BASIC PHILOSOPHY There is no success until the needs of our citizens have been met. Serve the citizens during daylight, resupply after dark. The anticipated response time in the logistical system is 25% delivery on day one, 50% for day two and 100% by day three. PODS will serve as the distribution point during a disaster. Counties plan and run PODs to include staffing and equipping.  POD locations should be on record with GEMA Logistics. GEMA will ship direct from vendor where possible. GEMA delivers to the desired location specified by the county.
THINK TRUCKLOADS A 53’ foot trailer of water or ice will supply 5,000 people per day. A 53’ foot trailer of meals will supply 5,000 people for two days. FEMA trailers are leased by the month.  Use them as an asset to support your plan.  No reason to immediately offload. Refrigerated trailers have to be unloaded immediately. Pallet of Ice melt factor @ 90 degrees = 2 days.
Georgia Forestry Commission Develop and maintain the LSA SOG. Operate the LSA Branch as a United Command with GPSTC and GaDOD.  Form core staff of LSA. Coordinate the acquisition of equipment rental/leases and services. Conduct IRR and RSOI operations. Provide personnel and trucks (tractors) to tow federal and state cargo trailers. Transport IRR from the LSA to county PODs.
Georgia Public Safety Training Center Provide the GPSTC campus and facilities for LSA operations. Operate the LSA Branch as part of the Unified Command. Prepare and maintain a temporary sign cache to facilitate LSA operations
Georgia Department of Defense Operate the LSA Branch as a Unified Command with GPSTC and GFC. Plan for the integration of military personnel and equipment in support of the LSA forward to the county PODs Assist counties with commodity distribution if necessary. Be prepared to assist counties with POD operations.
Technical College System of Georgia Provide personnel and vehicles (tractor-trailer rigs). Manage all state truck drivers supporting the LSA operation. Transport IRR from LSA to county PODs. Assist counties with commodity distribution if necessary.
Georgia Department of Transportation Coordinate and assemble a fleet of state owned tractor trailer rigs and state owned tractors (without trailers). Provide illuminated signs on I-75.
Department of Public Safety Provide personnel and equipment for LSA and convoy security. Make weigh station available for truck holding area .
Department of Administrative Services Provide State Purchasing Card. Conduct purchasing and contracting activities in support of the LSA.
Board of Regents   Provide personnel and vehicles (busses) for shuttle service within the LSA area.
Department of Corrections Provide personnel to assist in loading/unloading. Augment GPSTC staff as necessary. Provide pallet repair.
Department of Agriculture Ensure appropriate handling and quality of IRR. Provide and operate a temporary re-fueling point (TRP) for diesel, gasoline and propane.

THE REAL DAY ONE
TRIGGER FOR PRE-DISASTER EMERGENCY DECLARATION National Weather Service has determined the State, or a portion, is threatened by landfall of a major hurricane,  AND ; The Governor has declared a State of Emergency,  AND ; Either: a.  The State, or any jurisdiction thereof, has issued  mandatory  evacuation orders for three or more counties, or any geographical area with a combined population of more than 100,000 residents,  OR : b.  The declaration is necessary to provide direct federal assistance to meet critical emergency protection requirements before landfall, other than pre-positioning, that would overwhelm the capability or capacity of State resources.
LSA ACTIVATION SEQUENCE Within 1 Hour.  Log Chief notifies GFC, GPSTC 7 GaDOD primary ESF leads. Within 3 hours.  GFC, GPSTC & GaDOD notify internal staff and LSA supporting Agencies.  Reports Completion to ESF #7. Within 12 hours.  LSA advance party arrive and establishes phone, fax and E-Team connectivity with the SOC.  Within 24 hours.  Remainder of LSA Branch Headquarters staff report for duty.  Within 36 hours.  Remainder of the LSA Staff and equipment report. Within 48 hours.  LSA is fully prepared to begin IRR and RSOI operations.

State requests are submitted to FEMA on a daily basis. FEMA fills from stockpiles and normally available for distribution the next operational day.
CONFERENCE CALL Used as the State commodities forecasting tool. Call most likely in the early AM. Order for Tomorrow’ Delivery in Truckloads - Delivery location, water, meals, ice, other PODs Opening Tomorrow.  Name/Address & Size PODs Closing Tomorrow.  Name/Address & Size.
POD Operations Suggested Topics Estimated number of people requiring commodities tomorrow. Commodity Levels:  Available, Shortages and other issues. Shipping and Receiving Concerns.  Road conditions and available routes.  Local handling and distribution issues. Burn Rates, report last 24 hours and provide estimate for the next 72 hours.
Logistical Resource Request Suggested Topics Resources reported as enroute but not yet received. Critical resources arriving in the last 24 hours Resources released in the last 24 hours or expected to be released Resources cancelled.
Status of Utilities and Critical Facilities Suggested Topics Power.  Number of homes without power today. Status of Water Treatment facilities and number of customers affected. Local businesses that have or will reopen to relieve logistical support requirements.

DAILY POD REPORT Prepared after the close of POD Operations daily. Used as the historical record for POD Operations.

ESTES OPERATIONAL EXECUTION Management staff on-site at FEMA ISBs (Ft. Gillem or MCSC), Cross-docks and Region IV to rapidly execute FEMA (State) directives. Conducts FEMA cross-dock operations allowing all commodities to flow to a single destination. Allows for greater control of flow of supplies by diminishing log-jams down range. Terminals can also serve as potential staging locations for FEMA/GEMA (Savannah & Albany). In direct contact with all drivers and can make immediate changes to plans when dictated. Tractors have GPS transponders. Will locate trailers to POD locations.
Xtra-Lease Trailers Trailers are leased by FEMA for 30 day periods. All trailers come with GPS transponders mounted to allow visibility and load verification. Common carrier equipment is not tied up, thus no detention charges.

LSA MAJOR EXERCISE OBJECTIVES Establish, man and equip the LSA. Validate the interface/communications between the SOC, ESF #7, LSA and convoy operations necessary to support County POD operations.  What are the critical elements of information and how and when are they communicated? Validate complete (commodities, people and equipment) resource accountability – audit trail. Practice Standardization.  Refine reporting requirements and procedures and establish request protocols. Identify (Using modeling), refine and validate resource requirements estimates.
