The document summarizes the implementation of a cloud computing solution at the Washington State Office of Administrative Hearings (OAH). It describes the issues they faced with their previous IT infrastructure, including outdated software and hardware, inefficient help desk and software distribution processes, and a lack of centralized management and security. It then outlines the steps taken to implement a virtual desktop infrastructure cloud, including analyzing needs, planning, testing, and full implementation. The cloud solution provided significant benefits like reduced IT costs, improved mobile access, faster software updates, and increased security. It allowed OAH to better support its growing staff needs and take advantage of shared IT services from the state. The lessons learned focused on thorough planning, testing, and change management to ensure success

Â
I have heard many times that architecture is not important for the front-end. Also, many times I have seen how developers implement features on the front-end just following the standard rules for a framework and think that this is enough to successfully launch the project, and then the project fails. How to prevent this and what approach to choose? I have launched dozens of complex projects and during the talk we will analyze which approaches have worked for me and which have not.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
Â
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Epistemic Interaction - tuning interfaces to provide information for AI supportAlan Dix
Â
Paper presented at SYNERGY workshop at AVI 2024, Genoa, Italy. 3rd June 2024
https://alandix.com/academic/papers/synergy2024-epistemic/
As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

4. Business Technology Issues
There were several technology issues:
⢠PC Refresh â 3 years for systems. $300,000 & time to configure
⢠Workstation configuration â each workstation is âuniqueâ
⢠Data security â data was everywhere
⢠Version control â various versions of software existed everywhere
⢠Software distribution â every upgrade had travel & logistical issues, licensing
issues, & illegal software
⢠Help Desk â calls averaged 25 per day, time to resolve help calls was 1-2
weeks, & each fix was a separate fix. As a result, 4-5 techs were needed.
⢠Mobile & Remote Access â VPNs difficult to use & poor performance
⢠No workstation sharing â Each workstation belonged to a user and was
unique to that user

There were several system issues:
⢠Extensive use of old & outdated database systems, e.g., Paradox, SQL 6.5
⢠Extensive use of old software, e.g., WordPerfect, Quattro Pro
⢠Wide variety of peripherals
⢠Little or no security
There were agency culture issues:
⢠IT was the âred-headed step childâ
⢠Little or no reliable IT funding
⢠Too many user developed solutions that were institutionalized
⢠Little or no IT leadership

wasting the crisis.â
- Michigan Governor Jennifer Granholm
âWe can't solve problems by using the same kind of thinking we used when we
created them."
- Albert Einstein
âCloud computing comes into focus only when you think about what IT always
needs: a way to increase capacity or add capabilities on the fly without investing
in new infrastructure, training new personnel, or licensing new software. Cloud
computing encompasses any subscription or pay-per-use service that, in real time
over the Internet, extends ITâs existing capabilities.â

8. Misconceptions
There were plenty of ânay-sayersâ that said OAHâs cloud would never
work:
⢠Youâll need huge network pipes that will be cost prohibitive
⢠My special âoldâ applications will not work
⢠I will not get access to the applications that I need
⢠Printing is too much of a problem
⢠I need my applications and data on my laptop or computer
⢠I have a federal requirement that my data be on MY server
⢠You donât understand, I need my data on my jump drive, it goes with me
everywhere
⢠I have special needs
⢠What happens when the power goes out?
