This letter of reference is for Bill Mounga an cmployce of M Construction in Orcm, Utah. Mr. Mounga was thc
projecr manager for a railroad upglade project at the Tooele Army Depot in Tooele, Utah.
Mr. Mounga was tasked with coordinating work between the railroad subcontractor for their comPany and a railroad
"onua"tor
for the Army. Each firm had spccific'work assigned and M Construction was faced with many time
issues as the Army contractor appeared to be working on a timc and materials qpe contract. M Construction had to
perform their pariof the work after the Army C6nbactor had completed their part. As "time" was not a concern for
the Army Contractor. Mr. Mounga did a very good job in coordination as their subcontractor was aggressive and
worked to complete on sehedule.
Modifications were kept to a minimum as the budget for this project was limited. M Consuuction was able to work
within the confines of that budget.
