Una fra le questioni centrali della digital era è il passaggio dall'informazione alla conoscenza, questa seconda intesa come il signifcato contenuto potenzialmente nell'informazione. I Big Data possono essere definiti come una raccolta di dataset per loro natura di grandi dimensioni. Se da un lato ciò può far immaginare rilevanti potenzialità intrinseche, dall'altro è chiaro che la quantità e l'organizzazione dell'informazione non per (pattern di conoscenza) determina costi cognitivi di accesso ed interpretazione umanamente non affrontabili. In tal modo la quantità, da risorsa, si
trasforma presto in un forte vincolo d'uso. Anche approcci statistici tradizionali di natura inferenziale possono rivelarsi non totalmente funzionali alla conversione in conoscenza di questo tipo di informazione, soprattutto laddove il significato potenziale è legato alla natura ed alla topologia delle
relazioni che legano gli oggetti rappresentati dai big data. In questi casi, approcci strutturalisti o connessionisti, basati su tecniche computazionali e di rappresentazione che partono dall'assunto di definire gli oggetti a partire dalle loro relazioni, possono rivelarsi molto più efficaci.
Questo è il caso trattato dalla tesi. Il dataset di riferimento è formato da un'enorme insieme di dati in formato tabellare, rappresentanti le partecipazioni azionarie di 171.889 imprese, per oltre 500.000 record, a cui si aggiunge, per un importante subset, un ricco insieme di dati economico-finanziari. Siamo nel campo dei big data, rappresentativi di un mondo reale (la porzione manifatturiera dell'economia italiana, vista nel 2007). L'idea alla base di questo elaborato è quella di leggere i dati utilizzando le tecniche e i metodi dall'analisi delle reti, modellizzandoli in termini di nodi (le singole imprese) e relazioni (le quote di capitale possedute, in termini di partecipazioni).
Sulla scorta dei lavori di Barabàsi e Albert , la dimensione del dataset porta ad ipotizzare che l'insieme delle imprese così de_nito segua una ben precisa legge naturale, nota come distribuzione power-law, o legge di potenza, scale-free. Ciò come conseguenza di due meccanismi genetici secondo i quali le reti si espandono in continuazione con l'aggiunta di nuovi nodi, e questi nuovi nodi si aggregheranno, preferibilmente a nodi che sono già ben collegati (preferential attachment ). Secondo gli autori, lo sviluppo di grandi reti è governato da robusti fenomeni di auto-organizzazione che vanno oltre gli elementi dei singoli sistemi. Oltre che nel campo big data siamo in questo caso
anche in quello delle macro-organizzazioni complesse. In senso economico, è del resto abbastanza intuitivo comprendere come la asimmetria di dotazione di risorse (e dunque di potere) favorisca in un prospettiva ecologica di selforganization proprio gli attori maggiori, maggiormente capaci di svolgere un ruolo attrattivo delle ulteriori risorse presenti nel sistema.....................
Perchè il Cloud Computing è così strategico? Perchè è necessario formare delle figure professionali sulle tecnologie Cloud? Perchè il Cloud permette di far funzionare molte altre tecnologie, che altrimenti non potrebbero raggiungere la loro viralità: Mobile, Internet of Things, Big Data.
Il Cloud evolve tutti i paradigmi prima conosciuti: si sviluppano applicazioni Cloud in maniera diversa. Si trattano i dati con nuovi strumenti. Si implementano architetture distribuite, ibride, mentre prima si era isolati. E si devono conoscere i grandi player di mercato, tra cui Microsoft Azure, che fornire moltissime soluzioni e aspetti per le tante singole necessità del Cloud e delle applicazioni.

Event-based systems (EBS) are nowadays the most viable sources of technologies and solutions for large-scale distributed applications. On the other hand, multi-agent systems (MAS) apparently provide the most viable abstractions and coherent methods to deal with complex distributed systems, in particular when advanced features – such as mobility, autonomy, symbolic reasoning, knowledge management, situation recognition – are required. In this talk we discuss how the core concepts of EBS and MAS can in principle be matched and integrated, providing a sound conceptual ground for a coherent discipline for the engineering of complex software systems.

Interventi tecnici che vedono il Cloud come la panacea e interventi giuridici che aggiungono qualche caveat.
In questo seminario illustriamo le opportunità e i rischi che la Pubblica Amministrazione deve tenere in considerazione quando decide di adottare soluzioni di Cloud Computing.

L’obiettivo di questo documento di raccomandazioni e proposte è duplice. Da una parte raccoglie considerazioni e proposte rilevanti ai fini dell’adozione del cloud computing da parte della pubblica amministrazione in Italia. Dall’altra si promette di offrire strumenti utili a questo scopo privilegiando un approccio che oltre a proporsi con finalità di razionalizzazione e di risparmio miri anche a promuovere un’organizzazione innovativa dei servizi pubblici online che le soluzioni tecnologiche e operative del cloud rendono possibile. L’Autorità nell’ottica di promuovere un utilizzo corretto delle nuove modalità di erogazione dei servizi informatici, specie per quelli erogati tramite cloudpubbliche (public cloud), che comportano l’esternalizzazione di dati e documenti, ritiene opportuna e doverosa un’opera di informazione orientata a tutelare l’importante patrimonio informativo costituito dai dati personali.
Tali indicazioni si propongono, quindi, di offrire un primo insieme di indicazioni utili a tutti gli utenti di dimensioni contenute e di limitate risorse economiche (singoli,
piccole o medie imprese, amministrazioni locali quali i piccoli comuni, ecc.) destinatari della crescente offerta di servizi di cloud computing(pubbliche o ibride), con l’obiettivo di favorire l'adozione consapevole e responsabile di tale tipologia di servizi.

di informare opportunamente gli utenti in ordine alla loro adozione.
L’Autorità - nella consapevolezza che l’utilizzo dei servizi di cloud computing prefigura problematiche ben difficilmente risolvibili a livello nazionale che richiedono,
invece, una riflessione condivisa a livello sia europeo sia internazionale, e in considerazione di tutte le sue implicazioni in relazione al trattamento dei dati personali - intende in ogni caso continuare a seguire l’evoluzione del fenomeno, anche partecipando con altri decisori istituzionali a specifici tavoli di lavoro aperti in materia, in particolare con DigitPAper quanto attiene all’adozione di modelli orientati alle cloud in ambito pubblico. L’Autorità, inoltre, si riserva, laddove ne rilevasse la necessità, di adottare in futuro specifiche e dettagliate prescrizioni indirizzate a utenti e fornitori, specie
sotto il profilo delle misure di sicurezza.

L’introduzione del modello “Cloud Interno nella PA” porterebbe a realizzare un risparmio pari a circa 500 mln € / anno di spesa IT e renderebbe disponibili per altre attività e servizi 8000 addetti ICT.
Se parliamo del Sistema Paese, l’adozione del Cloud Computing porterebbe un risparmio pari a circa 151 mld € entro il 2015 unitamente a 415.000 posti di lavoro.
Incredibile vero?
Incredibile non immaginare di andare in Europa e spingere con tutte le forze possibili – democraticamente – un progetto con questi numeri e questo impatto sull’economia e sul mondo del lavoro.
Io voglio andare in Europa per questo.

Il passaggio al cloud è ora una problematica aperta e discussa, e spesso senza grandi risultati. Le questioni da prendere in considerazione sono moltissime, da quelle strategiche: costi di gestione, affidabilità, protezione dei dati, servizi scalabili, gestione e controllo del business; a quelle tecniche: migrazione, conversione, tempi di trasformazione, il transitorio, etc. A queste problematiche si aggiungono: informazioni contrastanti, la formazione del personale, la chiarezza delle offerte. La risoluzione di queste problematiche ha dato luogo al progetto ICARO. I risultati del progetto permettono di poter creare un passaggio graduale al cloud con soluzioni in grado di gestire le nuove esigenze con servizi di base e complessi, facilmente integrabili con le soluzioni attuali, con attenzione agli incrementi/decrementi di business. Le soluzioni di ICARO vengono sperimentate e validate rispetto a casi reali di aziende che utilizzano sistemi ERP, CRM, elearning, workflow, CMS, marketing, etc.
