Dear SirlMadame:

Congratulations on the completion of the Bonneville Spillway Stilling Basin Erosion Repair at
the Bonneville Lock & Dam. The project was completed more than a month ahead of schedule with no
lost time accidents despite several field challenges and contract changes. Success on the project can be
attributed to a combination of outstanding equipment, highly skilled workers, a proactive and innovative
field management staff, and an excellent partnering relationship with Corps of Engineers personnel. Your
thoughtful approach to planning this project, including hiring experienced subcontractors, skilled
craftsmen and quality control expertise translated to the successful completion with high satisfaction of all
stakeholders.

This project is an excellent example of successful partnering at the field level. Your staff
exhibited exceptional flexibility and willingness to do what was best for the project. When field
challenges and operational constraints were encountered, your staff worked closely with Government
personnel to develop "Project First" solutions and then adapted to the changes with a "can do" attitude
and approach. The professionalism and commitment of the McAmis staff was unparalleled.

You are also recognized for your contributions to the success of the Bonneville Lamprey Flume
project as a subcontractor. When powerhouse operations and environmental constraints dictated the need
for a floating plant, you altered your schedule and operations in the stilling basin to make your floating
crane available for installation of the lamprey flume. This project involved several critical lifts of heavy
flume components with diver installation. Your proactive planning and careful consideration of complex
critical crane operations with safety as apriority, contributed to the successful completion of this project
with no accidents.

The McAmis' team's commitment to safety, quality, on-time delivery, customer satisfaction and
partnering reflects great credit upon the culture of your company. It has truly been a pleasure to work
with the J.E. McAmis staff.

                                                  Sincerely,

                                                ~
