During an emergency perspective, spatial data plays an important role for analyzing the current
situation and make the decisions accordingly. While this spatial data facilitates all the emergency
forces during such situations, effective management and assessment of all this geospatial data in
a single place is often a problem. Spatial Data Infrastructure (SDI) is a critical aspect for planning,
discovery and exchange of information for support of disaster management. For addressing such
problems, spatial data clearing houses were established to bring together geo-data suppliers and
geo-data users. With the establishment of national clearinghouses in 83 countries by April 2005,
database and metadata information can be accessible via internet but in terms of management and
use, declining trends were found. Due to insufficient standardization of process and protocols for
data exchange, the variety of issues arises that delay their use for emergency management. In this
paper, the concept for an appropriate spatial data infrastructures clearinghouse which serves as a
generic platform for crisis management event and advises for changes are presented.

Protected Area Conservation Measures and Practices of Community The Case of B...ijtsrd
Biri LAROSA Protected Landscape and Seascape BLPLS is a marine protected area in the Province of Northern Samar and is one of the countrys protected areas facing biological degradation because of human exploitation. Thus, this study assessed conservation programs implementation and community awareness to propose a policy redirection. Using qualitative descriptive research design, data revealed that BLPLS spans 33,492 hectares encapsulating 36 barangays with 18 known implemented conservation programs. The conservation programs investigated in this study covered ecological, economic, social, and cultural functions that aimed to benefit communities. Notably, the programs were well planned, but the problem was generally on the implementation. Some of the conservation programs succeeded because of strong legal basis and proper execution, forged partnership and linkages, prioritization, constant program monitoring and evaluation, and research based decisions, while other programs failed due to lack of commitment, lack of political will, lot of inconsistencies, Filipino negative traits, implementer’s incompetence, lenient monitoring and evaluation, political intrusion, lack coordination, and people’s passive and inadequate knowledge. Therefore, it is certain that successful conservation programs are advantageous to the integrity of the protected area, while failure poses a risk of increased vulnerability to degradation. Ergo, all successful programs must redound for the benefit of both BLPLS and the community people as it champions BLPLS’s ecological integrity. Thus, there researchers highly recommended that various agencies connected with the protected area may imposed a stringent and harmonized implementation of conservation policies, institutional reform, strengthen the capacity of the implementers, community empowerment, creation of reward system, context based environmental education, institutionalization of program impact, and evaluation studies, and data based decision making for program development and plan of BLPLS. The objective of this paper is to describe the methods used to develop geographic information systems (GIS) dashboard tool and explain how it can assist nonprofit hospitals to identify priority neighborhoods. Multiple data sources from the 500 Cities Project databases were analyzed, and two online dashboards were created. The first dashboard is a hospital-specific composite dashboard, and the second is a comparison dashboard of health outcomes identified by both the hospital and the county’s community health needs assessment focused on neighborhood-level disparities. Hospital-specific health outcomes were Stroke, Diabetes, and Coronary Heart Disease. County-specific health outcomes were Obesity, Dental, and Mental Health. All of the six health outcomes were standardized, rescaled, and weighted within the final composite score. Tableau was used for developing the dashboards and geographically mapping the analyzed data. The maps were developed specifically for a large hospital in Florida; however, this methodology can be utilized by other hospitals across the US. City-specific data is essential to ensure the accuracy of community health needs. The development of an interactive, comprehensive map using Tableau is a useful tool for visualizing target neighborhoods for community health outreach. The integration of community needs assessment findings into the development of composite scores allows hospitals in the US to use this tool to inform community health outreach strategy adequately.

Immunizing Image Classifiers Against Localized Adversary Attacksgerogepatton
This paper addresses the vulnerability of deep learning models, particularly convolutional neural networks
(CNN)s, to adversarial attacks and presents a proactive training technique designed to counter them. We
introduce a novel volumization algorithm, which transforms 2D images into 3D volumetric representations.
When combined with 3D convolution and deep curriculum learning optimization (CLO), itsignificantly improves
the immunity of models against localized universal attacks by up to 40%. We evaluate our proposed approach
using contemporary CNN architectures and the modified Canadian Institute for Advanced Research (CIFAR-10
and CIFAR-100) and ImageNet Large Scale Visual Recognition Challenge (ILSVRC12) datasets, showcasing
accuracy improvements over previous techniques. The results indicate that the combination of the volumetric
input and curriculum learning holds significant promise for mitigating adversarial attacks without necessitating
adversary training.

Sendai Framework was adopted at the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan, on March 18, 2015. Four priorities and seven targets of disaster risk reduction.
Sphere Standards: The Sphere Standards were created by a Red Cross and Red Crescent movement in collaboration with volunteers of NGOs. It also claims that the philosophy of Sphere resides on two main beliefs:• Every people who are affected by disaster have right to life and assistance with self-respect.• Necessary precautions and steps ought to be taken to lessen human suffering due to disaster.
Associations: finds items in your data that frequently occur together in the same transactions.
Classification: with the Classification algorithms, you can create, validate, or test classification models. For example, you can analyze why a certain classification was made, or you can predict a classification for new data.
Clustering: searches the input data for characteristics that frequently occur in common. It groups the input data into clusters. The members of each cluster have similar properties.
Sequence rules: The Sequence Rules mining function finds typical sequences of events in your data.
Response Plan: the figures of injured, casualties and missing ones. Similarly, the number of internally displaced people (IDP) can be determined to calculate the required count and apposite location of evacuation camps and shelter. Besides, it will be very easy to supply food, medicine and relief materials also
