Camp management coordinates protection and assistance programming for refugees using a holistic approach to uphold basic human rights. It is informed by international law including the 1951 Refugee Convention. In Jordan, there are over 2.9 million refugees including 769,260 non-Palestinian refugees and over 2.2 million Palestinian refugees. Zaatari camp hosts over 76,000 Syrian refugees and provides protection, basic needs assistance, education, health services, livelihood opportunities, and shelter.

4. What is Camp Management?
It is a vital form of humanitarian assistance. It
coordinates protection and assistance programming by
using a holistic approach to upholding basic human
rights and meeting the needs of the camp population.
The core aims of Camp Management are: ‘ensuring the
protection of the camp population from abusive or
degrading treatment and upholding their rights,
including to food, shelter, health care and family unity’.

Camp Management
Camp management is informed by key instruments of
international law. For further information on rights and
duties in relation to refugees and internally displaced
persons (IDPs) see especially:
1951 Convention Relating to the Status of Refugees
and the 1967 Protocol.
The Universal Declaration of Human Rights, 1948.
The Geneva Conventions of 1949 and the two
protocols of 1977.
The Guiding Principles on Internal Displacement,

Responsibility by the State.
When the State is unable to cope it, UNHCR has the
international mandate for the protection of displaced
people (both refugees and IDPs).
International or national NGOs undertake the role of
camp management in cooperation with UNHCR.
Camp Management Agency then become crucial for the
well-being of the camp and its residents.

- Coordinating services (NGOs and other providers).
- Establishing governance and community
participation/mobilisation mechanisms.
- Ensuring the maintenance of camp infrastructure.
- Information management (including collecting and

- Monitoring the service delivery of other providers in
accordance with agreed standards.

Zaatari Camp is under joint administration of the Syrian
Refugee Affairs Directorate and UNHCR.
As the lead agency for refugees in Jordan, UNHCR is also
covering Camp Coordination, which includes overall strategic
and inter-camp operational coordination as well as within the
sector working groups.
UNHCR is the lead on Protection, Health, Shelter and Site
Planning, Security, Community Mobilization, Basic Needs and
Livelihoods.
