1. INTRODUCTION
- The installation and maintenance of offshore wind complexes requires an increased number of
installation and maintenance personnel to be transferred.
- Request from the industry to NOT regard this transport as passenger vessels.
- Special Purpose Vessel Code NOT to be used for the transport of industrial personnel
- Special Purpose Vessel Code is a non-mandatory code not recognized by a number of flags.
- Take into account mobility of persons to be transported
- Depending on the tasks to be performed, persons may be regarded as industrial personnel on one
trip and special personnel on the next. This would require some flexibility in application.

2. SOLAS CHAPTER XV
- Completely new chapter
- Application to new vessels (build after date of entry into force
(1/7/2024)) and vessels converting to IP vessel when carrying more
than 12 IP.
- Aggregate number of industrial personnel, special personnel and
passengers carried on board, where the number of passengers shall
not exceed 12.
- Grandfathering of existing vessels already certified under the interim
guidelines (resolution MSC.418(97)) with additional requirements.
- As a basis, vessels to be certified as cargo vessel in accordance with
chapter I, VIII or X as appropriate.

3. IP CODE
- Part I, General.
- Vessels to be issued a new, additional, Industrial Personnel Safety Certificate using the common HSSC systematics
- Equipment list is NOT intended for supplements only, but has to be filled in, indicating ALL items onboard.
- Part II, Goals and functional requirements.
- Only necessary as explanation and/or when deviations are requested.
- Part III, Regulations.
- Requirements for IP on competency, training, familiarization.
- Personnel transfer system to comply with standards from an Administration or Classification Society.
- FMEA to be conducted for personnel transfer systems.
- Part IV, requirements for vessels certified in accordance with chapter I
- Technical requirements similar to Special Purpose Ships Code (overview of differences)
- Part V, requirements for vessels certified in accordance with chapter X (HSC)
- No sleeping berths allowed for IP
- Limited to 60 persons on board
- Vessels to be regarded as HSC cargo craft with additional requirements (overview of additions)

3. IP CODE
Chapter I vessels:
- The IP code is written as an addendum to vessels already certified as cargo vessel
- The SPS code is written as a stand-alone technical set of requirements

Chapter X vessels:
- Not allowed to carry more than 60 persons and no sleeping berths.
- Additions from the HSC code to the IP code.
- Technical additions:

experiment at renewal survey.
Intact and damage stability Weight of persons onboard to be taken as 90 kg instead of 75 kg.
Machinery installations Bilge pumping and drainage as passenger vessel
Electrical installations Arrangement of distribution systems so as a fire does not interfere with services
essential for safety.
Life saving appliances Equipment of notices or video information on safety measures.
Life saving appliances Monitoring for fire and flooding as integrated sub-centre.
Life saving appliances Children’s life jackets to be based on number of passengers onboard.
Dangerous goods Dangerous goods from industrial personnel to be regarded as cargo

4. GRANDFATHERING
- Vessels certified in accordance with the interim guidelines
- To comply with additional requirements by first intermediate/third periodical or first
renewal survey.
- Additional requirements:
- III/1 (requirements industrial personnel)
- III/2 (except 2.1.7) (requirements safe transfer except lighting to be supplied
by emergency source of power)
- IV/7 or V/7 (life saving appliances) (possible issues on more severe requirements for both
IV/7 and V/7)
- IV/8 or V/8 (Dangerous goods)

5. DOES AND DON’TS
- Passenger ships may carry any kind of passenger including IP’s without
needing to comply with the IP code, Consequently, personnel transfer
systems are NOT covered for passenger ships
- MLC?
- When transfer systems are out of order, Solas chapter I reg 11 on
maintenance of conditions after survey are to be applied.

INTRODUCTION - The installation and maintenance of offshore wind complexes requires an increased number of installation and maintenance personnel to be transferred. - Request from the industry to NOT regard this transport as passenger vessels. - Special Purpose Vessel Code NOT to be used for the transport of industrial personnel - Special Purpose Vessel Code is a non-mandatory code not recognized by a number of flags. - Take into account mobility of persons to be transported - Depending on the tasks to be performed, persons may be regarded as industrial personnel on one trip and special personnel on the next. This would require some flexibility in application. Slide / 3

SOLAS CHAPTER XV - Completely new chapter - Application to new vessels (build after date of entry into force (1/7/2024)) and vessels converting to IP vessel when carrying more than 12 IP. - Aggregate number of industrial personnel, special personnel and passengers carried on board, where the number of passengers shall not exceed 12. - Grandfathering of existing vessels already certified under the interim guidelines (resolution MSC.418(97)) with additional requirements. - As a basis, vessels to be certified as cargo vessel in accordance with chapter I, VIII or X as appropriate. IP CODE - Part I, General. - Vessels to be issued a new, additional, Industrial Personnel Safety Certificate using the common HSSC systematics - Equipment list is NOT intended for supplements only, but has to be filled in, indicating ALL items onboard. - Part II, Goals and functional requirements. - Only necessary as explanation and/or when deviations are requested. - Part III, Regulations. - Requirements for IP on competency, training, familiarization. - Personnel transfer system to comply with standards from an Administration or Classification Society. - FMEA to be conducted for personnel transfer systems. - Part IV, requirements for vessels certified in accordance with chapter I - Technical requirements similar to Special Purpose Ships Code (overview of differences) - Part V, requirements for vessels certified in accordance with chapter X (HSC) - No sleeping berths allowed for IP - Limited to 60 persons on board - Vessels to be regarded as HSC cargo craft with additional requirements (overview of additions) Slide / 6

IP CODE Chapter I vessels: - Vessels to comply with cargo vessel requirements. - Additional requirements: Slide / 8 Item Upto 60 persons 60 upto 240 persons Above 240 persons Stability - Intact stability and inclining as passenger ship. - Damage stab as passenger vessel using 0.8 R - Ch II-1 sections B-2, B-3 and B-4 as cargo vessel. - Ch II-1/9 (double bottom), II-1/13 (openings in WT bulkheads, i.e WT doors), II-1/19 (damage control information), II-1/20 (loading of passenger ships), II-1/21 (periodical operation of WT doors) as passenger ship - Intact stability and inclining as passenger ship. - Damage stab as passenger vessel using R interpolated. - Ch II-1 sections B-2, B-3 and B-4 as cargo vessel. - Ch II-1/9 (double bottom), II-1/13 (openings in WT bulkheads, i.e WT doors), II-1/19 (damage control information), II-1/20 (loading of passenger ships), II-1/21 (periodical operation of WT doors) as passenger ship - Intact stability and inclining as passenger ship. - Damage stab as passenger vessel using R, including reg II- 1/8 (spec req for passenger ship stability) and II-1/8-1 (system capabilities after flooding). - Ch II-1 sections B-2, B-3 and B-4 as passenger vessel except II- 1/14 (ships carrying goods vehicles) and II-1/18 (assignment subdivision loadlines) - Ch II-1/9 (double bottom), II-1/13 (openings in WT bulkheads, i.e WT doors), II-1/19 (damage control information), II-1/20 (loading of passenger ships), II- 1/21 (periodical operation of WT doors) as passenger ship

GRANDFATHERING - Vessels certified in accordance with the interim guidelines - To comply with additional requirements by first intermediate/third periodical or first renewal survey. - Additional requirements: - III/1 (requirements industrial personnel) - III/2 (except 2.1.7) (requirements safe transfer except lighting to be supplied by emergency source of power) - IV/7 or V/7 (life saving appliances) (possible issues on more severe requirements for both IV/7 and V/7) - IV/8 or V/8 (Dangerous goods) Slide / 11

DOES AND DON’TS - Passenger ships may carry any kind of passenger including IP’s without needing to comply with the IP code, Consequently, personnel transfer systems are NOT covered for passenger ships - MLC? - When transfer systems are out of order, Solas chapter I reg 11 on maintenance of conditions after survey are to be applied.
