Customer service factors heavily in the Digital Services Playbook, while the Office of Management and Budget (OMB) has designated it a Cross-Agency Priority Goal, focusing on streamlining transactions, developing standards for high-impact services, and using technology to improve the customer experience.
However, leading consumer studies and public opinion surveys have found that there is still much to be desired from federal customer service. According to the American Customer Satisfaction Index (ACSI), for instance, federal customer service continues to lag behind the private sector standard.
To better understand customer service from the perspective of the federal workforce, evaluate the drivers and challenges to reform, and shed light on improvements currently underway, Government Business Council (GBC) and Deloitte conducted a survey of federal managers.

This letter documents that I had the pleasure of supervising Carmen Harman during her 12-week
internship with my office during the summer of 2013.
The Business Operations Staff (BOS) is the hub for internal operational support and external
customer communications for the federal Medicaid and CHIP programs in partnership with our
states and territories that facilitate health care services for upwards of 50 million beneficiaries.
While working with us this summer, Carmen exhibited many exemplary qualities including
promptness, attention to detail, and mastery of Microsoft software applications. But the most
impressive of the positive work attributes she showed me were her desire to be of help to anyone
who might need it and her leadership role in the massive website project that our summer interns
tackled. The project was a very complicated audit and analysis of a 23-year policy library in
readiness for posting that information on our program’s new website, www.medicaid.gov. In her
brief time with us, Carmen showed exceptional leadership in moving that project forward.
