status. The working poor and the uninsured often delay or neglect seeking medical care entirely (Duquesne University, 2020). Replacing the existing economic model with one that facilitates care for those that aren’t financially able to cover the costs would ultimately lead to improved health and the enhanced ability of those from vulnerable populations to return to work.
I think the vulnerable populations of the United States could be better served by being given preventative education, awarded grants that would enable the facilitation of care, and receive improved medical coverage. The group which was chosen is those people are addicted to alcohol and also abuse drugs. Substance abuse has become so prevalent in some communities. The issues have become critical that it requires programs which can ensure that people affected can be assisted. Most people are involved in substance abuse for various different reasons. The government and the society are responsible for ensuring that substance abuse and alcohol use have been mitigated. When a society has been affected by substance abuse, its economic, social and political well-being is highly affected. It is therefore necessary to ensure that the problem has been reduced or it has been avoided to ensure that the society moves in the right direction of growth and development. The individuals who are affected by these issues are also expected to play their part in helping in the fight against substance abuse (Apthorp, 2003).
The youth have been identified as the group which is highly affected by alcohol and drug abuse. The young people are also at high risk of engaging in the act of abusing drugs. It is possible to control this issue through the right programs and measures. Poverty has also been identified as central to alcohol and substance abuse. In most poor communities, the level and rate of substance abuse are very high. The best program which has been identified as preventive measures. This means that people should be prevented from substance abuse. The ones who have already been involved should be taken through treatment and rehabilitation to help them recover from the effects of drug abuse.

There are various barriers which impact the well-being and the health of people who are alcohol addicts and abuse drugs. These barriers lead to the deterioration of the well-being of these people. To ensure that substance abuse has been effectively mitigated, necessary measures to overcome these barriers should be taken. One of the barriers is low-income levels of this group. This has been the main barrier affecting the well-being of these people. Most of the substance abusers are have low-income levels. This leads to poverty and stress (Monti, 2012). When people have low living standards and have financial problems, they turn to drugs for solace. This is, therefore, one of the main barriers to the well-being of people with alcohol drinking problems. HEALTHCARE FOR THE GERIATRIC AGE GROUP
Aging is a natural process that comes with a cost. It is normal and evident that this
process poses a great challenge for all in the society. Chronologically it refers to those with 65
years and above, and these are the people who have a high prevalence of chronic diseases or
even mental illnesses. The Americans despise the old, and this is usually evident in the media.
The old are portrayed as weak, comic and indecisive. However this notion is incorrect because
the old usually have imminent knowledge which can’t be found in the younger generation.
Therefore it is important for the government, the citizens and important stakeholders in the
country to come up with policies, measures, and assistance to ensure that these people live longer
because, in the country at individual levels, they are iconic and very beneficial.
The Administration on Aging (AOA) is an agency within the US Department of Health
and Human Services designated to carry the activities aimed to cater for the welfare of the old
people. According to the United States & United States (1971), the AOA is assigned a mandate
of promoting the well-being of older individuals. It provides services and programs designed to
help them to live independently in their residing premises and their homes. The agency also
offers financial support to persons who are above the age of 60 years. The AOA also provides
home based and community-based services to seniors regarding adult day care, transport, and
health promotion programs.
The government is always in the frontline in ensuring that the welfare of the old people is
taken care of. Therefore the government gives financial assistance to them because at their age;
they are not working, and therefore they don’t earn any income. The financial support delegated
to them helps them in important life aspects, (Sines et al, 2005). The finance they are given will
assist them in payment of bills like the heating bills, medication and also nutrition. With all the
above favorable conditions, the life span of the old individuals will increase.

From the article, researchers identify three dimensions of fear as crucial factor determining how individuals approach daily activities influencing health. In the case of cost as one of the dimensions, participants, who are from low socio-economic background, feared the financial burden of illness hence afraid to seek help when health issues emerge because they cannot afford the bills. People only tend to seek help when all other options have failed, at the last minute, when health problems have deteriorated and cost of care is unbearable, thus reducing chanced of recovery. Immigration, discrimination and language status is another dimension of fear revealing how fear affects health (Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).
The participants who are Spanish speakers and cannot speak English fluently, association of their neighborhood with negative economic/social conditions which accompany stereotypical unpleasant discourses, as well as, attitudes (discrimination), and immigration status makes them fear that they may not be welcomed in healthcare settings. The participants’ felt they were discriminated against in hospitals, clinics and hospital’s settings for these reasons. This is affirmed by experiences, such as receptionists refusing to speak to them in Spanish and emphasizing that they (participants) speak in English as required in America. They also feel discriminated because of the social practices, political and psychological influences making them feel that they are unwanted as immigrants and hence should not seek help when confronted with health issues. More saw, culture disconnect is also contributes to fear affecting how individuals deal with their health. Participants noted the dear of discussing that they use traditional approaches to treat their health issues because providers may not understand them, as most they are less receptive to alternative medicine (Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).
For the reasons above, I believe that structural violence perpetuates health disparity by primarily contributing to processes that instill fear and encourage disparity. The participants fear of seeking health care services stem largely from institutionalized inequality. The social, economic and political inequalities instill fear limiting their agency or pro-activeness towards seeking the required help from health institutions to enable them live healthy lives. This can be seen in the community being economically disadvantaged, as aspect related to poor wealth distribution from the government, politics targeting immigrants as aliens and healthcare institutions failing to acknowledge the unique health needs/challenges, such as language barriers Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).

Population and community health are extremely important for the well being of our population. Healthcare providers play important roles in improving population health and are also the health educators for their community. Population health is the outcomes of a group of individuals, including the distribution of such outcomes within the group. Community health is a branch of public health which focuses on people and their role as determinants of their own and other people’s health in contrast to environmental health, which focuses on the physical environment and its impact on people’s health. All healthcare professionals can take many actions to promote population and community health. There are many ideas about actions that need to be taken to improve the health among the population in Miami and the communities within the city.
I went to Broward College for my BSN and the last class we had to take before graduate from the program was community health. The purpose of this class was to integrate us as healthcare provider in the community which allowed us to help the less fortunate people or the vulnerable population. A group of us chose to complete the class with the homeless population in Broward county. We went to the homeless shelters to provide primary care to the homeless individuals by taking their blood pressure, blood sugar, and so on. We literally had an open clinic at each of the homeless shelters. We had doctors and nurse practitioners that volunteer to provide care to them. It is extremely important for healthcare professionals to promote community health to the homeless population because it can help decrease illnesses and many diseases among them.
According to Tsai, Jenkins, & Lawton (2017), individuals who are homeless represent the most vulnerable, indigent group in the United States and thus may have great medical needs that must be addressed to prevent sicknesses and illness. A few studies have shown access to healthcare can improve the health and lives of various patient populations (Tsai et al, 2017). Lack of access to healthcare or lack of health insurance is one of the major issues in the United States. The homeless population is among the vulnerable populations that suffer more due to their lack of healthcare coverage. By volunteering to help, healthcare providers can improve their quality of life. These individuals are not able to purchase or pay for the most basic health insurance and will not be able to get any treatment without us (healthcare providers) volunteering to help at their shelters.
According to Bernstein, Meurer, Plumb, & Jackson (2015), reported rates of diabetes and hypertension in the homeless population range from 2% to 18% for diabetes and 18% to 41% for hypertension. The percentages of homeless individuals being diagnosed with diabetes and hypertension will continue to increase because they do not have access to healthcare. there is also a growing consensus that the adult home.

Accommodating Cultural Diversity at the Community Level:
Older Adults in Different Ethnic and Cultural Contexts
This section describes intergroup and intragroup differences in how older adults’ life experiences will shape their responses in seeking health care. Some older adults experienced living through the Depression, seeing the invention of television, computers, and video teleconferences, migrating to find employment, and fighting in an international conflict. European Americans in their 90s may have been young adults fleeing Poland or Germany before World War II. Older Southeast Asian adults in their 60s may have fled Cambodia, Laos, or Vietnam when conflict and political unrest enclosed around them. Political refugees from countries in East Africa and immigrants from Eastern bloc nations who have lived through civil wars and political revolution could well have depleted their coping mechanisms as younger adults fleeing their homeland. As a newer wave of older adult immigrants, they may experience adjustment problems that warrant care in the health and mental health care system, but at the same time they may distrust the system or have no previous experience in seeking health care. Nurses who are providing care to clients whose background differs from their own are usually sensitive to assessing the client’s culture. Individuals who have immigrated from the same country or region will differ in their needs and in the ways that their cultural background influences their health- and illness-related actions. These differences are based on a number of factors:
• Regional or religious identity
• Situation in their homeland that may have prompted them to emigrate
• Length of time they have spent in the United States including degree of acculturation,
• Proximity to immediate family or extended family members, • Network of friends and social support from their homeland, and/or
• Link with ethnic, social, and health-related institutions.

Synopsis of the Problem
In the recent past, a number of organizations have been adversely affected by the turnover rates that have been increasing progressively as from 2009. This has witnessed an increment in the number of organizations closing shop from approximately 1.8 million to more than 2 million between 2009 and 2012

. Aspects that include workforce recruitment and training costs, team dynamics and time restrictions in discovering and hiring newer talents have been adversely affected by the increase in worker turnover rates and have resulted in increment in expenditures. The unconstructive effects of the elevated employee turnover rates , therefore, informs the study on why the workers opt to desert they jobs even as organizational administrators strive to enhance the employee retention rates through increment in salaries and establishment of more favorable work milieus.
Statement of Purpose

The final project for this course is an analysis of the legal and ethical issues involved in the below health care scenario.
A 72 year old woman was admitted to the Neurological Intensive Care Unit following a cerebral hemorrhage which left her with severe brain damage and ventilator dependent. One year before this event, the patient and her husband had drawn up "living wills" with an attorney. She was diagnosed by her treating physician as being in a permanent unconscious condition. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition.
The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support.
The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will.

The group which was chosen is those people are addicted to alcohol and also abuse drugs. Substance abuse has become so prevalent in some communities. The issues have become critical that it requires programs which can ensure that people affected can be assisted. Most people are involved in substance abuse for various different reasons. The government and the society are responsible for ensuring that substance abuse and alcohol use have been mitigated. When a society has been affected by substance abuse, its economic, social and political well-being is highly affected. It is therefore necessary to ensure that the problem has been reduced or it has been avoided to ensure that the society moves in the right direction of growth and development. The individuals who are affected by these issues are also expected to play their part in helping in the fight against substance abuse (Apthorp, 2003).
The youth have been identified as the group which is highly affected by alcohol and drug abuse. The young people are also at high risk of engaging in the act of abusing drugs. It is possible to control this issue through the right programs and measures. Poverty has also been identified as central to alcohol and substance abuse. In most poor communities, the level and rate of substance abuse are very high. The best program which has been identified as preventive measures. This means that people should be prevented from substance abuse. The ones who have already been involved should be taken through treatment and rehabilitation to help them recover from the effects of drug abuse.
Three Critical Barriers
There are various barriers which impact the well-being and the health of people who are alcohol addicts and abuse drugs. These barriers lead to the deterioration of the well-being of these people. To ensure that substance abuse has been effectively mitigated, necessary measures to overcome these barriers should be taken. One of the barriers is low-income levels of this group. This has been the main barrier affecting the well-being of these people. Most of the substance abusers are have low-income levels. This leads to poverty and stress (Monti, 2012). Aging is a natural process that comes with a cost. It is normal and evident that this
process poses a great challenge for all in the society. Chronologically it refers to those with 65
years and above, and these are the people who have a high prevalence of chronic diseases or
even mental illnesses. The Americans despise the old, and this is usually evident in the media.
The old are portrayed as weak, comic and indecisive. However this notion is incorrect because
the old usually have imminent knowledge which can’t be found in the younger generation.
Therefore it is important for the government, the citizens and important stakeholders in the
country to come up with policies, measures, and assistance to ensure that these people live longer
because, in the country at individual levels, they are iconic and very beneficial.
The Administration on Aging (AOA) is an agency within the US Department of Health
and Human Services designated to carry the activities aimed to cater for the welfare of the old
people. According to the United States & United States (1971), the AOA is assigned a mandate
of promoting the well-being of older individuals. It provides services and programs designed to
help them to live independently in their residing premises and their homes. The agency also
offers financial support to persons who are above the age of 60 years. The AOA also provides
home based and community-based services to seniors regarding adult day care, transport, and
health promotion programs.
The government is always in the frontline in ensuring that the welfare of the old people is
taken care of. Therefore the government gives financial assistance to them because at their age;
they are not working, and therefore they don’t earn any income. The financial support delegated
to them helps them in important life aspects, (Sines et al, 2005). The finance they are given will
assist them in payment of bills like the heating bills, medication and also nutrition. With all the
above favorable conditions, the life span of the old individuals will increase.

From the article, researchers identify three dimensions of fear as crucial factor determining how individuals approach daily activities influencing health. In the case of cost as one of the dimensions, participants, who are from low socio-economic background, feared the financial burden of illness hence afraid to seek help when health issues emerge because they cannot afford the bills. People only tend to seek help when all other options have failed, at the last minute, when health problems have deteriorated and cost of care is unbearable, thus reducing chanced of recovery. Immigration, discrimination and language status is another dimension of fear revealing how fear affects health (Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).
The participants who are Spanish speakers and cannot speak English fluently, association of their neighborhood with negative economic/social conditions which accompany stereotypical unpleasant discourses, as well as, attitudes (discrimination), and immigration status makes them fear that they may not be welcomed in healthcare settings. The participants’ felt they were discriminated against in hospitals, clinics and hospital’s settings for these reasons. This is affirmed by experiences, such as receptionists refusing to speak to them in Spanish and emphasizing that they (participants) speak in English as required in America. They also feel discriminated because of the social practices, political and psychological influences making them feel that they are unwanted as immigrants and hence should not seek help when confronted with health issues. More saw, culture disconnect is also contributes to fear affecting how individuals deal with their health. Participants noted the dear of discussing that they use traditional approaches to treat their health issues because providers may not understand them, as most they are less receptive to alternative medicine (Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).
For the reasons above, I believe that structural violence perpetuates health disparity by primarily contributing to processes that instill fear and encourage disparity. The participants fear of seeking health care services stem largely from institutionalized inequality. The social, economic and political inequalities instill fear limiting their agency or pro-activeness towards seeking the required help from health institutions to enable them live healthy lives. This can be seen in the community being economically disadvantaged, as aspect related to poor wealth distribution from the government, politics targeting immigrants as aliens and healthcare institutions failing to acknowledge the unique health needs/challenges, such as language barriers Page-Reeves, Niforatos, Mishra, Regino, Gingrich & Bulten, 2013).

Population and community health are extremely important for the well being of our population. Healthcare providers play important roles in improving population health and are also the health educators for their community. Population health is the outcomes of a group of individuals, including the distribution of such outcomes within the group. Community health is a branch of public health which focuses on people and their role as determinants of their own and other people’s health in contrast to environmental health, which focuses on the physical environment and its impact on people’s health. All healthcare professionals can take many actions to promote population and community health. There are many ideas about actions that need to be taken to improve the health among the population in Miami and the communities within the city.
I went to Broward College for my BSN and the last class we had to take before graduate from the program was community health. The purpose of this class was to integrate us as healthcare provider in the community which allowed us to help the less fortunate people or the vulnerable population. A group of us chose to complete the class with the homeless population in Broward county. We went to the homeless shelters to provide primary care to the homeless individuals by taking their blood pressure, blood sugar, and so on. We literally had an open clinic at each of the homeless shelters. We had doctors and nurse practitioners that volunteer to provide care to them. It is extremely important for healthcare professionals to promote community health to the homeless population because it can help decrease illnesses and many diseases among them.
According to Tsai, Jenkins, & Lawton (2017), individuals who are homeless represent the most vulnerable, indigent group in the United States and thus may have great medical needs that must be addressed to prevent sicknesses and illness. A few studies have shown access to healthcare can improve the health and lives of various patient populations (Tsai et al, 2017). Lack of access to healthcare or lack of health insurance is one of the major issues in the United States. The homeless population is among the vulnerable populations that suffer more due to their lack of healthcare coverage. By volunteering to help, healthcare providers can improve their quality of life. These individuals are not able to purchase or pay for the most basic health insurance and will not be able to get any treatment without us (healthcare providers) volunteering to help at their shelters.
According to Bernstein, Meurer, Plumb, & Jackson (2015), reported rates of diabetes and hypertension in the homeless population range from 2% to 18% for diabetes and 18% to 41% for hypertension. The percentages of homeless individuals being diagnosed with diabetes and hypertension will continue to increase because they do not have access to healthcare. there is also a growing consensus that the adult home.

Older Adults in Different Ethnic and Cultural Contexts
This section describes intergroup and intragroup differences in how older adults’ life experiences will shape their responses in seeking health care. Some older adults experienced living through the Depression, seeing the invention of television, computers, and video teleconferences, migrating to find employment, and fighting in an international conflict. European Americans in their 90s may have been young adults fleeing Poland or Germany before World War II. Older Southeast Asian adults in their 60s may have fled Cambodia, Laos, or Vietnam when conflict and political unrest enclosed around them. Political refugees from countries in East Africa and immigrants from Eastern bloc nations who have lived through civil wars and political revolution could well have depleted their coping mechanisms as younger adults fleeing their homeland. As a newer wave of older adult immigrants, they may experience adjustment problems that warrant care in the health and mental health care system, but at the same time they may distrust the system or have no previous experience in seeking health care. Nurses who are providing care to clients whose background differs from their own are usually sensitive to assessing the client’s culture. Individuals who have immigrated from the same country or region will differ in their needs and in the ways that their cultural background influences their health- and illness-related actions. These differences are based on a number of factors:
• Regional or religious identity
• Situation in their homeland that may have prompted them to emigrate
• Length of time they have spent in the United States including degree of acculturation,
• Proximity to immediate family or extended family members, • Network of friends and social support from their homeland, and/or
• Link with ethnic, social, and health-related institutions.
In the total Hispanic American population, persons of Mexican descent are most numerous (54%), Cubans represent 14.

The final project for this course is an analysis of the legal and ethical issues involved in the below health care scenario.
A 72 year old woman was admitted to the Neurological Intensive Care Unit following a cerebral hemorrhage which left her with severe brain damage and ventilator dependent. One year before this event, the patient and her husband had drawn up "living wills" with an attorney. She was diagnosed by her treating physician as being in a permanent unconscious condition. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition.
The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support.
The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will.

The final project for this course is an analysis of the legal and ethical issues involved in the below health care scenario.
A 72 year old woman was admitted to the Neurological Intensive Care Unit following a cerebral hemorrhage which left her with severe brain damage and ventilator dependent. One year before this event, the patient and her husband had drawn up "living wills" with an attorney. She was diagnosed by her treating physician as being in a permanent unconscious condition. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition.
The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support.
The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will.

“Battle Royal:” Analyze the deeper meaning of the following: the “battle royal” itself, the naked blonde, and the young man’s dream at the end of the story.
“The Birthmark:” What does Georgiana’s birthmark signify, first to her and then to Aylmer? What does alchemy represent in the story?
Themes: What are the main themes/messages of each piece? What, in other words, do you think the authors, Ralph Ellison and Nathaniel Hawthorne, are trying to communicate about life and human nature in their respective stories?
Fear: What role does fear play in both pieces?
Discrimination: Both stories address physical appearance, specifically one’s skin, and the way people may discriminate against others because of external characteristics they deem inferior. Compare and contrast how discrimination and prejudice are presented in “Battle Royal” and “The Birthmark.”
Final Thoughts: Author Tim O’Brien wrote, "That's what fiction is for. It's for getting at the truth when the truth isn't sufficient for the truth." Talk about how literature might give us “truer” insights into the human experience by appealing to our senses, emotions and empathy. Minority Report is set in the year 2054, and John Anderton (Tom Cruise) is chief of the Department of Pre-Crime in Washington, D.C. There has not been a murder there in 6 years, because of an operation Anderton supervises where three pre-cognitive humans (“pre-cogs”) drift in a flotation tank and have their brain waves tapped by computers. These brain waves can pick up thoughts of premeditated murders, so the police can be warned and arrest the would-be perpetrators before they can kill (hence the “Department of Pre-Crime”). Of course, it is not as easy as this, because the pre-cogs can provide only the time and date of the murder, the murderer’s name, and the victim’s name—the other facts can be learned only by clues derived from the various images generated by the pre-cogs around the time of murder. The film is based on a short story by Philip K. Dick.
The pre-crime police strategy is going to expand nationwide, and there is personal and bureaucratic jealousy toward Anderton and the pre-crime unit. The movie focuses on a rare disagreement among the “pre-cogs” over a pending murder, and one of the pre- cogs apparently files a minority report disagreeing with the others. Normally, the minority report is disregarded, but the twist is that Anderton himself becomes a target for arrest as a predicted killer, and he is apparently warned of this by one of the pre- cogs. Anderton then is chased by police, assisted by one of the pre-cogs named Agatha (Samatha Morton), and the futuristic police pursuit and search is interesting and compelling. For example, everyone is subject to retina scans, so Anderton has to get an eye transplant to hide his identity while being pursued. The story has several twists, and
it raises important issues about the certainty of knowledge and how knowledge should be used.

1. If we were able to predict premeditated murders in the future by somehow scanning the minds of citizens, is this enough evidence to apprehend and take legal action against them? What would the major ethical perspectives say?

The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

- 1. Comment 1( The teacher asked to me about of my assignment that you did it ) You have mentioned a huge political and community issue in the immigrant topic. The reason many immigrants or those without citizenship have a lower frequency to facilities and physicians would be for the fear? Health education? What causes the immigrants to not seek citizenship or work visas? The whole political issue has not changed many in that they are still not seeking status in the US. Do you see this as a problem as a health care professional and as a community member? Comment 2 A vulnerable population is a group or groups that are more likely to develop health related problems, have more difficulty accessing healthcare to address those health problems, and are more likely to experience a poor outcome or shorter lifespan because of those healthconditions. There are a number of characteristics, traits, or circumstances that enhance the potential for poor health. Certain groups are more vulnerable to health risk. At risk groups or persons includes the poor, the homeless, disabled, the severely mentally ill, very young and the very old. For exampleolder adults are vulnerable to being victimized. Because of increased dependency and the potential for chronic health impairment, older adults may be placed in situations in which they are less able to advocate for their own needs. Older adults may be abused or neglected by caregivers or be victims of criminal practices (Medicine and Health Articles, 2018). Immigrants are also at greater risk for these related health issues as well, due lack of resources and barriers with communication.

Nurses can advocate on behalf of vulnerable groups by writing and calling government representatives and speaking to professional and community organizations about the problems and needs for high risk groups. The community health nurse may work with a coalition of providers and citizen groups to advocate for the needs of the older adult population or may participate in hearings of area agencies to advocate for greater community-based long-term care services (Medicine and Health Articles, 2018).
