WATER, SANITATION & HYGIENE IN SCHOOLS (WinS)
PROJECT
BACKGROUND
Rotary International signed a MOU to take Swachh Bharat to the
masses on 13 December 2014 at the Rotary Institute Chennai.
Union Minister of Urban Development, Shri Venkaiah Naidu
signed on behalf of Govt of India and Rotary International
Director, Rtn PT Prabhakar represented Rotary International .
This landmark agreement led to the launch of Water, Sanitation
and Hygiene in Schools (WinS) under implementation since January 2016. WinS is aimed at
behavioural change in communities through students in Govt / Govt-aided / Corporation /
Municipal / Panchayat schools. The students are prepared for their life-saving and life-changing
roles through advocacy, training, provision of clean and functional water sources / storage, toilets,
handwashing stations and green environment. Success of the program will be measured,
reported, reviewed and corrected with outcomes in attendance and
attainment – academic, extracurricular and sports.
ROAD TRAVELLED AND AHEAD
Rotary model of WinS is a three year program THAT STARTS WITH
PROVISION OF WASH INFRASTRUCTURE BASED ON A NEEDS
SURVEY. Once facilities are in place, Rotary initiates advocacy and
training of all students, teachers and non-teaching staff with UNICEF
trained NGOs or volunteers. Awareness covers beneficial results on
health and learning. Training is imparted in proper toilet and supervised handwashing. For year
2015-16, GOI wanted Rotary to do WinS in 10000 schools. Rotary covered 14000 schools which
continue to be monitored for use, maintenance and outcomes. GOI target for 2016-17 for Rotary
is 20000 which will be easily exceeded. Our target is not just quantitative but behavioural change
that will be sustained and demonstrated by short and long term outcomes.
PREVENTION OF DRUG ABUSE & HIV/AIDS PROGRAMME
NORTHERN PROVINCE SRI LANKA
PRESENT SCENARIO
Thirty years of war has left the North & the East of the country with
very many social & economic problems which are making their
adverse impact on the lives of the local population especially the
youth. There are alarming reports on the incidence of Abuse of
Alcohol, Tobacco, Drugs and sexually transmitted diseases including HIV/AIDS. Several youths
have fallen victims to these evils and it has become an urgent need to work out a continuous
programme to create much needed awareness among the youth, our future generation.
C.V. Vigneswaran, chief minister of the Northern Province, during a debate held at the National
Dangerous Drugs Control Board (NDCB) in Colombo said “Until 2009, when the thirty-year civil
war ended and the LTTE [Liberation Tigers of Tamil Eelam, LTTE] were defeated, we had no
problem with heroin abuse. It only started after". "Before the war - NDCB chairman Dr. Nilanga
Samarasinghe confirmed - the province was not affected by drugs, because the rebels did not
allow drug traffickers to enter."
COURSE OF ACTION
It has got to be a two pronged programme. One is to conduct Awareness programmes for School
Children in the age group of 15 to 19 years at selected central locations namely Jaffna, Kilinochi
and Vavuniya and the other to conduct a Trained the Trainer programme for about 30 selected
officials from Public Health Inspectors Service and Teachers from various part of the province until
such time they are ready to take over.
