111 respondents completed a survey regarding their perceptions of institutional safety plans and active shooter protocols. Many respondents were unaware of or unfamiliar with their institution's overall safety plan and active shooter protocol. Comments indicated that while some schools had security personnel or received emergency alerts, many respondents felt their institutions lacked clear, uniform protocols for responding to safety incidents.

In this talk for Cybersecurity Days at Ohio State University, I first discuss the urgent need for new solutions in the human side of cybersecurity, shown by the doubled increase in social attacks from 2013 to 2018 in the most recent Verizon data breach investigations report. I draw an analogy between health/wellness and cybersecurity, using the example of messaging around flu shots this time of year to point out individual and social factors that experts can leverage for awareness and behavior change. I then discuss our research at Carnegie Mellon to develop the SA-6 psychometric scale to measure security attitude and give examples of how to use it. I finish by outlining our research into cybersecurity in the workplace, in romantic relationships, and in the context of general social influence using consumer tools and apps. 1. Provide an example of a law enforcement agency in the United States that has implemented effective operational security (OPSEC) procedures since 9/11?
An example of a law enforcement agency that has increased its OPSEC since the 9/11 attacks is the department of homeland security. The department of homeland security has increased there OPSEC because of 9/11 and are trying to prevent another terrorist attack from Happening in the United States. However, every law enforcement agency around the United States now has a newly minted OPSEC policy. I know that in the United States Army we had classes on OPSEC more times, than I can count. There was one time when an individual posted a mission time and destination on social media and we had to change our whole mission and discipline that particular soldier for their actions. This could have gotten us injured or killed. OPSEC is vitally important to law enforcement because when we go to take out an intended target it is important they do not know that we are coming.
2. What were the OPSEC procedures?
OPSEC has its very own unique feature. A five-step process controls this. The first one that the department of homeland security uses is apply countermeasure. This is when they obtain all the assorted information and will apply the OPSEC measures to tackle the incident at hand. The next step is that we have to analyze the vulnerabilities. This is when the OPSEC will find all the holes and will find a way to close all the loops in there vulnerabilities to ensure the OPSEC cannot be broken again or have the enemy find its way in. The next step is identify critical information. This is OPSEC step when we take our time to analyze the information at hand. This will give OPSEC the chance to analyze all the Intel and information that is in front of them. This will give OPSEC its title and what information we are trying to protect. The fourth step is assess the risk. This is where OPSEC will take the information and assess our risk of what is going on. This will give us what risk countermeasure we need to take on the situation. The last step is to analyze the threat. This is where OPSEC will come into play and give us the information and tools on how to analyze and deal with the threat at hand. OPSEC has many steps and all need to be followed In order to be sure that our information and security remains where it should be at all times.
3. Describe what problems you envision the lack of an effective OPSEC program could hold for a local, county, state, tribal, or federal law enforcement agency.
In any program, a lack of OPSEC there will be unseen consequences for all parties involved. A Taxonomy of Cyber Awareness Questions
for the User-Centered Design
of Cyber Situation Awareness*

Abstract. This paper offers insights to how cyber security analysts establish
and maintain situation awareness of a large computer network. Through a series
of interviews, observations, and a card sorting activity, we examined the ques-
tions analysts asked themselves during a network event. We present the results
of our work as a taxonomy of cyber awareness questions that represents a
mental model of situation awareness in cyber security analysts.

1 Introduction
This paper presents a taxonomy of cyber awareness questions derived from a series of
user-centered research activities that can be used to inform the design and
development of cyber situation awareness technology. One of the most important
responsibilities of a cyber security analyst is to watch over and protect his network
from harm. Maintaining situation awareness of the wide variety of events that occur
and massive amounts of data generated is one of many analytic challenges. Situation
awareness technology aims to reduce the data overload burden placed on the analyst.
Good situation awareness technology requires good design, and good design requires
a good understanding of the user and a focus on the user during the design process.
In the case of a cyber security analyst, the practice of good user-centered design is
focused on his security-related work processes on a large computer network. One way
of understanding how a cyber security analyst accomplishes situation awareness on a
large computer network is to study the questions he may ask himself during the course
of a network event. Studying the relationships between these questions will lead to a
better understanding of the analysts’ mental model of cyber situation awareness. A
mental model of cyber situation awareness is a valuable tool in the user-centered
design of cyber-related technology and to researchers who cannot always study cyber
security analysts in the field.

California health care has increased the use of health records therefore, the providers has worked diligently in order to eradicate breaches in patient health information. According to Voeller (2014, p.67), the cyber security risks are increasing as the role of technology in the delivery of health care activities. The organization find itself mitigating a variety of emerging cyber-attacks to a broad range of operational technology systems. California health care works with it is team of information management system in order to develop a stable cyber security defense.
Due to the risks of cyber-attacks, California health care has developed a health care cyber security document viewed at a glance. This is resourceful to the firm since it urgently addresses the cyber security. Therefore, the firm is working with information management team to identify health net security need for strong cyber security defense and proper analysis of comprehensive hazard vulnerability. The stake holders are regional Associations that develops cyber security at-a-glance document. These stakeholders, uses electronic health record to mitigate various cyber-attacks as it is noticed that, risk posed to organizations and individuals by other entities with bad objectives, increases.
State selection and resources
The state selected for the project is the health Net office in California. In California, there is a Cyber California which is actively growing as a coalition of academic institutions, state agencies and businesses who understands the need of addressing the concern of cyber security as well as the opportunities associated with technologies for the next generation. This cyber California was formed in 2015 with conjunction with the innovation Network to develop numerous cyber security partnerships that include pending chain supply grant application, youth innovation challenge and summit of industry in governor office (Sculler, 2016).
IT Audit and Compliance, is one of the helpful resource to use in analyzing the cyber security legislative impact. This ensures that, there is compliance, audit and regulatory maintenance plans that successfully maintain a persistent assessment approach. Use of IT risks assessment and management. It entails a proactive cyber security strategy, managing risk and real-time approach to assessing to defend against current’s cyber-attacks. Finally, the use of IT Policies and Governance that entails laws, rules, guidelines, regulations and procedures which outlines the structure processes and authority needed to do the cyber security mission. Therefore, it is governance, serves as the base of entire proactive cyber security program. The use of this resource as cyber security legislative impact in Califo.

Investigative Principals
Investigators must be experienced, trained, and independent as possible. Relevant documentation must be reviewed and secured, relevant issues must be pursued and identified, and relevant witnesses must be thoroughly interviewed and identified. Sufficiently resourced is how the investigations must be. Relevant digital and physical evidence must be collected, preserved, identified and examined as necessary. “The analysis of all the material gathered during the investigation must be objective and based solely on the facts” (Esteves, 2014). Confidentiality, anonymity, women and children safety and welfare, professional care and competence, planning and review, and planning or reviewing are other investigative principles that a new hire must obtain.

Criminal Investigations
Locard’s exchange principal is the key principle to underlying crime scene investigation. It states that something physical is added to and removed from the scene, whenever someone enters enter and exits the room. “This principle is generally summed up by stating, Every contact leaves a trace. The logic behind this principle allows investigators to link suspects to victims, to physical objects, and to scenes. Any evidence that can link a person to the scene is referred to as associative evidence” (Crime Scene investigations, 2013). Associative evidence, reconstructive evidence, and control substances are all aspects of criminal investigations. Associate evidence answers the question, who did this?, by collecting items like fingerprints, weapons, hair, and blood. Reconstructive evidence answers the question, how did it happen?, by collecting evidence from like bullet paths, show prints, and broken windows. Control substances help establish the linkage of people and things to a scene by collecting trace evidence, which are items like glass fragments, fibers, or soil.

Administrative Investigations
Administrative investigations are non criminal investigations related to misconduct or actions of an employee. A criminal investigation deals with an allegation of criminal misconduct and/or violation of federal, state or local criminal codes. When a person or employee is held liable for an action they commit , they are under administrative investigation . A perfect example would be a police department.

Introduction
This paper intends to investigate the measures of enhancing security in learning institutions. In the previous decades, most universities and colleges have appeared much unique environmental position in terms of security provisions. The security provisions are mainly based significant features which are mainly changing. The university hence can be held accountable for individual functions it is committed as an autonomous body concerning the rules and regulation. Public learning institutions have a supreme equivalence of any other government parastatals that has a duty to protect its clients and employees
Thesis Statement
This paper seeks to discuss the current statistics which indicates clearly that there is upsurging of numerous crimes which happen in colleges and universities on a continuous basis. It has been discovered that, in the year 2001, there were 11,659 robberies reported from the universities and colleges. Additionally, there have also been 610 murders. Similarly, more than 10,000 compulsory sexual assaults were also described in the college campuses over this same period.
Hypothesis
Security enhancement leads to a reduction in crimes in Learning Institutions.
The universities and schools in this country are prone to the violence. If the plight of violence in this country is not sufficiently addressed, it will lead to a rise in a number of the casualties and victims of murder in the learning institutions (Prenzler, 2012). This is considered to be evident of the challenges that take place in Virginia Tech. Even after the perilous and hazardous occurrence, the country ends up going to normal business, this must not be the case.
The federal government and other stakeholders have made the decision to take a stand and commit itself on just what it takes to ensure there is safety in the learning institutions.
The first step is to file the bill of installing security measures in learning institutions. Last year the report indicated that over 450 bills were filed but they have never been debated. Based on that, it should be noted that the university and school management do not have an obligation to be blamed with the government on certain aspects of safety and security measures.
The second step is to involve all learning institutions stakeholders in the decision making. This requires all teachers, the college management, the parents, board of governors and local communities to come up with diverse and practical strategies to put in place so as to save the students.
The third and final step is implementation. Since it has been noted that safe environment is basic to the success of the institution, and it is part and parcel of the school management. The management must execute all strategies discussed including all the bills regarding security. The much-required quality education hence ought to be stressed in all possible situations with the same enthusiasm that is bestowed .

Proactive Patrolling through the Use of Patrol Scripts

atrol has been, is, and will continue to be the backbone of college and local policing. Response to
emergency and nonemergency calls to patrol officers for service is a primary component of policing or,
more specifically, reactive policing. Most law enforcement commanders would say they try to eliminate the need
for their patrol officers to be reactive through the institution of various proactive patrol initiatives. It’s a valid
concept in theory and in proven practice: prevent the crimes before they happen so reactive, after-the-fact
response becomes unnecessary. The result is fewer persons victimized, less financial and personal loss, less
overall crime, and more police recognition and appreciation. Everyone wins.
Though many college and local law enforcement agencies are often busy with reactive call response, most
agencies would cite that, at any given time, there is at least one officer available and not assigned to any call.
The question then becomes how to best utilize these limited available patrol resources to proactively prevent
future reactive responses.
Random patrol has long been an accepted allocation of these available patrol resources. The University of
Miami in Coral Gables, Florida, sought a better and more effective methodology for preventing crime that is
focused and targeted at the times and locations where crimes are likely to occur.
Crime is often cited as unpredictable. To some extent, it is, but to some extent, it is not. It is basically impossible
to know exactly when and where a specific crime is going to occur without good intelligence. It is, however,
possible to identify general locations and corresponding times when crimes may be more likely to occur. Some
law enforcement agencies have recognized this through crime analysis and crime mapping techniques. At
certain times, in certain areas, and under certain conditions, crime will occur at an above-average rate; often,
such situational convergences are referred to as “hot spots.” Some agencies use this information to direct
available patrol resources to hot spots during the times of high crime incidence. Specific planned events also
recognized the need for additional attention from current patrolling officers, as more people means more
potential for crimes. Often, crime analysis data and event scheduling data lead to the issuance of general be-on-
the-lookout (BOLO) notices and watch orders for regular on-duty officers. These are effective guidance tools. At

A Taxonomy of Cyber Awareness Questions
for the User-Centered Design
of Cyber Situation Awareness*

Abstract. This paper offers insights to how cyber security analysts establish
and maintain situation awareness of a large computer network. Through a series
of interviews, observations, and a card sorting activity, we examined the ques-
tions analysts asked themselves during a network event. We present the results
of our work as a taxonomy of cyber awareness questions that represents a
mental model of situation awareness in cyber security analysts.

1 Introduction
This paper presents a taxonomy of cyber awareness questions derived from a series of
user-centered research activities that can be used to inform the design and
development of cyber situation awareness technology. One of the most important
responsibilities of a cyber security analyst is to watch over and protect his network
from harm. Maintaining situation awareness of the wide variety of events that occur
and massive amounts of data generated is one of many analytic challenges. Situation
awareness technology aims to reduce the data overload burden placed on the analyst.
Good situation awareness technology requires good design, and good design requires
a good understanding of the user and a focus on the user during the design process.
In the case of a cyber security analyst, the practice of good user-centered design is
focused on his security-related work processes on a large computer network. One way
of understanding how a cyber security analyst accomplishes situation awareness on a
large computer network is to study the questions he may ask himself during the course
of a network event. Studying the relationships between these questions will lead to a
better understanding of the analysts’ mental model of cyber situation awareness. A
mental model of cyber situation awareness is a valuable tool in the user-centered
design of cyber-related technology and to researchers who cannot always study cyber
security analysts in the field.

California health care has increased the use of health records therefore, the providers has worked diligently in order to eradicate breaches in patient health information. According to Voeller (2014, p.67), the cyber security risks are increasing as the role of technology in the delivery of health care activities. The organization find itself mitigating a variety of emerging cyber-attacks to a broad range of operational technology systems. California health care works with it is team of information management system in order to develop a stable cyber security defense.
Due to the risks of cyber-attacks, California health care has developed a health care cyber security document viewed at a glance. This is resourceful to the firm since it urgently addresses the cyber security. Therefore, the firm is working with information management team to identify health net security need for strong cyber security defense and proper analysis of comprehensive hazard vulnerability. The stake holders are regional Associations that develops cyber security at-a-glance document. These stakeholders, uses electronic health record to mitigate various cyber-attacks as it is noticed that, risk posed to organizations and individuals by other entities with bad objectives, increases.
State selection and resources
The state selected for the project is the health Net office in California. In California, there is a Cyber California which is actively growing as a coalition of academic institutions, state agencies and businesses who understands the need of addressing the concern of cyber security as well as the opportunities associated with technologies for the next generation. This cyber California was formed in 2015 with conjunction with the innovation Network to develop numerous cyber security partnerships that include pending chain supply grant application, youth innovation challenge and summit of industry in governor office (Sculler, 2016).
IT Audit and Compliance, is one of the helpful resource to use in analyzing the cyber security legislative impact. This ensures that, there is compliance, audit and regulatory maintenance plans that successfully maintain a persistent assessment approach. Use of IT risks assessment and management. It entails a proactive cyber security strategy, managing risk and real-time approach to assessing to defend against current’s cyber-attacks. Finally, the use of IT Policies and Governance that entails laws, rules, guidelines, regulations and procedures which outlines the structure processes and authority needed to do the cyber security mission. Therefore, it is governance, serves as the base of entire proactive cyber security program. The use of this resource as cyber security legislative impact in Califo.

Investigative Principals
Investigators must be experienced, trained, and independent as possible. Relevant documentation must be reviewed and secured, relevant issues must be pursued and identified, and relevant witnesses must be thoroughly interviewed and identified. Sufficiently resourced is how the investigations must be. Relevant digital and physical evidence must be collected, preserved, identified and examined as necessary. “The analysis of all the material gathered during the investigation must be objective and based solely on the facts” (Esteves, 2014). Confidentiality, anonymity, women and children safety and welfare, professional care and competence, planning and review, and planning or reviewing are other investigative principles that a new hire must obtain.

Criminal Investigations
Locard’s exchange principal is the key principle to underlying crime scene investigation. It states that something physical is added to and removed from the scene, whenever someone enters enter and exits the room. “This principle is generally summed up by stating, Every contact leaves a trace. The logic behind this principle allows investigators to link suspects to victims, to physical objects, and to scenes. Any evidence that can link a person to the scene is referred to as associative evidence” (Crime Scene investigations, 2013). Associative evidence, reconstructive evidence, and control substances are all aspects of criminal investigations. Associate evidence answers the question, who did this?, by collecting items like fingerprints, weapons, hair, and blood. Reconstructive evidence answers the question, how did it happen?, by collecting evidence from like bullet paths, show prints, and broken windows. Control substances help establish the linkage of people and things to a scene by collecting trace evidence, which are items like glass fragments, fibers, or soil.

Administrative Investigations
Administrative investigations are non criminal investigations related to misconduct or actions of an employee. A criminal investigation deals with an allegation of criminal misconduct and/or violation of federal, state or local criminal codes. When a person or employee is held liable for an action they commit , they are under administrative investigation . A perfect example would be a police department.

Introduction
This paper intends to investigate the measures of enhancing security in learning institutions. In the previous decades, most universities and colleges have appeared much unique environmental position in terms of security provisions. The security provisions are mainly based significant features which are mainly changing. The university hence can be held accountable for individual functions it is committed as an autonomous body concerning the rules and regulation. Public learning institutions have a supreme equivalence of any other government parastatals that has a duty to protect its clients and employees
Thesis Statement
This paper seeks to discuss the current statistics which indicates clearly that there is upsurging of numerous crimes which happen in colleges and universities on a continuous basis. It has been discovered that, in the year 2001, there were 11,659 robberies reported from the universities and colleges. Additionally, there have also been 610 murders. Similarly, more than 10,000 compulsory sexual assaults were also described in the college campuses over this same period.
Hypothesis
Security enhancement leads to a reduction in crimes in Learning Institutions.
The universities and schools in this country are prone to the violence. If the plight of violence in this country is not sufficiently addressed, it will lead to a rise in a number of the casualties and victims of murder in the learning institutions (Prenzler, 2012). This is considered to be evident of the challenges that take place in Virginia Tech. Even after the perilous and hazardous occurrence, the country ends up going to normal business, this must not be the case.
The federal government and other stakeholders have made the decision to take a stand and commit itself on just what it takes to ensure there is safety in the learning institutions.
The first step is to file the bill of installing security measures in learning institutions. Last year the report indicated that over 450 bills were filed but they have never been debated. Based on that, it should be noted that the university and school management do not have an obligation to be blamed with the government on certain aspects of safety and security measures.
The second step is to involve all learning institutions stakeholders in the decision making. This requires all teachers, the college management, the parents, board of governors and local communities to come up with diverse and practical strategies to put in place so as to save the students.
The third and final step is implementation. Since it has been noted that safe environment is basic to the success of the institution, and it is part and parcel of the school management. The management must execute all strategies discussed including all the bills regarding security. The much-required quality education hence ought to be stressed in all possible situations with the same enthusiasm that is bestowed .

Proactive Patrolling through the Use of Patrol Scripts

atrol has been, is, and will continue to be the backbone of college and local policing. Response to
emergency and nonemergency calls to patrol officers for service is a primary component of policing or,
more specifically, reactive policing. Most law enforcement commanders would say they try to eliminate the need
for their patrol officers to be reactive through the institution of various proactive patrol initiatives. It’s a valid
concept in theory and in proven practice: prevent the crimes before they happen so reactive, after-the-fact
response becomes unnecessary. The result is fewer persons victimized, less financial and personal loss, less
overall crime, and more police recognition and appreciation. Everyone wins.
Though many college and local law enforcement agencies are often busy with reactive call response, most
agencies would cite that, at any given time, there is at least one officer available and not assigned to any call.
The question then becomes how to best utilize these limited available patrol resources to proactively prevent
future reactive responses.
Random patrol has long been an accepted allocation of these available patrol resources. The University of
Miami in Coral Gables, Florida, sought a better and more effective methodology for preventing crime that is
focused and targeted at the times and locations where crimes are likely to occur.
Crime is often cited as unpredictable. To some extent, it is, but to some extent, it is not. It is basically impossible
to know exactly when and where a specific crime is going to occur without good intelligence. It is, however,
possible to identify general locations and corresponding times when crimes may be more likely to occur. Some
law enforcement agencies have recognized this through crime analysis and crime mapping techniques. At
certain times, in certain areas, and under certain conditions, crime will occur at an above-average rate; often,
such situational convergences are referred to as “hot spots.” Some agencies use this information to direct
available patrol resources to hot spots during the times of high crime incidence. Specific planned events also
recognized the need for additional attention from current patrolling officers, as more people means more
potential for crimes. Often, crime analysis data and event scheduling data lead to the issuance of general be-on-
the-lookout (BOLO) notices and watch orders for regular on-duty officers. These are effective guidance tools. At

Powered by The following five questions asked specifically about active shooter protocols and drills, which Campus Defense Group believes are becoming increasingly important components of institutional safety plans. For the purposes of this survey, the "active shooter protocol" is part of the institutional safety plan and specifically concerns the steps a school takes (lockdowns, communications, security and police procedures, etc.) once it learns an active shooter may be on campus.
