CIELA Norma AD originates from two companies which merged to create the largest company in the sector.
Norma was one of the oldest software companies in Bulgaria, founded in 1985, and the first creator of legal reference systems, whereas
CIELA was registered in January 1991 as a business consulting firm and a publishing house of leading legal publications.
In order to establish itself not only among the best, but as the best in the field, in 2010, Norma found a partner in CIELA . Thus was
born CIELA Norma AD in the form it is known today - with strong positions in the development of legal information software, in
printing, publication and distribution of a wide range of literary publications of various themes. With the creation of CIELA Norma,
throughout the company’s 30-year history, a tradition was established and the company is nowadays the leader in the development of
legal information software at national level.2

3. Ciela Norma AD is the leading provider of legal and reference information systems, which are used widely in the public and private
sectors. The company has developed 15 software and information products which support current and archived legal documents and
the texts of the Bulgarian legislation, administrative procedures, European legislation, the Bulgarian legislation translated into English
and Russian languages, as well as products specializing in specific areas: information services with legislative frameworks regulating the
areas of education, energy, construction, accounting, foreign trade regime, media and news.
CIELA products are used by the general public and by businesses, professionals from the economic and technical fields, experts and
units of the structures of the public sector..
CIELA products currently enjoy a total of over 25 000 users and most of them are public authorities (central and local executive
bodies, the judiciary, etc.).
Other key clients of the company are the European Commission, the European Parliament,
the European Court of Justice, the European Court of Human Rights.

4. National provider of legal information software
During the period between 2005 - 2012, CIELA Norma AD was the
national provider of reference information system for the State
administration of the Republic of Bulgaria. Under two contracts for
centralized provision of legal information system, CIELA’s products have
been used by every state structure of the Central administration, by
the 28 regional administrations, the 265 municipalities and mayor
offices in Bulgaria.

Ciela Regulations is a reference (legal) information system which provides access to current Bulgarian legislation,
judicial and institutional practice.
In the product CIELA Regulations is inherently
included the entire judicial practice of the courts of
the Republic of Bulgaria and the up- to-date
legislation, it also offers more than 280 000 decisions
and rulings of Supreme courts and the full texts of
over 1 300 000 million decisions of the appellate,
administrative, regional, district and military courts.
The product also contains the option of personal
notification and monitoring on each user’s individually
set parameters.
When accessing one CIELA product, you receive
what other companies offer you in several products.

8. The product CIELA Procedures contains the most
comprehensive set of procedures on the market of
legal information products, combined with interactive
forms. Another advantage is the introduction to the
content of the product of administrative services:
descriptions of the administrative services, provided
by the central and local government. Significant
advantage of CIELA Procedures is the availability
of over 12 500 forms ready to be filled in, as well as
the fact that the data in them can be stored with all its
functionality in electronic form.

Information system about businesses and individuals. Up-to-date information on registered trade companies on the
territory of the Republic of Bulgaria.
The product CIELA INFO Registers provides complete
IT solution to its clients as it contains integrated
information from the Commercial register, United ID
Code register, register of the National Revenue Authority
for VAT registration, the National Insurance Institute for
insured persons for every month since 2005, financial
indicators for all companies since their establishment.
CIELA INFO provides unique functionalities and
hyperlinks to other sites and databases for maximum
detailed economic information, allows for an unlimited
number of search criteria, with graphically illustrated
result. Only the CIELA product offers as a value-added
feature the information service Bankruptcy claims,
containing daily information for submitted claims to open
insolvency proceedings, sent by e-mail to the client.

LAW & RU
The CIELA LAW software, translated into two languages,
contains the largest number of translated acts and their
old versions from 2002 onwards. It also contains many
revoked laws and bye-laws’ regulations which cannot be
found elsewhere: the Civil Procedure Code of 1952, the
Value Added Tax Act of 1999, the Excises and tax
warehouses Act of 1994.

In April 2011 was launched the ARROW PLUS project, selected as the project with the best networking practices under the
Framework Programme for Competitiveness and Innovation of the European Commission. CIELA was the project coordinator for
Bulgaria. ARROW is a system for information management regarding the author’s rights on their works, which has been developed to
service libraries and other concerned parties, under programs for digitization: to make references about the rights of authorship,
publishers and status of works which include texts and images - copyrighted – in a modernized and automated way, namely by
completing an online search query in a network database.
Within the ARROW project, the goals, which CIELA set itself and accomplished, were:
• to build and develop a National Register of published books in Bulgaria;
• to coordinate the transfer of the catalogue of the National Library to the European virtual library;
• to create a collective copyright management organization (REPRO.BG),
• to organize national conferences and seminars to promote the project with the participation of ABB.
• the system uses a network of interoperable databases through the use of standards.
The project was completed successfully at the end of 2013.

• CIELA Norma AD is committed to all major projects of the Bulgarian e-government, including the Integraion system for e-Government,
the website of the National Commercial Register, the digital input of the National Commercial Register, website and database
with regard to the decisions of the Bulgarian courts, a human resource management System, judges system and others.
• In 2005, CIELA took part in a pilot project to create the first electronic Property Register of three municipalities in Bulgaria;
• In 2006 - 2007, CIELA established the National Educational Portal under the auspices of the Ministry of Education and Science;
• In 2007, CIELA developed Integration System for Electronic Government as part of the creation of e-government in Bulgaria, under the
leadership of the Ministry of State Administration and Administrative Reform;

During the period 2008 – 2010, CIELA performed scanning, indexing and entry of corporate lawsuits in the Commercial Register of the
Republic of Bulgaria;

• In 2010, CIELA developed the first in the country System for electronic on-line census of population and housing in the Republic
of Bulgaria;

• In 2012, CIELA maintained the central web-based interface for publishing of court decisions of the Supreme Judicial Council.
Contract value: 12 000 BGN, incl. VAT.
• Also in 2012, CIELA contributed to the development of administrative services in electronic way through analysis of the legislation,
proposals for changes to facilitate the practical implementation of electronic services, recommendations for changes in the legislation on e-
government and a developed set of draft regulations amending legislation related to e-government, and motives to them.

• In 2015, again for the purpose of the e-government of the Republic of Bulgaria, CIELA developed the first ever software system for
Validation and Service of electronic documents which provide services of public administration for citizens and businesses to be requested,
paid and received electronically.

16. Quality Management Systems
Since 2001, CIELA has introduced the ISO 9001: 2008 Quality Management system, and in 2013, the international standard ISO/IEC 27001: 2005:
