2. Abstract
• In this internship project report contains chapters that are explain the detailed
Building approval work I have been done in my intern period in my hosting
company.
• The content of all the chapters is explained according to my knowledge gain
from the Intern period.
• The first chapter contains simple introduction and description of the company
profile and details of the project profile I have been worked and flowchart of
the methodology.
• The Second chapter explains the process for the approval of land documents by
using necessary documents.
• In the Third chapter I explain the rules, requirements and regulations to draft a
building plan using TNCDBR and draft a Detailed Plan, Elevation and Section
of a building.
• The fourth chapter explains how to apply the Building plan in online for
approval process using smart EDCR.
• The fifth Chapter is explain the Payment Process and Sanction of file.
• The final chapter is conclusion, means what I have learn from the internship
period.

Objectives
• To plan the proposed building to get approval.
• To use structural software AutoCAD to make the plan.
• To carry out a Complete plan under the Rules and Regulations of
the Tamil Nadu
• Government.
• Use Tamil Nadu Combined Development and building Rules
(TNCDBR) to Plan the proposed building.
• To get approvals from the local bodies for the Proposed
Building.
4. Introduction
• The first thing for all the constructions is to get the approvals from the
government to construct the building without any legal Issues.
• In the intership period I work as the planning engineer to draft the
proposed building plans in the autocad for the approval purpose.
• And collect the all necessary documents to be submitted for the approval
process.
• Apply it on online or local authority bodies to get the approval for the
proposed building

7. Land & Building Approval

1) Land Title:
First and foremost, the builder has to get clear title for the land or plot. Clear title
ensures that the property is clear, marketable and it traces any charges or encumbrances
created on the property and its present status. It enables a prospective buyer to know the
chain of holdings, transfers over a period and check any dispute on the ownership of the
property.
2) Land Clearance:
On account of urbanization agricultural land is sometimes converted into Non –
Agricultural land which can further be used for constructing building for residential or
commercial purpose. In such cases a developer needs to get approval from concerned
authority to convert agricultural land to non-agricultural (NA) purpose.
Approval for change in land use of the plot is required from local body and the State
Ministry of urban Development (UD), when the land use shown in master plan / zonal
plan (where the plot is located)/ land allotment letter is to be changed (as the same is not
permitted / not compatible with master plan/ zonal pan).
3) Zonal Clearance:
After the land title & clearance, builder is required to take zoning approval from the
local body / authority.
•The revenue department provides the ownership certificate for building permit under
the provisions of Local Body Acts.

4) Building Approval:
The next step requires an approval from authority for sanction of building plans/
building permit under the provisions of Building Byelaws, Master plan and Local Body
Acts. The Building approval comprises of the building plan and the layout approval for
the construction of the building.
5) Completion Certificate:
After the construction is completed, Completion certificate is mandatory for building
constructed before selling the building.
The completion certificate is issued after the inspection process. Issuing of Completion
Certificate will ensure that the builder or owner has constructed the building as per
approved plan.
6) Services & Utilities Installation:
The builder should get approval from concerned authorities for electricity, gas and water
for potable and non-potable use. The building should comply with building laws for
sanction or approval of basic amenities. The builder has to get NOC from pollution
board on the project. Builder has to get NOC from municipality or respective authority
for digging bore well. It is essential for the approval for sewer or water supply.
7) Occupancy Certificate:
Lastly, an occupancy Certificate is required from local body/ authority before occupation
of a building or part of a building for any purpose. The local body forwards the
proposals to the various other concerned authorities in the city as required for issue of
case specific approvals/ NOC before granting Completion-cum-Occupancy Certificate.

Floor Plan
Floor plan is showing the habitation room, non habitation room (ex: Toilet), kitchen and other
rooms on all the floors from the ground floor to the number of floors.

Elevation
Elevation Shows the Whole front view of a building shows the details of window,
Sunshade, Parapet Wall, etc.
Section
Section shows the inner section of the building where we cut on the building plan shows
the walls, floors and etc.

Site Plan
Site plan shows the total area of the plot and the Septic tank, sump, Rain water harvesting
and etc.

Key plan
Key Plan shows where the building is located in the city and the Buildings that are
surrounding the site to use as Land mark.

EDCR
DTCP is giving the approval for building plan and construction approval. Architect or
Engineer need to draw the Building Plan using the format mention in the EDCR manual and
upload the EDCR drawing plan on the DTCP web portal. After that the Pre check engine
Software will check the drawing file if any error in the file it will return. After Passing the Pre
check Engine the Scrutiny Engine Process will start. The LPA officers will Login in the portal
check the drawing files and documents of the applicant. After that they will give the approval
for paying the taxes.

EDCR Plan Shows the Detailed Building Plan Using the Color code, Layer, Text Format
and all rules and regulation in the EDCR manual to Specify the Rooms and all other areas of
the Building Required for the Online Scrutiny Process

• I work as the planning engineer to draft the proposed building plans in the
AutoCAD for the approval purpose.
• I gained the knowledge about what are the important documents we need
for the building approval process.
• And the Rules and Regulations we need to follow for the planning of
proposed buildings.
• And how to move the files to the corporation to get the approval for the
proposed building.
• I get the knowledge of the smart EDCR file how draft and apply it in online
to get the scrutiny report
