Introduction
Climate change is a global concern
Current NDCs are expected to fall short of meeting the global long-term
temperature goal set by the Paris Agreement.
The 1st GST noted that much more action is needed now, on all fronts and by
all actors, if the long-term goals of the Paris Agreement are to be met.
According to the Paris Agreement in its Article 4.19, “all Parties should
strive to formulate and communicate long-term low-greenhouse gas
emissions development strategies” (LT-LEDS) to the UNFCCC.

Alignment of NDCs and LT-LEDS
To align next NDCs with the 1.5oC temperature goal and with LT-LEDS, countries
need to consider the following:
✓ Contextualize the Paris agreement climate goal and GST1 outcomes –
assess gaps and opportunities for improvement.
✓ Identify key emitting sectors and design NDCs to address emissions per
sector, while including both mitigation and adaptation actions
✓ Assess climate scenarios as part of country’s long-term strategies
✓ Set ambitious targets considering GST1 and country context
✓ Stakeholder engagement for all-inclusiveness.
✓ Financial and capacity development needs
✓ Establish robust MRVs to ensure implementation and enhance
transparency.

Rwanda’s long-term vision on climate change
Rwanda adopted the Green Growth and Climate Resilience Strategy
(2023 – revising the 2011 strategy), to ensure Rwanda becomes a
developed, low carbon and climate resilient by 2050.
This long-term goal is a shared vision in the country’s Vision 2050.
The goal is expected to be achieved trough 4 thematic programme
areas
✓ Green Industrialization and Trade
✓ Green Urban Transition and Integration
✓ Sustainable Land Use and Natural Resource Management
✓ Vibrant Resilient Green Rural Livelihoods

Rwanda’s NDC

Rwanda’s revised NDC set more ambitious targets for the period to
2030.
✓ a 38% reduction of greenhouse gas emissions (energy, IPPU, waste
management, transport, agriculture nature-based conservation initiatives).
✓ enhancing resilience to climate change effects through adaptation
measures in priority sectors namely water, agriculture, land, forestry,
human settlement, transport, health, and mining.
Funding requirements are estimated at $11 billion through 2030:
✓ For mitigation interventions: $5.7 billion.
✓ For adaptation interventions: $5.3 billion.
