The main objective of thermal power plant is to fulfill the energy demands of the market and to achieve these demands; plant requires technical availability with the parts reliability and maintenance strategy. This paper deals with the determination of current operating efficiency of Boiler and calculates major losses for Vindhyachal Super thermal power plant (India) of 210 MW units. Then identify the causes of performance degradation. Also find the major causes of heat losses by Fault Tree Analysis (FTA) and recommends its appropriate strategy to reduce major losses. The aim of performance monitoring is continuous evaluation of degradation i.e. decrease in performance of the steam boiler. These data enable additional information which is helpful in problem identification, improvement of boiler performance and making economic decisions about maintenance schedule.

Nồng độ các thành phần trong khí thải thay đổi tuỳ thuộc vào kiểu loại động cơ, và đặc biệt là phụ thuộc vào điều kiện vận hành động cơ. Hàm lượng CO tăng khi hệ số dư lượng không khí giảm. Nồng độ CO cao hơn với hỗn hợp giàu nhiên liệu hơn. Một nguyên nhân nữa là sự hoà trộn không đều giữa nhiên liệu và không khí hoặc nhiên liệu không hoàn toàn ở trạng thái hơi. Do vậy, mặc dù chung có thể > 1 nhưng vẫn có những khu vực cháy trong xi lanh thiếu không khí, dẫn đến sự tạo thành CO.

2. MỞ ĐẦU
Hiện nay, việc xử lý rác thải ở khu vực sản xuất vẫn bằng hình thức chôn lấp thủ
công, nhiều nơi thiếu đất chôn lấp rác thải tồn đọng không được xử lý khiến môi trường
ngày càng ô nhiễm nghiêm trọng, ảnh hưởng trực tiếp đến đời sống và sức khỏe của
người dân nông thôn. Có địa phương tận dụng các ao, hồ và các vùng trũng để đổ rác
thải, hình thành các hố chôn lấp rác tự phát, không bảo đảm quy trình kỹ thuật, gây ô
nhiễm nguồn nước mặt và nước ngầm...
Xử lý rác bằng phương pháp đốt là công nghệ xử lý nhiệt được sử dụng để giảm
khối lượng chất thải cần xử lý. Đây là một trong những công nghệ được sử dụng rộng
rãi để xử lý chất thải rắn trước khi xử lý tại các bãi chôn lấp. Hầu hết các nhà máy xử lý
bằng lò đốt rác hiện nay đều kết hợp thu hồi nhiệt như các cơ sở sản xuất điện để thu hồi
năng lượng nhiệt trong chất thải. Để đảm bảo lượng khí thải đáp ứng các tiêu chuẩn
nghiêm ngặt do các cơ quan quản lý quy định.
Công nghệ đốt chất thải phát điện đang được các quốc gia quan tâm vì nó thể hiện
được những ưu điểm vượt bậc so với phương pháp chôn lấp và lò đốt chất thải truyền
thống, như giảm được trên 90% thể tích và khối lượng chất thải; có thể tận dụng nhiệt;
giảm phát thải khí nhà kính so với biện pháp chôn lấp; giảm thiểu ô nhiễm nước, mùi
hôi...
Có ba công nghệ lò đốt chất thải được sử dụng nhiều nhất trong các nhà máy đốt
chất thải phát điện hiện nay, đó là: công nghệ lò đốt buồng lửa có ghi (stocker
incinerators), công nghệ lò đốt thùng quay (Rotary Kiln incinerators) và công nghệ lò đốt
tầng sôi (Fluidized Bed Incinerators). Ứng dụng công nghệ lò đốt trong sản xuất và một
số vấn đề cần quan tâm việc lựa chọn lò đốt sẽ được tìm hiểu kĩ hơn.
3. Chương 1: Ứng dụng dụng công nghệ lò đốt trong sản xuất
1.1. Lò đốt thùng quay
Đây là loại đốt chất thải có nhiều ưu điểm bởi quá trình xáo trộn chất thải rắn tốt, đạt hiệu
quả cao, được sử dụng khá phổ biến ở các nước tiên tiến trên thế giới. Ở nước Mỹ lò đốt
thùng quay chiếm tới 75% số lò đốt chất thải nguy hại. Thùng quay hoạt động ở nhiệt độ
khoảng 1000o
C, có thể sử dụng chất thải thải nguy hại làm nguyên liệu.
Công nghệ này có lò đốt dạng hình trụ rỗng và có cấu tạo đơn giản. Khi vận hành, lò
quay chậm rãi, đưa chất thải bên trong lên, xuống theo từng vòng quay có thể điều chỉnh
được (0,5 – 1 vòng/phút ). Thời gian lưu của chất thải rắn trong lò là 0,5 – 1,5 giờ lượng
chất thải nạp vào chiếm 20% thể tích lò. Tro xỉ thoát ra ở phần cuối của khối trụ lò trong
khi dòng khí thải lại được đốt liên tiếp đến khi cháy hoàn toàn. Một phần tro xỉ cũng
được đốt tiếp chung với dòng khí và được xử lý trong thiết bị xử lý khí thải. Công nghệ
này có ưu điểm là có thể xử lý nhiều loại chất thải nhưng thích hợp nhất là chất thải có
nhiệt trị cao và có thể xử lý được chất thải kích thước lớn. Tuy nhiên công nghệ còn có
nhược điểm là dễ thất thoát nhiệt và công suất bị giới hạn (thường xử lý ít hơn 300 tấn
rác thải/ngày)
Lò đốt thùng quay phù hợp với nhiều quy mô (nhỏ, vừa và lớn). Đây là kiểu lò đốt có
nhiều ưu điểm nổi bật. Ngoài hiệu quả xử lý cao, lò đốt thùng quay còn cho phép hoạt
động liên tục do có khả năng cấp liệu và tháo tro liên tục; phạm vi xử lý (chủng loại chất
thải đưa vào lò đốt) rất rộng: lò có thể đốt được tất cả các loại chất thải rắn hữu cơ khó
đốt trong các loại lò đốt khác như bùn thải, chất thải dạng bột, chất thải có độ ẩm cao. Do
đặc điểm chất thải được vận chuyển liên tục trong ống lồng nên được xáo trộn từ đầu ống
đến cuối ống, trong quá trình di chuyển và xáo trộn đồng thời xảy ra các quá trình: sấy,
khí hóa thành than và cuối cùng là đốt cháy hoàn toàn thành tro. Chính nhờ vậy, độ ẩm
của rác cũng cho phép cao hơn các loại lò khác.
Ưu điểm:
- Có khả năng giảm 90 – 95% trọng lượng thành phần hữu cơ trong chất thải trong
thời gian ngắn.
- Các chất gây ô nhiễm trong khí thải có thể xử lý tới mức cần thiết để hạn chế tối
đa tác động tiêu cực tới môi trường.
- Phù hợp đối với những nơi không có quỹ đất để chôn lấp
- Trong nhiều trường hợp có thể xử lý tại chổ mà không cần vận chuyển đi xa nên
tránh được nguy cơ tràn đổ, thất thoát khi vận chuyển.
- Hiệu quả xử lý cao đối với các chất thải hữu cơ chứa vi trùng lây nhiễm như chất
thải y tế cũng như các chất nguy hại như thuốc bảo vệ thực vật, dung môi hữu cơ.
Nhược điểm:
- Đối với các chất thải chứa nhiều nước thì cần rất nhiều nhiệt trị để đốt
4. - Việc kiểm soát các vấn đề ô nhiễm do kim loại nặng từ quá trình đốt có thể rất khó
khăn đối với các chất thải có chứa các kim loại nặng như Pb, Cr, Cd, Hg, Ni,
As,…
- Hơn nữa khi chế độ đốt không đảm bảo và hệ thống xử lý khí hoạt động không
hiệu quả thì dẫn đến nguy cơ gây ô nhiễn thứ cấp (ô nhiễm khí thải).
- Yêu cầu người vận hành lò đốt có tay nghề
- Chi phí xử lý cao, chủ yếu là chi phí nhiên liệu, hóa chất sử lý khí thải và khấu hao
thiết bị.
Nguyên lí hoạt động
Lò đốt chất thải công nghiệp là loại lò đốt kiểu đây tính, được sử dụng khá phổ biến và
đốt ở chế độ thiếu khí. Lò có haiỞ buồng sơ cấp không khi được cấp khoảng 50 80 %
theo tính toán lý thuyết. Quá trình cháy thiếu khí này làm cho những chất hữu cơ bị phân
huỷ nhiệt. Khói và các sản phẩm phân huỷ nhiệt là các hydrocacbon và oxit cacbon sẽ
được chuyển sang buồng đốt thứ cấp. Tại đây, không khí được cấp bổ sung để đảm bảo
quá trình cháy hoàn toàn. Các phản ứng cháy và vận tốc rồi trong buồng sơ cấp được duy
trì ở mức thấp để giảm thiểu việc mang tro bụi sang buồng thứ cấp. Sau đó khi thải được
đi qua tháp hấp thụ, buồng hấp phụ để xử lý hết các khí độc hại trước khi thải ra môi
trường qua ống khỏi. Khi thải sau khi xử lý đạt quy chuẩn QCVN 30 2012/BTNMT
buồng đốt buồng sơ cấp để đốt rác và buồng thứ cấp để đốt khói.
1.2. Lò đốt tầng sôi
Lò đốt tầng sôi là lò hơi sử dụng buồng đốt kiểu tầng sôi (được tạo thành từ hàng triệu
hạt cát, xỉ hoặc một số loại vật liệu đặc biệt) để đốt cháy nhiên liệu. Buồng đốt tầng sôi
tạo ra điều kiện hòa trộn rất tốt trên toàn bộ diện tích của buồng đốt nên nhiên liệu sẽ
cháy kiệt trong khi nhiệt độ buồng đốt lại không quá cao, làm giảm lượng phát thải các
loại khí có hại.
5. Thuộc loại lò đốt tĩnh, có lót một lớp gạch chịu lửa bên trong để làm việc với nhiệt độ
cao. Đặc điểm của lò là luôn chứa một lớp cát dày 40 – 45 cm với vai trò nhận nhiệt và
giữ nhiệt cho lò đốt. Chất thải lỏng khi bơm vào lò sẽ bám dính lên bề mặt các hạt cát
nóng đang xáo động, nhờ vậy sẽ bị đốt cháy còn thành phần nước sẽ bay hời hoàn toàn.
Khu vực cháy sơ cấp có nhiệt độ buổng đốt từ 850 – 920o
C, khu vực cháy thứ cấp có
nhiệt độ cháy hơn 990 – 1100o
C. Không khí cấp vào lò với lượng dư 25 – 150% so với lý
thuyết. Lò đốt tầng sôi thường được sử dụng nhiều trong công nghiệp, chế biến thực
phẩm, nhiệt điện,…
Đối với lò tầng sôi đốt than đá có tỷ lệ cốc cao, đòi hỏi phải có chùm ống ngâm trong lớp
sôi để giữ cho buồng đốt không bị quá nhiệt, tuy nhiên tuổi thọ của chùm ống này thường
thấp do phải chịu mài mòn liên tục.
Ưu điểm
- Lò tầng sôi bọt yêu cầu diện tích buồng đốt rất lớn nếu so về cùng một công suất
với lò tầng sôi tuần hoàn hay lò than phun. Do đó lò tầng sôi bọt không thể thay
thế hoàn toàn lò than phun nhất là đối với dải công suất lớn.
- Lò tầng sôi bọt yêu cầu rất nhiều điểm cấp liệu do khả năng phân tán nhiên liệu
trong buồng đốt không tốt bằng lò tầng sôi tuần hoàn. Vì vậy lò tầng sôi bọt chỉ
được thiết kế ở dải công suất nhỏ và trung bình.
6. - Mặc dù lò tầng sôi bọt có thể đốt được nhiều loại nhiên liệu, tuy nhiên vẫn bắt
buộc phải sửa lại thiết kế của lò nếu thay đổi loại nhiên liệu đã thiết kế bằng nhiên
liệu khác cho dù tốt hơn hay kém hơn loại nhiên liệu cũ.
- Tải tối thiểu của lò tầng sôi bọt bị hạn chế, thông thường chỉ chạy tải nhỏ nhất 30 -
40% công suất thiết kế.
Nhược điểm
- Khó tách phần không cháy
- Lớp đệm có khả năng bị phá vỡ
- Chưa được sử dụng nhiều trong xử lý chất thải rắn
- Lớp dịch chuyển phải được tu sửa va bảo trì thường xuyên
Nguyên lí hoạt động của lò:
Nhiên liệu được cấp vào buồng đốt qua hệ thống cấp liệu đặt ở tường nước phía đầu
buồng đốt. Lượng nhiên liệu cấp vào lò được điều chỉnh bởi tốc độ chuyển động của hệ
cấp nhiên liệu vào lò. Tại buồng đốt của lò hơi tầng sôi diễn ra quá trình dao động hỗn
hợp của những hạt nhiên liệu rắn (nhiên liệu than và tro, xỉ) được phân thành từng lớp
theo tỉ trọng của hạt nhiên liệu và chiều cao buồng đốt. Quá trình dao động này được thực
hiện chính là nhờ vận tốc của luồng gió cấp 1 được đưa vào lò từ sàn đáy của buồng đốt
đủ lớn. Kết quả của gió với vận tốc lớn này tạo ra một lượng hỗn hợp các hạt nhiên liệu
rắn xuôi theo dòng hỗn hợp không khí cháy đi ra khỏi buồng đốt. Trong quá trình cháy,
các hạt nhiên liệu giảm dần kích thước và được hòa trộn với 1 phần xỉ (hạt nền) có sẵn
trong buồng đốt tạo ra một lớp đệm nhiên liệu. Quá trình nhiên liệu cháy trong buồng đốt
được phân thành từng tầng theo chiều cao của buồng đốt và tùy theo tốc độ của gió cấp 1
và cấp 2. Nhiệt từ lớp nhiên liệu cháy được truyền tới nước qua các tường nước được bố
trí xung quanh buồng đốt, đỉnh buồng đốt. Khói nóng mang theo các hạt tro bay rời khỏi
buồng đốt đi qua các bộ quá nhiệt (lò hơi quá nhiệt) và cuối cùng là dàn ống trao đổi
nhiệt đối lưu rồi thoát ra khỏi lò. Gió cấp 2 được đưa vào buồng đốt qua các vòi phun gió
được đặt ở phía trên buổng đốt (bên trên các béc gió cấp 1) cung cấp không khí cho các
lớp sôi phía trên để giảm NOx, điều chỉnh hệ số không khí thừa và điều chỉnh nhiệt độ
cháy trong buồng đốt. Sau khi thực hiện quá trình trao đổi nhiệt đối lưu ở phần đuôi lò,
khói được đưa vào bộ thu hồi năng lượng, tận dụng lại nguồn nhiệt từ khói thả gia nhiệt
cho nước cấp và không khí cấp vào lò. Bộ lọc bụi được bố trí đặt ở trước quạt hút, tách
những hạt tro bay ra khỏi dòng khói, trước khi khói được quạt hút thải ra ngoài ống khói.
1.3. Lò nhiệt phân
7. Lò nhiệt phân là quá trình phân hủy hay biến đổi hóa học chất thải rắn ở nhiệt độ cao
trong điều kiện thiếu oxy. Sản phẩm của quá trình nhiệt phân chất thải rắn thu được gồm
các chất ở dạng khí, lỏng, rắn. Khi nhiệt phân, chất thải sinh ra khí gas mà khí gas này sẽ
cháy và sinh ra nhiệt. Sản phẩm cuối cùng của quá trình thu nhiệt phân biến đổi chất thải
rắn là các chất rắn, lỏng, và khí bao gồm H2, CO, khí axit, tro,… Nhiệt độ quá trình nhiệt
phân của một số chất: than non từ 300 – 400o
C, gỗ từ 225 – 325c
C, lignin từ 300 – 500o
C,
khí gas 400 – 600o
C
Qúa trình nhiệt phân sẽ tạo ra 3 thành phần sản phẩm:
- Dòng khí chủ yếu là H2, CH4, CO, CO2 và nhiều khí khác phụ thuộc vào đặc tính
của nhiệt phân
- Phần chất lỏng bao gồm dầu chứa acetic acid, acetone, methanol, nhựa,
hydrocarbon bị oxy hóa
- Phản ứng nhiệt phân của cellulose, C6H10O5
3C6H10O5 → 8H2O + C6H8O + 2CO + 2CO2 + CH4 + H2 + 7C
Ưu điểm:
- Qúa trình nhiệt phân ở nhiệt độ làm tăng tuổi thọ của vật liệu, chi phí bảo trì giảm
- Các chất bay hơi có giá trị kinh tế có thể ngưng tụ để thu lại
- Các cấu tử có thể thu hồi được gom trong trong bã rắn và nhựa thu hồi
- Không cần sự xáo trộn nên giảm lượng bụi phát sinh
Nhược điểm
- Thời gian đốt lâu hơn lò quay
- Tro cần chôn lấp an toàn
- Một số thành phần trong chất thải lúc nạp nhiên liệu đễ đốt có thể giữ lại bởi bã
nhựa
- Chất thải có phản ứng thu nhiệt không sử dụng lò nhiệt phân
Nguyên lí hoạt động
8. - Giai đoạn 1: quá trình khí hóa chất thải được gia nhiệt để tách các thành phần dễ
bay hơi khi cháy ra khỏi thành phần cháy không hóa hơi và tro
- Giai đoạn 2: quá trình đốt các thành phần bay hơi ở điều kiện phù hợp để tiêu hủy
hết các cấu tử nguy hại.
- Nhiệt phân bằng hồ quang – plasma: thực hiện quá trình ở nhiệt độ cao khoảng
10000o
C để phân hủy chất thải cực độc và sinh ra khí CO, H2, acid và tro.
Công nghệ lò đốt thường được sử dụng trong sản xuất cao xu
Cứ 1 tấn nguyên liệu cao su, sau quá trình nhiệt phân sẽ thu được 400 kg dầu FO-
R… đó là kết quả thu được từ công nghệ nhiệt phân liên tục cao su phế thải thành nhiên
liệu lỏng của hệ thống lò nhiệt phân cao su.Công nghệ này của tác giả được thiết kế theo
dạng khép kín, kết nối thành một quy trình tuần hoàn, chủ yếu sử dụng máy móc để tự
động hóa.
Điểm nổi bật và tạo nên sự khác biệt của công nghệ với các công nghệ tái chế dầu
đang có hiện nay là ở quy trình nhiệt phân liên tục. Cao su phế thải được liên tục đưa vào
nhiệt phân để cho ra sản phẩm chứ không cần chia theo từng mẻ, vì vậy công nghệ đạt
hiệu suất xử lý cao hơn.Cao su phế thải được nhiệt phân liên tục trong hệ thống lò quay ở
nhiệt độ 400 độ C, kết hợp với các chất xúc tác gốc zeolite, đạt hiệu suất thu hồi sản
phẩm lỏng tới 42 đến 45%.
9. Sản phẩm dầu FO-R thu được sau xử lý đạt chỉ tiêu chất lượng theo tiêu chuẩn
Việt Nam 6239:2002 dành cho dầu FO, có thể thay thế cho dầu FO có nguồn gốc từ dầu
mỏ và được ứng dụng làm nhiên liệu đốt cho lò hơi, lò sấy, lò tải nhiệt… trong các ngành
công nghiệp.
Ngoài dầu FO-R, công nghệ này còn cho ra khí gas và hỗn hợp cacbon đen CBM-
R được sử dụng chủ yếu để làm phụ gia cho quá trình sản xuất gạch block không nung
hoặc thay than cám trộn vào đất sét trong quá trình sản xuất gạch tuynel.
Điều đặc biệt nữa, công nghệ này cũng không tạo ra nước thải. Khí thải thoát ra
đạt tiêu chuẩn QCVN 19:2009 phù hợp với định hướng bảo vệ môi trường của Việt
Nam.Hiện nay, công nghệ đã được chuyển gia và ứng dụng tại một số nhà máy xử lý chất
thải trên khắp cả nước góp phần bảo vệ môi trường và sức khỏe người dân, đồng thời góp
phần phát triển kinh tế - xã hội giàu mạnh.
10. CHƯƠNG 2: Các vấn đề cần quan tâm khi lựa chọn công nghệ đốt trong
quá trình sản xuất
2.1. Các yếu tố làm căn cứ lựa chọn công nghệ đốt:
2.1.1 Các trường hợp cần đến công nghệ đốt
Xử lý chất thải bằng phương pháp nhiệt được sử dụng khá rộng rãi hiện nay. Tuy
nhiên, không phải bất cứ một loại rác thải nào cũng sẽ được xử lý bằng cách này. Bởi nếu
không chọn đúng chất thải thì chất thải sẽ không được xử lý tốt đồng thời có thể gây tốn
chi phí, mất thời gian, ảnh hưởng tới chất lượng cũng như nguyên lý làm việc của lò đốt.
Để đảm bảo được việc xử lý bằng phương pháp này hiệu quả thì bạn cần chú ý những
loại chất thải là:
Chất thải độc hại
Chất thải không phân hủy
Chất thải có khả năng bay hơi và phân tán ra môi trường
Chất thải có thể đốt cháy ở nhiệt độ thấp hơn 400 độ
Chất thải là dung môi
Các chất như dầu thải, nhũ tương dầu, hỗ hợp dầu, nhựa, cao su, mủ cao su
Chất thải rắn bị nhiễm các chất độc hại.
2.1.2 Căn cứ lựa chọn công nghệ đốt
– Thành phần, đặc tính và khối lượng chất thải rắn.
– Điều kiện cụ thể của địa phương:
11. + Khí hậu, thổ nhưỡng, địa chất công trình, địa chất thuỷ văn, thuỷ văn
+ Có diện tích đất đai đáp ứng cho nơi xử lý
– Yêu cầu mức độ kỹ thuật, vệ sinh môi trường
– Trình độ KHKT và năng lực cán bộ, nhân công.
– Nhu cầu của thị trường về sử dụng các sản phẩm từ việc xử lý chất thải rắn.
– Khả năng tài chính (vốn đầu tư và vận hành, duy tu sửa chữa). Cần phân tích, xem xét
kỹ trong mối quan hệ với những yếu tố khác và đặc biệt là phải so sánh về yêu cầu sự
thích hợp của công nghệ, chi phí thi công, thiết bị, vận hành…
– Độ tin cậy của công nghệ trong quá trình hoạt động.
2.2 Các nguyên tắc và tiêu chí khi lựa chọn công nghệ đốt
2.2.1 Nguyên tắc lựa chọn công nghệ:
Khi tiến hành lựa chọn công nghệ đốt cần tuân theo những nguyên tắc sau:
– Tiếp cận với những công nghệ tiên tiến và những kinh nghiệm trong xử lý chất thải rắn
ở trong và ngoài nước (phải hiểu rõ công nghệ trước khi chọn).
– Công nghệ đơn giản nhưng không lạc hậu, bảo đảm xử lý có hiệu quả, an toàn và không
gây ô nhiễm môi trường.
– Giá thành hợp lý.
– Cố gắng tận thu những giá trị của chất thải rắn để tái tạo tài nguyên.
2.2.2 Các tiêu chí đánh giá công nghệ đốt khi lựa chọn
Để đảm bảo những nguyên tắc chỉ đạo đó, cần phải dựa vào các tiêu chí cơ bản sau đây
khi đánh giá công nghệ:
12. – Sự thích hợp với điều kiện thực tế của địa phương (khối lượng, thành phần, tính chất
chất thải rắn, điều kiện tự nhiên, tài chính, trình độ phát triển kinh tế – xã hội và khoa học
kỹ thuật, nhu cầu của thị trường tiêu thụ sản phẩm.v.v…)
– Tiêu chí môi trường: Mức độ và hiệu quả giải quyết nhiệm vụ vệ sinh môi trường.
Của công nghệ (dựa theo tiêu chí môi trường và đánh giá nhanh tác động môi trường).
– Tiêu chí kinh tế: Ý nghĩa thiết thực của công nghệ xử lý định chọn trong nền kinh tế
quốc dân và riêng của địa phương
Các chỉ tiêu kinh tế kỹ thuật của công nghệ xử lý bao gồm:

2.3 Cơ sở pháp lý khi lựa chọn công nghệ đốt
Hiện nay, vấn đề quản lý CTR và công nghệ lò đốt đã được Chính phủ và chính quyền
địa phương cũng như các cơ quan chức năng quan tâm nhiều hơn trước. Hàng loạt các
văn bản pháp quy ra đời (luật, nghị định, thông tư, chỉ thị, tiêu chuẩn) liên quan đến
quản lý CTR và công nghệ đốt như:
- Chiến lược quản lý CTR các đô thị và khu công nghiệp Việt Nam đến năm 2020 (theo
Quyết định số 152/QĐ/TTg của Thủ tướng Chính phủ ngày 10/7/1999.
- Luật Bảo vệ môi trường
13. - Nghị định CP về hướng dẫn thi hành luật BVMT
- Chỉ thị số 23/2005/QĐ - TTg của Thủ tướng Chính phủ về việc đẩy mạnh công tác quản
lý CTR tại các đô thị và khu công nghiệp.
- Nghị định số 59/2007/NĐ - CP ngày 09/4/2007 của Chính phủ về quy hoạch quản lý
CTR.
- Thông tư số 13/2007/TT - BXD ngày 31/12/2007 của Bộ Xây dựng về hướng dẫn một
số điều của Nghị định 59/2007/NĐ - CP ngày 09/4/2007 của Chính phủ về quản lý CTR.
- Quy chuẩn Xây dựng Việt Nam về Quy hoạch đô thị (QCXDVN 01/2008). Theo định
hướng xử lý CTR trong thời gian gần đây, nhất là từ sau khi Luật Bảo vệ Môi trường
2005 ra đời đã nêu rõ phải lựa chọn công nghệ xử lý thích hợp, khuyến khích áp dụng các
công nghệ tiên tiến, phát triển công nghệ sạch, các công nghệ do trong nước nghiên cứu
chế tạo, ưu tiên tái sử dụng, tái chế CTR, hạn chế tối đa khối lượng CTR chôn lấp (<
15%), đặc biệt là với các đô thị thiếu quỹ đất làm bãi chôn lấp.
