OVERVIEW
• The Government of India set up Bureau of Energy Efficiency (BEE) on 1st March
2002 Under the provisions of the Energy Conservation Act, 2001 To assist in
developing policies and strategies with a thrust on self-regulation and market
principles.
• The primary objective is to reduce energy intensity of the Indian economy.
• This will be achieved with active participation of all stakeholders, resulting in
accelerated and sustained adoption of energy efficiency in all sectors.

FUNCTIONS OF BUREAU
Functions of the Bureau are as follows:
• The process and energy consumption standards required to be notified;
• The labeling of certain equipment requiring some input of energy, along with
the prescription about the display of standards upon such labels;
• To notify users or class of users as ‘designated consumers’ under this law.
In addition to these, the Bureau according to its functions under the law has
to take suitable steps to:
• Create awareness and disseminate information for efficient use of energy and
conservation
• Training of personnel;
• Strengthen consultancy services;
• Promote research and development in the field of energy efficiency
• To develop good testing and certification procedure;
• Promote use of energy efficient process, equipment, devices and
systems;
• Promote innovative financing of energy efficiency projects; etc.
MISSIONS & OBJECTIVES
• To "institutionalize" energy efficiency services, enable delivery
mechanisms in the country and provide leadership to energy efficiency in all
sectors of the country.
• The primary objective would be to Reduce Energy Intensity in the economy.
• To exert leadership and provide policy recommendation and direction to national
energy conservation and efficiency efforts and programs.
• To coordinate energy efficiency and conservation policies and programs and take it
to the stakeholders
• To establish systems and procedures to measure, monitor and verify energy
efficiency results in individual sectors as well as at a macro level.
• To leverage multi-lateral and bi-lateral and private sector support in
implementation of Energy Conservation Act and efficient use of energy and its
conservation programs.
• To demonstrate delivery of energy efficiency services as mandated in the EC bill
through private-public partnerships.
• To interpret, plan and manage energy conservation programs as envisaged in the
Energy Conservation Act

measure and monitor Energy Efficiency (EE)

WHAT IS ENERGY EFFICIENCY ?
 Something is more energy efficient if it delivers more services/output for the same energy
input, or the same services/output for less energy input.
 Energy efficiency is “Using less energy to provide the same service/output".
 Improving energy efficiency can make a real difference. It saves money, reduces carbon
emissions and decreases your country's dependence on foreign energy supplies... all at the
same time!
 It helps in developing policies and strategies related to conservations in different sectors.
FUNCTIONS OF BUREAU OF ENERGY EFFICIENCY
 Creates awareness and disseminate information on energy conservations.
 Arranges training programs on energy conservations techniques.
 Develop minimum energy performance standards.
 Design standards for labeling the equipments and appliances.
 Develop specific energy consumption norms.
 Define the periodicity of energy audits.
 Design and develop energy reporting systems and formats.
 Recommend actions to be taken on findings of energy audits.
STANDARDS AND ENERGY LABELING
 Bureau of energy efficiency has made it compulsory for every manufacture to
paste label on their product such as refrigerators, air conditioners, tube lights
and lamps, etc. to indicate the power saving and energy consumption so that
consumer can be aware about the energy consumption in the appliance.

VARIOUS SCHEMES FOR PROMOTING ENERGY
EFFICIENCY
• BLY scheme: To promote energy efficient and high
quality CFLs as replacement for Incandescent bulb in
household
• Standard & labelling scheme : Target high energy
end equipment and appliance to lay down minimum
energy performance standards
• ECBC: that sets minimum energy performance
standards for new commercial buildings
• Agricultural and Municipal DSM: Targeting
replacement inefficient pump sets and street lights

• The govt. has launched a National campaign on Energy conservation on
14th dec 2004 for spreading awareness among society for EC.
• Postal stamp on EC were also released by Hon'ble PM, multimedia for awareness
campaigns.
• Spreading awareness about energy situation, and saving in daily life
 Present a wider variety of energy conservation method to improve energy
consumption behaviour.
 Information about power and oil situation of country.
• Involvement of SDAs in outreach program.

• Started in Poland way back in 1962
• Worldwide 65 countries implemented including
California USA in 1976
• Australia, Canada, China, Brazil, Thailand, Japan, and
the United Kingdom (U.K.)
BRAND- STAR LABEL
• Voluntary labels for refrigerators and air
conditioners introduced in December 2006
• Aggressive advertising and outreach promoted
labels as a brand of superior products –
manufacturers piggybacked on label advertising
• Labeled products bought for check testing
• Labeling seldom works if payback period is more
than 4-5 years; maximum sales is of products
with 2-3 years payback

STANDARD OR LABEL
What is Standards?
• Prescribe limits on the energy consumption (or minimum levels of the energy
efficiency) of manufactured products.
• “Standards” commonly encompasses two possible meanings:
 well-defined test protocols to obtain a sufficiently accurate estimate
 target limits on energy performance
What is Label?
• Describes energy performance (in the form of energy use, efficiency or energy cost)
• “Labels” mainly give consumers the necessary information to make informed
purchase. There are two types of labels:
Comparative Label Endorsement Label
Allow consumers to compare the energy
consumption of similar products, and
factor lifetime running cost into their
purchasing decision
Provide a ‘certification’ to inform
prospective purchasers that the product is
highly energy efficient for its category.

SDA & ROLE OF SDA IN BEE SCHEME
State Designated Agency
• SDA's are statutory bodies set up under section 15 of the Energy Conservation
Act,
2001; at the state level to implement the Act, in 33 states
• They are the nodal agencies at state level and need to coordinate and cooperate
with BEE at the central level to ensure a smooth and speedy implementation of the
Act in the country.
• SDA's have an important role to play particularly in creating public awareness and
enforcement of the EC Act,2001 at the grass root level.
• These agencies are different in state to state with renewable energy development
agency, electrical inspectorate and distribution companies
• Responsible for capacity building, enhancing the knowledge about EC , preparing
action plan and project implementation.

BUREAU OF ENERGY EFFICIENCY- OVERVIEW • The Government of India set up Bureau of Energy Efficiency (BEE) on 1st March 2002 Under the provisions of the Energy Conservation Act, 2001 To assist in developing policies and strategies with a thrust on self-regulation and market principles. • The primary objective is to reduce energy intensity of the Indian economy. • This will be achieved with active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all sectors. Energy Conservation (EC) Act 2001 • Norms for Energy Intensive Industries • Standard & Labeling • Energy Conservation Building Code • Demand Side Management • Certification of Energy BEE Established on 1st March 2002 under EC Act • Implement regulatory and promotional functions of EC Act. • Reduce Energy Intensity of our country • Has State Designated Agencies in each state for enforcement

FUNCTIONS OF BUREAU Functions of the Bureau are as follows: • The process and energy consumption standards required to be notified; • The labeling of certain equipment requiring some input of energy, along with the prescription about the display of standards upon such labels; • To notify users or class of users as ‘designated consumers’ under this law. In addition to these, the Bureau according to its functions under the law has to take suitable steps to: • Create awareness and disseminate information for efficient use of energy and conservation • Training of personnel; • Strengthen consultancy services; • Promote research and development in the field of energy efficiency • To develop good testing and certification procedure; • Promote use of energy efficient process, equipment, devices and systems; • Promote innovative financing of energy efficiency projects; etc.

MISSIONS & OBJECTIVES • To "institutionalize" energy efficiency services, enable delivery mechanisms in the country and provide leadership to energy efficiency in all sectors of the country. • The primary objective would be to Reduce Energy Intensity in the economy. • To exert leadership and provide policy recommendation and direction to national energy conservation and efficiency efforts and programs. • To coordinate energy efficiency and conservation policies and programs and take it to the stakeholders • To establish systems and procedures to measure, monitor and verify energy efficiency results in individual sectors as well as at a macro level. • To leverage multi-lateral and bi-lateral and private sector support in implementation of Energy Conservation Act and efficient use of energy and its conservation programs. • To demonstrate delivery of energy efficiency services as mandated in the EC bill through private-public partnerships. • To interpret, plan and manage energy conservation programs as envisaged in the Energy Conservation Act

OBJECTIVES • Provide a policy recommendation and direction to national energy conservation activities • Coordinate policies and programs on efficient use of energy with shareholders • Establish systems and procedures to verify, measure and monitor Energy Efficiency (EE) improvements • Leverage multilateral, bilateral and private sector support to implement the EC Act 2001 • Demonstrate EE delivery systems through public- private partnerships The Bureau would obtain inputs and co-opt expertise from private sector, non- governmental organizations,

WHAT IS ENERGY EFFICIENCY ?  Something is more energy efficient if it delivers more services/output for the same energy input, or the same services/output for less energy input.  Energy efficiency is “Using less energy to provide the same service/output".  Improving energy efficiency can make a real difference. It saves money, reduces carbon emissions and decreases your country's dependence on foreign energy supplies... all at the same time!  It helps in developing policies and strategies related to conservations in different sectors.

FUNCTIONS OF BUREAU OF ENERGY EFFICIENCY  Creates awareness and disseminate information on energy conservations.  Arranges training programs on energy conservations techniques.  Develop minimum energy performance standards.  Design standards for labeling the equipments and appliances.  Develop specific energy consumption norms.  Define the periodicity of energy audits.  Design and develop energy reporting systems and formats.  Recommend actions to be taken on findings of energy audits.

STANDARDS AND ENERGY LABELING  Bureau of energy efficiency has made it compulsory for every manufacture to paste label on their product such as refrigerators, air conditioners, tube lights and lamps, etc. to indicate the power saving and energy consumption so that consumer can be aware about the energy consumption in the appliance.

  • 12. • BLY scheme: To promote energy efficient and high quality CFLs as replacement for Incandescent bulb in household • Standard & labelling scheme : Target high energy end equipment and appliance to lay down minimum energy performance standards • ECBC: that sets minimum energy performance standards for new commercial buildings • Agricultural and Municipal DSM: Targeting replacement inefficient pump sets and street lights VARIOUS SCHEMES FOR PROMOTING ENERGY EFFICIENCY
  • 13. • The govt. has launched a National campaign on Energy conservation on 14th dec 2004 for spreading awareness among society for EC. • Postal stamp on EC were also released by Hon'ble PM, multimedia for awareness campaigns. • Spreading awareness about energy situation, and saving in daily life  Present a wider variety of energy conservation method to improve energy consumption behaviour.  Information about power and oil situation of country. • Involvement of SDAs in outreach program. AWARENESS & OUTREACH • National Energy Conservation awards - one of the innovative scheme initiated by the govt. of India . MoP over the last decade to promote EC in country, award for instutionilization the energy efficiency movement in country by identifying and giving recognition

STAR LABELLING • Wide variation in energy consumption by products of manufacturers is observed. • Information on energy consumption is often not easily available, sufficient or easy to understand from the nameplate. • Lead to continued manufacture and purchase of inefficient equipment and appliances. History and Success • Started in Poland way back in 1962 • Worldwide 65 countries implemented including California USA in 1976 • Australia, Canada, China, Brazil, Thailand, Japan, and the United Kingdom (U.K.)

BRAND- STAR LABEL • Voluntary labels for refrigerators and air conditioners introduced in December 2006 • Aggressive advertising and outreach promoted labels as a brand of superior products – manufacturers piggybacked on label advertising • Labeled products bought for check testing • Labeling seldom works if payback period is more than 4-5 years; maximum sales is of products with 2-3 years payback

STANDARD OR LABEL What is Standards? • Prescribe limits on the energy consumption (or minimum levels of the energy efficiency) of manufactured products. • “Standards” commonly encompasses two possible meanings:  well-defined test protocols to obtain a sufficiently accurate estimate  target limits on energy performance What is Label? • Describes energy performance (in the form of energy use, efficiency or energy cost) • “Labels” mainly give consumers the necessary information to make informed purchase. There are two types of labels: Comparative Label Endorsement Label Allow consumers to compare the energy consumption of similar products, and factor lifetime running cost into their purchasing decision Provide a ‘certification’ to inform prospective purchasers that the product is highly energy efficient for its category.

VOLUNTARY TO MANDATORY LABELING After regulation is notified in the official gazette, it becomes mandatory to display the star rating label on the appliance from the date of commencement of the regulation in the public domain. MANDATORY PHASE For transition: BEE sends draft proposal to Ministry of Power. Once approved by MoP, proposal is forwarded to Ministry of Law for legal vetting. Draft approved by MoL sent back to MoP. Draft regulations published in official gazette for seeking public comments Draft regulations, modified if required and again sent TRANSITION PHASE After 2-3 years of the launch of the voluntary scheme, Bureau conduct market assessment to evaluate the market transformation; Study for enhancement in technology and related institutional requirements for transition from voluntary to Mandatory Phase VOLUNTARY PHASE

SDA & ROLE OF SDA IN BEE SCHEME State Designated Agency • SDA's are statutory bodies set up under section 15 of the Energy Conservation Act, 2001; at the state level to implement the Act, in 33 states • They are the nodal agencies at state level and need to coordinate and cooperate with BEE at the central level to ensure a smooth and speedy implementation of the Act in the country. • SDA's have an important role to play particularly in creating public awareness and enforcement of the EC Act,2001 at the grass root level. • These agencies are different in state to state with renewable energy development agency, electrical inspectorate and distribution companies • Responsible for capacity building, enhancing the knowledge about EC , preparing action plan and project implementation. Role and responsibility of SDAs • Prepare Annual Action Plan • Organize meetings and workshops • Capacity building of various stakeholders • Support during implementation of Energy Conservation Activities in the states • Identify and implement demonstration projects with high impact value
