2. BRIEF HISTORY
The company Norma Ltd. was one of the first software companies in
Bulgaria. It was established in 1985, specializing in software provision
and creating the first law-information system with Bulgarian legislation
in the country.
Ciela Ltd. was established in January 1991 as a business consulting
company and a publishing house for publications in the field of law.
In 2010, Norma found a partner in Ciela and thus Ciela Norma AD was
created.

3. BRIEF HISTORY
Throughout the years, Ciela Norma AD has developed more than 100
information products and around 1 000 independent software
projects, has maintained current and archive normative documents of
Bulgarian legislation, administrative procedures, European legislation,
translations of the legislative framework in English and Russian
languages, as well as products specializing in different areas -
accountancy, taxes, insurance, construction, customs and currency
regulations, the energy sector, education, etc.

4. BRIEF HISTORY
During 2006-7, the company created the “National Educational
Gateway” following a procurement order by the Ministry of Education
and Science.
In 2007, the company successfully fulfilled its obligations to the project
“Developing and Operation of the Pilot Integrative system of
Electronic District”. This project is a part of the process of creating the
electronic government in the Republic of Bulgaria.
Ciela Norma AD is engaged with all big projects related to the
development of the Bulgarian electronic government.

5. BRIEF HISTORY
In 2008 was developed the “Voice Recognition of Bulgarian
Language” system, in coordination with scientists from the Bulgarian
Academy of Sciences.
Currently, Ciela Norma AD offers 18 software and information
products.

6. Ciela Regulations is a legal reference information system which
provides access to current Bulgarian legislation, judicial and institutional
practice.
It is most commonly used by lawyers, managerial staff, employees in
state and municipal administrations, as well as by any other users,
whose profession requires knowledge of and work with legislative
documents. Up-to-date legislation is included.

7. Ciela Law software, translated into two languages, contains the largest
number of translated acts and their old versions from 2002 onwards.
It includes more than 1400 Bulgarian legislative acts translated into
English, grouped by type (the Constitution, codes, laws, regulations,
ordinances, tariffs), international legal acts and documents (in English
and Bulgarian), repealed acts and previous editions of the legislation
acts in force, Constitutional Court decisions, legal procedures, etc.

8. Ciela Procedures contains the most comprehensive set of procedures
and administrative services, provided by the central and local
government. The product includes also judicial procedures in civil and
criminal proceedings, civil and commercial transactions, notary
proceedings, instructions for labor and service contracts.
Significant advantage is the availability of over 16 000 forms ready to
be filled in, as well as the fact that the data in them can be stored with all
its functionality in electronic form.

9. Ciela Info information system includes up-to-date information on
registered trade companies on the territory of the Republic of
Bulgaria.
It contains integrated information from the Commercial register,
United ID Code register, register of the National Revenue Agency for VAT
registration, the National Insurance Institute for insured persons for
every month since 2005, financial indicators for all companies since
their establishment.

10. Ciela Euro contains the current European legislation in force, translated
into Bulgarian, in its correlation to the Bulgarian legislation Reference and
Legal Systems with the texts in English and the official translations from
Brussels in Bulgarian.
Complete bilingual information system containing primary law – the
treaties of the European Communities and the European Union, treaties of
Accession of new Member States, treaties amending the treaties - as well
secondary law: regulations, directives, decisions, recommendations,
opinions, guidance - and other acts of EU institutions.

11. Ciela Practice is a legal information system which includes the entire judicial
practice of the courts in Bulgaria. It contents the practice of the Constitutional
Court, interpretative decisions and rulings of the Supreme courts, judicial
practice of the Supreme Court of Cassation with separate structures with the
decisions on unification of practice. Also practice of the Supreme Court of
Cassation, allowing cassation appeal, decisions on cases of exceptional
importance and interest, judicial practice of the Supreme Administrative Court
and the administrative courts, judicial practice of regional, district and appellate
courts, judicial practice of the Specialized Criminal Court and the Appellate
Specialized Criminal Court.

12. Ciela GDPR Package includes the GDPR Guide and Data Protection
product, as well as the GDPR Assistant desktop application. It is also
available as a standalone product.
GDPR Guide and Data Protection software is being updated with each
new editions of the State Gazette.
The GDPR Assistant consists of a structure with 4 registers in according
to the General Data Protection Regulation, as well as a structure "My
Documents".

13. PRODUCTS
Ciela Healthcare is a legal information system which contains
legislative framework (the Constitution of the Republic of Bulgaria,
codes, decrees, regulations, ordinances, medical standards, procedures,
instructions, framework agreements, tariffs) and international legal
instruments (treaties, agreements conventions).
The product includes also various EU legislative acts: regulations,
directives, decisions, recommendations, etc.

14. Ciela Construction contains data about the legal and technical
regulations in the field of construction and construction control in
Bulgaria. Legal information and documents concerning the regulation in
the field of design, civil works and land-use planning
It consists of legislative framework, standards and rules for
construction design, documents of government agencies,
municipalities and professional organizations, procedures, forms,
contract templates, articles and reviews, European directives, projects,
translated acts, extensive archive.

15. Ciela Accountancy is a leading information product intended for
accountants, financiers, tax consultants, social security consultants,
economists, government officials, managers and other professionals
interested in accounting. Contains all the necessary regulations in the field
of accounting, taxation, labour law and social security, National financial
reporting standards for SMEs, International accounting standards and
International financial reporting standards – consolidated versions.
Ciela EuroAccountant is an expert application to the product Ciela
Accountancy which includes European accounting regulations.

16. Ciela Energetics & Enviroment is a specialized information product for
people employed in the energy and environmental protection
sectors. It includes updated legal acts, institutional practice - advice,
guidance and interpretations of institutions, important reference and
statistical information.
The software includes also selected case law and acts of the European
Union, international acts and national legislation (codes, laws,
ordinances, rules, regulations, instructions, procedures, tariffs).

17. Ciela Education is a specialized information system that supports the
daily work of principals, assistant-principals, secretaries and other
administrative personnel engaged in the education system. The product
contains the entire Bulgarian legislation related to education,
procedures and document forms, a large number of directors' orders,
introduced after 2017 which are arranged thematically, instructions
given by the Ministry of Education and Science and the Regional
departments of education, current job descriptions, labour and legal
documents.
