It also identifies 8 critical city functions: delivering basic needs, safeguarding life, protecting/enhancing assets, facilitating relationships/identity, promoting knowledge, defending rule of law, supporting livelihoods, and stimulating prosperity. The framework aims to provide a comprehensive and measurable understanding of urban resilience.
