Bill Mounga was contracted by Blue Sky Communications in 2004 to manage the construction of two buildings and has since been contracted as the facility manager to maintain them. The director praises Bill for his understanding of the construction process, ability to meet deadlines, work with contractors, catch issues, and maintain daily logs, saying he did a job that few others could. The director finds Bill to be a man of integrity and thinks he would be a good asset to the territory's development.

To Whom it may concern:
Bill Mounga was contracted by Blue sky communications, Inc. in
2004, to manage the build out of the Laufou shopping center store
and offices in Tafuna and the Network operations center and
Engineering Building in Iliili.
Bill has a sound understanding of the construction process and
drafted schedules for the contractors and suppliers that helped them
meet critical deadlines. Bill did a job that very few people could have
done, on both buildings. He did a great job working with the architect,
contractors and suppliers to ensure quality materials were ordered and
quality work performed. He was also able to negotiate several contracts
in our behalf. Also, there were issues that came up that were not
addressed by the archetect or contractors that Bill was able to catch
and fix.
We have since contracted Bill, as a facility manager, to maintain
the Laufou Shopping center Store and offices in Tafuna, the Nework
Operations Center and Engineering Building in llliili, and all of our Cell-
Sites.
I have found Bill to be a man of his word and a man of high
integrity. He has done a good job keeping daily logs throughout the
construction process and during his time as the facility manager, which
has helped us prevent legal disputes. I think Bill Mounga would be a
good asset to the development of the territory.
