What is Camp Management?
 It is a vital form of humanitarian assistance. It
coordinates protection and assistance programming by
using a holistic approach to upholding basic human
rights and meeting the needs of the camp population.
 The core aims of Camp Management are: ‘ensuring the
protection of the camp population from abusive or
degrading treatment and upholding their rights,
including to food, shelter, health care and family unity’.
Legal framework of
Camp Management
 Camp management is informed by key instruments of
international law. For further information on rights and
duties in relation to refugees and internally displaced
persons (IDPs) see especially:
 1951 Convention Relating to the Status of Refugees
and the 1967 Protocol.
 The Universal Declaration of Human Rights, 1948.
 The Geneva Conventions of 1949 and the two
protocols of 1977.
 The Guiding Principles on Internal Displacement,
1998.
 International and national migration laws.
What is Camp Management?
What is Camp Management?
 Responsibility by the State.
 When the State is unable to cope it, UNHCR has the
international mandate for the protection of displaced
people (both refugees and IDPs).
 International or national NGOs undertake the role of
camp management in cooperation with UNHCR.
 Camp Management Agency then become crucial for the
well-being of the camp and its residents.
Camp Management Agency
 Activities in one single camp that focus on:
- Coordinating services (NGOs and other providers).
- Establishing governance and community
participation/mobilisation mechanisms.
- Ensuring the maintenance of camp infrastructure.
- Information management (including collecting and
disseminating data appropriately).
- Advocating for, or providing, key services in gap areas.
- Monitoring the service delivery of other providers in
accordance with agreed standards.

 Zaatari Camp is under joint administration of the Syrian
Refugee Affairs Directorate and UNHCR.
 As the lead agency for refugees in Jordan, UNHCR is also
covering Camp Coordination, which includes overall strategic
and inter-camp operational coordination as well as within the
sector working groups.
 UNHCR is the lead on Protection, Health, Shelter and Site
Planning, Security, Community Mobilization, Basic Needs and
Livelihoods.

 Non-Palestinian Refugees in Jordan (UNHCR,2018)

 Palestinian Refugees in Jordan (UNRWA)
➢ 2,206,736 Registered individuals
 715,312 Refugees (93 %)
 1,386 others (0.2 %)

Total services provided is 174, with 64 organizations working with Syrian
refugees, covering 8 main sectors (Basic Needs – Education - Food
Security – Health – Livelihoods – Protection – Shelter – Wash)
Syrian Refugee Camps
in Jordan (UNHCR)
1. Azraq Refugee Camp
• Date of Opening: 30 April 2014
• Size of Camp: 14.7km2
• Azraq is home to 39,923 Syrian refugees
• Nearly 22% are under five years old
• 1,204 Syrian refugees (3%) have disabilities
• 8,952 shelters are currently in use in the camp
• 60% are children, including 240 unaccompanied and separated children
• 1 in 4 households are headed by women
• All inhabited shelters are connected with electricity

Date of Opening: 24 July 2013 - home to 6,534 Syrian refugees

 Zaatari is home to 76,753 refugees
 Nearly 20% are under five years old
 18,338 children are enrolled in 32 schools
 58 community centers offering activities
 30% of refugees are female headed households
 Average 7,395 weekly health consultations
 12,553 refugees with work permits, 15.8% women

 Protection
 Equal access to services
 Assistance for persons with specific needs
 Protecting children from all forms of harm, exploitation, violence
and abuse
 Reducing the risk of SGBV
 UNHCR operates 24/7 emergency hotline for urgent protection cases
 Community Based Protection
 Community-based interventions are oriented for promoting self-
reliance and resilience as well as responding to vulnerability within
the Camp’s population.
 Safe and public community centers where refugees can meet for
social events, recreation, education and livelihood programs,
information exchange. They are established for empowering refugees.

Basic Needs
Regular distributions based on identified needs.
Assistance form is cash, core relief items (CRIs) such as blankets,
plastic sheets, and buckets, etc.
Health
Comprehensive primary, secondary and tertiary free health care
services.
24/7 reproductive health care and GBV services in four clinics.
Food Assistance
JOD 23 (USD 32) per person/month for refugees to cover food
needs
Four healthy kitchens provide meals to refugee children in all
schools
Employing refugee women under the IBV program
Zaatari Refugee Camp

Education
18,338 children (49% girls - 51% boys) enrolled in schools
over 5,300 children benefit from Makani centers services
4,694 youth have access to skills training opportunities
770 students with disabilities are being supported
110 refugees from the camp earned the DAFI scholarships
Water and Sanitation
 3 internal water wells with a combined daily capacity of
3,800m3
Wastewater treatment plant with a capacity of 3,600m3/d
Piped water supply distribution system has been constructed,
together with a piped sewage network.

Community Empowerment and Self Reliance
UNHCR and ILO initiated employment office inside camps in
August 2017
Zaatari office, in coordination with GOJ, aims to facilitate
access to work opportunities for refugees living in the camp
Incentive-Based Volunteering (IBV)
As a result of the lack of livelihoods opportunities in camps, the
initiative (IBV) has been established
One of the possible forms of income generating opportunities
for refugees
Total number of volunteers in Za'atri Camp: 5,323 (63% Male,
37% Female)
Zaatari Refugee Camp
Situation in Jordan (UNHCR)
Access to Energy
 12.9-megawatt solar photovoltaic (PV) plant opened in Nov
2017 allowing to increase the provision of electricity from 8
hours up to 12 hours
 helped to save approximately 5 million USD per year
 Jordan is now home to the first refugee camp in the world
powered by renewable energy
 JICA organization, trained 144 refugees who are now
electricians responsible for the ongoing maintenance of the
whole electrical system
Shelter
 Over 26,000 pre-fabricated shelters, each include a latrine and
kitchen to ensure privacy of the refugees

  • 4. What is Camp Management?  It is a vital form of humanitarian assistance. It coordinates protection and assistance programming by using a holistic approach to upholding basic human rights and meeting the needs of the camp population.  The core aims of Camp Management are: ‘ensuring the protection of the camp population from abusive or degrading treatment and upholding their rights, including to food, shelter, health care and family unity’.
  • 5. Legal framework of Camp Management  Camp management is informed by key instruments of international law. For further information on rights and duties in relation to refugees and internally displaced persons (IDPs) see especially:  1951 Convention Relating to the Status of Refugees and the 1967 Protocol.  The Universal Declaration of Human Rights, 1948.  The Geneva Conventions of 1949 and the two protocols of 1977.  The Guiding Principles on Internal Displacement, 1998.  International and national migration laws.

What is Camp Management?  Responsibility by the State.  When the State is unable to cope it, UNHCR has the international mandate for the protection of displaced people (both refugees and IDPs).  International or national NGOs undertake the role of camp management in cooperation with UNHCR.  Camp Management Agency then become crucial for the well-being of the camp and its residents.

Camp Management Agency  Activities in one single camp that focus on: - Coordinating services (NGOs and other providers). - Establishing governance and community participation/mobilisation mechanisms. - Ensuring the maintenance of camp infrastructure. - Information management (including collecting and disseminating data appropriately). - Advocating for, or providing, key services in gap areas. - Monitoring the service delivery of other providers in accordance with agreed standards.

Camp Management in Zaatari Camp  https://www.youtube.com/watch?v=o4OIVW0waEo  5 minutes video.  Zaatari Camp is under joint administration of the Syrian Refugee Affairs Directorate and UNHCR.  As the lead agency for refugees in Jordan, UNHCR is also covering Camp Coordination, which includes overall strategic and inter-camp operational coordination as well as within the sector working groups.  UNHCR is the lead on Protection, Health, Shelter and Site Planning, Security, Community Mobilization, Basic Needs and Livelihoods.

Azraq Refugee Camp • Date of Opening: 30 April 2014 • Size of Camp: 14.7km2 • Azraq is home to 39,923 Syrian refugees • Nearly 22% are under five years old • 1,204 Syrian refugees (3%) have disabilities • 8,952 shelters are currently in use in the camp • 60% are children, including 240 unaccompanied and separated children • 1 in 4 households are headed by women • All inhabited shelters are connected with electricity 2. Zaatari Refugee Camp Situation in Jordan (UNHCR)  Protection  Equal access to services  Assistance for persons with specific needs  Protecting children from all forms of harm, exploitation, violence and abuse  Reducing the risk of SGBV  UNHCR operates 24/7 emergency hotline for urgent protection cases  Community Based Protection  Community-based interventions are oriented for promoting self- reliance and resilience as well as responding to vulnerability within the Camp’s population.  Safe and public community centers where refugees can meet for social events, recreation, education and livelihood programs, information exchange. They are established for empowering refugees.

Zaatari Refugee Camp Situation in Jordan (UNHCR) Basic Needs Regular distributions based on identified needs. Assistance form is cash, core relief items (CRIs) such as blankets, plastic sheets, and buckets, etc. Health Comprehensive primary, secondary and tertiary free health care services. 24/7 reproductive health care and GBV services in four clinics. Food Assistance JOD 23 (USD 32) per person/month for refugees to cover food needs Four healthy kitchens provide meals to refugee children in all schools Employing refugee women under the IBV program

Zaatari Refugee Camp Situation in Jordan (UNHCR) Education 18,338 children (49% girls - 51% boys) enrolled in schools over 5,300 children benefit from Makani centers services 4,694 youth have access to skills training opportunities 770 students with disabilities are being supported 110 refugees from the camp earned the DAFI scholarships Water and Sanitation  3 internal water wells with a combined daily capacity of 3,800m3 Wastewater treatment plant with a capacity of 3,600m3/d Piped water supply distribution system has been constructed, together with a piped sewage network.

Zaatari Refugee Camp Situation in Jordan (UNHCR) Access to Energy  12.9-megawatt solar photovoltaic (PV) plant opened in Nov 2017 allowing to increase the provision of electricity from 8 hours up to 12 hours  helped to save approximately 5 million USD per year  Jordan is now home to the first refugee camp in the world powered by renewable energy  JICA organization, trained 144 refugees who are now electricians responsible for the ongoing maintenance of the whole electrical system Shelter  Over 26,000 pre-fabricated shelters, each include a latrine and kitchen to ensure privacy of the refugees
