6. Interventions
• RTI Training to citizens: Five trainings will be imparted to
citizens representing different groups of target population
of selected VDCs to enhance their knowledge on legal right
to seek information from VDCs regarding allocations and
expenditure on programmes which are targeted to different
groups. Provisions of RTI laws, major provisions of local
government resource mobilization and management
guideline 2012 to make them able to monitor and check
whether guidelines have been followed while allocating
and spending budget to target groups which should be 35%
of the total local development budget.

7. Interventions
• Trainings officials and Political Party Representatives:
Officials and political parties' representatives will be trained
on several provisions of RTI Act 2007 with emphasis on record
management and proactive disclosure to make them aware of
their legal obligation to proactively disclosure the information
including minutes of board decision.

8. Interventions
Quarterly Budget Bulletins:
• Technical support will be provided to VDCs to publish
budget bulletins every three months as a tool of
proactive disclosure of information which includes
allocation, expenditures of three months and plan
for next three months in a citizenry formats.

9. Interventions
Public Audit:
Few of the trained citizens will be mobilized to seek
information related to financial and technical
progress of programs of target groups, they are
analyzed and demystified and taken to those groups.
Once access to information of the people is
conformed, the public audit will be conducted for
each VDCs where participants selected from those
groups will have opportunity to interact with
officials.

10. Funding
• The project will cost about $ 15000. My organization
Freedom Forum will be requested to incorporate it as
a part of Public Finance Management and Local
governance project for 2015/16
