The City Council considered abandoning public rights-of-way around City Hall in downtown San Angelo, including portions of West 1st Street, North Irving Street, City Hall Plaza, and nearby alleyways and parking areas. No public comments were received in favor of or opposed to the abandonment. City staff recommended approving the abandonment subject to reserving easements for utility access. The abandonment would unify the area around City Hall and create a campus feel while remedying a dangerous intersection, in a way that is compatible with the city's comprehensive plan and existing land uses.
