All Enginemen are required to take their current rating exam for their next advancement exam according to a NAVADMIN. The Engineman community is currently overmanned at 153% while the Machinist's Mate community is undermanned. So the fleet has an incentive to get as many highly qualified candidates into those billets as possible.

Emergency Checks to Students Awaiting Education Benefits
Department of Veterans Affairs (VA) has authorized checks for up to $3,000 to be given to students who
have applied for educational benefits (that includes Post 9-11 GI Bill) and who have not yet received their
government payment. The checks will be distributed to eligible students at VA regional benefits offices
across the country starting Oct. 2, 2009. Students can go to one of VA’s 57 regional benefit offices with a
photo ID and a course schedule to request advance payment of their education benefits. Because not all
these offices are located near students, VA expects to send representatives to schools with large Veteran-
student bodies and work with Veteran Service Organizations to help students with transportation needs. A
list of those VA regional offices is available at www.vba.va.gov/VBA/benefits/offices.asp

3. PTS with Selective Reserve Option
•Effective 1 October 2009, The PTS application system will give Sailors the option to obtain quotas for
affiliation/enlistment in the Selected Reserves(SELRES). This allows Active duty Sailors and FTS Sailors to apply
for both Active Duty/FTS quota and SELRES quota in the same application. SELRES Zones differ from Active
Duty zones and are based on Pay Entry Base Date (PEBD)(PTS will determine the applicable zone) AS
INDICATED:
• A. ZONE A (0-8 YEARS)
• B. ZONE B (8-14 YEARS)
•Sailors that are 12 month from the end of their complete contract (EAOS and SEAOS match) can apply
until they are 3 months from their end of obligated service. Those Sailors who currently have a final Active
Duty/FTS quota can still apply for a SELRES quota. Those Sailors who are within 3 month of seperating are not
authorized to submit SELRES applications.
Expansion Of The Homeowners Assistance Program
•Service member homeowners who received permanent change of station (PCS) orders dated on or after
February 1, 2006 through December 31, 2009, for a PCS with a report-no-later-than date on or before
February 28, 2010. The new duty station must be outside a 50-mile radius of the former duty station. These
PCS order eligibility dates may be extended to September 30, 2012, based on future availability of funds.

Important Post-911 GI Bill Deadline
In order to transfer your Pos 9-11 GI Bill to your dependents, all short term extension for the following
reasons REQUESTS must be received before 1 January 2010.
1. Enlisted with less than 12 months to their EAOS will reenlist per standard procedures.
2. Non-SRB/ESRP eligible service members with greater than 12 months and less than 24 months to
their EAOS are granted an exception to the reenlistment policy.
3. SRB/ESRP-eligible service members with greater than 12 months and less than 24 months to their
EAOS/EOS and who have already reenlisted once for a bonus in their current zone

Career Burnout & the Benefits of Deployment, Travel & Port Visits
90-days is a long time for some but to most it’s an enjoyable time. Here are 4 items I have learned from
the last 4 port visit related to Career & Benefits:
• Use your benefits & save Money: When asked a Sailor, did you enjoy Bahrain? The usual
answer would be, I have been there and it’s boring. Sign up for tours and explore the country.
Not only you save money from subsidize rate of MWR but you don’t walk around and end up
buying “stuff” because you are bored or you did not do anything on days but sleep and more
energized at night going to clubs (something I regretted doing during my younger years). Did
you know that an “unguided” all-day tour bus of New York City cost around $75 (you only pay
an average $35 for a full guided tour on different country courtesy of the Navy)
• Your attitude and manners 24 hours / day matters. This is the new and more competitive
Navy and your posture on and off duty could affect your career in the long run. Develop a good
habit and know every culture of the country you are visiting.
• Appreciate the Respect & Honor you get: As you email your friends and they find out that
you are out and about defending our country in harms way – you gain more admiration and
their high opinion of you increases as you continue to deploy.
• Spend quality time. Those times in port should not be wasted: call your family, send
package and tell them how much part they have in this campaign. Spending quality time at
work is also important by efficiently using your break by means of programs like MWR, ESWS /
EAWS, NCPACE, Navy Reading, United through Reading, collateral duties and others means

Execution: The Discipline Of
Getting Things Done
by Larry Bossidy & Ram Charan
1. “Execution is the greatest unaddressed issue in the business world today… the single biggest
obstacle to success…. a specific set of behaviors and techniques… the critical discipline for
success now. The primary differentiator between companies…”
2. Building Block One: The leader’s seven essential behaviors. Execution is a systematic discipline of
exposing reality and acting on it. Supported by:
1. Know your people and your business, where knowing is part active involvement/personal
connection and part distilling the challenges facing the business or business units into six or
few fundamental issues.
2. Insist on realism; realism is the heart of execution, about doing what works and stopping
what isn’t, about people changing or not, about further investing or moving on.
3. Set clear goals and priorities; focus on a very few clear priorities that everyone can grasp,
just three or four that will produce the best results from the resources at hand.
4. Follow through; don’t set goals if you don’t plan to (check on) follow through
5. Reward the doers; measure results and then reward and promote the people who
generate them
6. Expand people’s capabilities through coaching; coaching, the difference between giving
orders and teaching people how to get things done, is the single most important part of
expanding other’s capabilities.
7. Know yourself; practice authenticity, awareness, self mastery and humility.
3. Building Block Two: Creating the Framework for Cultural Change (e.g. linking to business
outcomes).
• Cultural change gets real when your aim is execution
You need to change people’s behavior so that they produce results
• First you tell people what results you are looking for, then discuss how to get those results
• Reward people for getting those results, or provide additional coaching when they don’t
4. What your culture should look like. Culture (which will be a change for most organizations)
needs to be grounded in execution and results… a culture as represented in actions,
communications, meetings, emails, reports, etc. that are based in the “execution” behaviors
defined above. The change process involved in translating thoughts and dialogue into
action and closure is behaviorally based, “We don’t think ourselves into acting, we act
ourselves into a new way of thinking.”
5. Execution, as the job of the leader, is exercising (not delegating) the development of
people/leaders, forging a strategic direction and conducting operations. Execution requires
active management of:
• People – the right people, directly linked to strategy in a performance/results based
culture, and developing the leadership skills to sustain the organization
• Strategy - a customer/market accurate actionable plan (6 or fewer building blocks) for
allocating resources and defining HOW to achieve the business objectives. It relies upon a
process of rigor and tenacious probing, testing of ideas and business realities and investment
in picking and developing a plan and the people who can execute it.
• Operations processes – breaking long term objectives into short-term, measurable,
reviewed plan with short term targets, action steps and tasks.
6. People – no leader should delegate having the right people in place, and the courage to
confront results promptly and take decisive action with non-performers, versus comfort
based decisions. “The people process is more important than either the strategy or
operations process… its evaluating people accurately and in-depth, then identifying and
developing talent… or filling the leadership pipeline
