Definition
• Human capital flight, sometimes called brain drain, refers to the
emigration of intelligent, well-educated individuals for better pay or
conditions, causing their places of origin to lose skilled people, or
"brains". Typically, such emigrating individuals have learned English
and have moved to the United Kingdom, the United States or some
other English-speaking country.
Causes of Brain Drain
• Principal causes of Brain Drain in morocco are:
 Bad work conditions.
 Low salaries.
 The lack of fund.
 Lack of scientific facilities for reseachers.
 Absence of work opportunities
 -Overqualification
Highly qualified and brilliant people decide to immigrate to another country for
the better conditions they offer to them such as job satisfaction, better pay and
service condition, better life and higher education, availabality of facilities for
reseach and development, academically progressive environment…
Effects and consequences
• -Brain Drain slows the rate of investments in Morocco. And that is
because investments move with people. Therefore, if more people
keep moving from morocco to other countries, they also move with
their investments thus adding up to under-development or under
investment on the available moroccan local resources.
• -Morocco lacks behind in terms of development and growth in the
economic sector in general.
solutions
• Brain drain has a severe effect on the moroccan economy, therefore it is
important to find convenient solutions to fight Brain drain such as :
• -Improving work conditions and salaries
• -Providing facilities for researchers and enough funds
• -Changing the brain drain into brain gain by monitoring the immigrant
intellectuals and implementing ambitious recruiting programs, so they can
come back and teach their expertise to others and use it to improve our
economy level.
