China has developed a long-term technology innovation plan to become a leader in science and technology by 2050 through attracting expertise from Germany, investing in Africa, and dominating the software industry. As part of this strategy, China acquired foreign investors through a central planning committee, moved research and development results from government to private enterprises, and set up research subsidiaries in Germany. China also intends to take advantage of Africa's natural resources by building infrastructure like the new African Union headquarters in Ethiopia and acquiring Nigerian oil pipeline leases from Shell.
