IT Decision Paper for Your Proposed IT Project
For your ITSP, Part 2, you proposed an IT project for GGFRT. Lance, the CIO at GGFRT, has asked you to write an IT Decision Paper to explain your proposed project. He wants to use the Paper to gain approval from the Governance Board to move forward with the project. This assignment uses a format for a Decision Paper that has been tailored to the course material covered in this class. You may work for an organization that has a format for IT decision papers, and it would be a good idea for you to look at it, but it will likely be structured a little differently from this one. Each organization develops tools and techniques that will work for them.

You will develop an IT Decision Paper, using the outline below. Each of the topics to be included in your outline is covered in the course content readings assigned thus far. In addition to the course materials, at least one external resource (resource other than those provided in the class) must be used. Two or more cited references will earn top credit. Use a separate References page to list just the references you have cited. Remember to use the APA formatting rules and correctly cite and reference your sources with APA format. This is a two-part assignment. For this assignment, you are the Chief Information Officer, or CIO, of Reynolds Tool & Die. To complete this assignment, you will:
1. Create a Microsoft® Excel® spreadsheet proposing the Reynolds Tool & Die company’s IT operations’ annual budget, including maintenance, licensing, and any proposed new investments, such as hardware, software, cloud services, and/or outsourcing.
2. Create a 1- to 2-page executive summary defending your budget choices in terms of innovation and efficiency.
Part 1: Spreadsheet
The example spreadsheet that begins on page 2 is a rough suggestion of an annual, itemized budget. You will create your budget in Microsoft Excel. Your budget headings may vary, but your budget needs to be as specific as possible. Within each category, you should include purchases for the IT strategic plan. For example, if, as the CIO, you are contemplating moving applications to a cloud solution, your budget needs to reflect that process. If you are implementing or expanding VMWare as a virtualization solution, your budget needs to reflect those purchases.
The actual numbers can be approximate. A little research can point you in the right direction. For example, desktops run about $200-$300. You can use approximate figures for items such as licenses, maintenance agreements, servers, etc. Just make sure you have some justification (i.e., references) for the numbers you use.
Part 2: Executive Summary
Your executive summary needs to explain your budget. Possible headings include:
I. Predictable Annual Expenditures
Simply put, fixed operational expenditures keep the lights on. They are mainly hardware and software maintenance items, licensing, etc. These are expected costs of doing IT business. If, however, you are purchasing more hardware or software that will require additional annual maintenance and license agreements, you’ll need to defend those purchases and the annual expenditures that will remain for the company.
II. New Purchases
Any new purchases you recommend need to be justified. Why are you purchasing them? What benefit do you expect from the purchases? You’ll need to justify the purchases relative to the previous week’s assignments—Reynolds’ business situation and goals. For example, how will a new investment in hardware, software, or services achieve a competitive advantage for the company? What do you think the company needs to purchase to achieve its expansion goals? How much will outsourcing cost?
III. Special Projects and Long-term Strategic IT Investments
As CIO, you need to look at technologies in the context of long-range strategic planning. Think of this section as your wish list. The investments in this category may not help the organization achieve its short-range goals, but they’re considered a long-term investment in innovation to remain competitive. The final project for this course is the creation of an executive brief. The final product represents an authentic demonstration of competency in utilizing data
and management science techniques to provide recommendations for the managerial decision-making process. Management science techniques allow for data-
driven decision making that assist an organization in making sound business decisions based on facts rather than instincts or emotion. This equips management
with the tools necessary to guide the business toward growth and success while ensuring stakeholder satisfaction. Additionally, it allows organizations to
become more efficient and to quickly respond to changes in the economic landscape and market.
In this assessment, you will be tasked with understanding the complexities and intricacies of a global organization that is facing numerous business challenges.
Based on the information and data presented, you will craft an executive brief stating your findings and recommended solutions to the stakeholders.
You will use the Rougir Cosmetics International: Production Optimization case study to respond to the prompt.
The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final
submissions. These milestones will be submitted in Modules Three, Five, and Seven. The final product will be submitted in Module Nine.

Each ratio reflects the level of sacrifice and self-restraint a society is willing to accept, against promises of prosperity and freedom. Some values seem to stabilise a frame while others cause collapse. Get the ratios right and we can have it all. Get them wrong and things get more desperate.

Objective
This case study looks at the behavior of a circuit board process though
the use of Control Charts. At least two Control Charts will need to be
constructed, and from them you will be asked to provide an assessment
of what you see. A template to facilitate the construction of the Control
Charts has been provided. You are not required to use this template. A
tutorial that outlines the steps for this case is located in Doc Sharing.
Problem Statement
Fujiyama Electronics, Inc. has had difficulties with circuit boards
purchased from an outside supplier. Unacceptable variability occurs
6. between two drilled holes that are supposed to be 5 cm apart on the
circuit boards. Thirty samples of four boards each were taken from
shipments from the supplier as shown in the data from the worksheet.

Project Deliverables
The student will submit the completed case study in a Word document to
their Dropbox by the end of class Week 7. The paper is worth 50 points.
The student will complete and/or answer the following questions.
Calculate X-Bar-Bar, R-Bar, and associated control limits using the data
in the table above. Create X-Bar•R (Average & Range) Control Charts
from the data in the table above. Discuss notable out-of-control
conditions displayed in the completed X-Bar•R (Average & Range)
Control Charts. Only consider points outside the control limits. Do not
consider runs, set of points within certain zones, etc. If the conditions
you note could be defined as assignable conditions and they are removed
from the process, what will happen to the X-Bar•R Control Chart?
(a) Remove the data related to the out-of-control points you observed
from the origainal data and recalculate a new X-Bar-Bar, R-Bar, and
associated control limits.
(b) Create new X-Bar•R (Average & Range) Control Charts from your
updated data.
Discuss how the two sets of Control Charts are different. What has
changed?
The format of the case study should conform to the Publication Manual
for the American Psychological Association (APA), 6th edition, for title
page and text. Citations and references are not required. A basic APA

found in Doc Sharing. The completed case study will be submitted to

a part of the Word document and submitted as a file. Documents
