By digitizing processes and making organizational changes, governments can
enhance services,
save money, and
improve citizens’ quality of life.
As companies have transformed themselves with digital technologies, people are calling on governments to follow suit.
By digitizing, governments can provide services that meet the evolving expectations of citizens and businesses, even in a period of tight budgets and increasingly complex challenges.
Estimates suggest that government digitization, using current technology, could generate over $1 trillion annually worldwide.
Digitizing a government requires attention to two major considerations:
the core capabilities for engaging citizens and businesses, and
the organizational enablers that support those capabilities (exhibit).
These make up a framework for setting digital priorities.
We look at the capabilities and enablers in this framework, along with guidelines and real-world examples to help governments seize the opportunities that digitization offers.

Regulating for a Digital Economy: Understanding the Importance of Cross-Borde...accacloud
Cross-border data access, usage, and exchange are essential to economic growth in the digital age. Every sector—including manufacturing, services, agriculture, and retail—relies on data and on the global flow of that data. Whether directly, or by indirectly taking advantage of global-scale data infrastructure such as cloud computing, global connectivity has enabled cross-border economic activity, allowing individuals, startups, and small businesses to participate in global markets. However, while the economic and trade opportunity from connectivity and data flows are significant, governments are increasingly introducing measures which restrict data flows—data localization measures.
This report reviews the various mechanisms by which governments are attempting to manage their digital economy. It covers the issues of data localization and data residency, clarifies cross-border data flow restrictions by developing a typology of data localization mechanisms like privacy, cybersecurity, law enforcement, digital protectionism, and levelling the playing field for businesses.

Towards Better Patient Outcomes and Staying Well: The Promise of Cloud Comput...accacloud
The healthcare industry is one which is often at the forefront of technology change. From hospital management to rural healthcare communities, from doctors and surgeons to pharmacists and lab technicians— there is often a tension between the urgent needs of the healthcare industry that compels rapid technology adoption, and a strict and heavily-regulated environment that defaults to caution when embracing new technology. Today, we see a healthcare industry that is moving towards the new paradigm of cloud computing with increasing optimism and trust.
How can the healthcare industry best deploy cloud computing to achieve better patient outcomes? What are the current opportunities to start a digital transformation in a healthcare institution? Where are the opportunities for the healthcare industry to leverage cloud technology, and move towards an ideal of preventing disease whenever we can, for prevention is preferable to cure? What other prospects does cloud computing hold for the healthcare sector?
This report will answer these questions by demonstrating the different innovative uses and deployment of cloud computing in six healthcare sub-verticals. These case studies show how technology and the healthcare industry can strengthen patient outcomes, and together, work towards the goal of staying healthy and well.

Cloud computing is a scalable, cost-efficient and highly-secure solution to help the public sector transform their services and drive efficiencies. However, to effectively enable public sector cloud procurement, discussions need to advance beyond just cost and security. Appropriate procurement processes that provide clear guidance on how cloud can be procured are also critical.
This paper outlines seven principles distilled from conversations with government procurement officers, policymakers, and auditors where they have told the ACCA and its members what the essential elements are to enabling adoption of technology solutions in the public sector. The ACCA is delighted to present this white paper to help demystify cloud solutions and provide necessary guidance to procurement policymakers and public sector agencies that are evaluating cloud services.

Report on Cloud Data Regulations 2014: A contribution on how to reduce the co...accacloud
The purpose of this paper is to contribute to, and help drive the formation of, policies concerning cloud computing in Asia. The paper addresses the increasing complexities surrounding the transfer of data between jurisdictions, and the problems this poses for operators, such as carriers, remittance service providers, social networks, Internet and e-commerce companies, offering legitimate cross-border data transfer services.
This paper builds on original research developed by the ACCA in 2013 as part of a broader and ongoing study on Data Sovereignty throughout the Asia Pacific. It argues that law makers and regulators should balance their efforts to protect personal data privacy and data in key sectors, such as banking and health services, with solutions that facilitate and therefore lower the cost of data transfers under all reasonable circumstances.

Political and Legal Factors affecting Electronic Government in Kurdistan EECJOURNAL
Legal factors affecting electronic government include all regulatory and law determinants that can negatively or positively affect results of market actions and decisions of management of company functioning in particular country. Electronic government (e-Government) in its simplest form can mean using information and communication technology (ICT) tools to provide services to citizens. Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. The aim of this study is to analyze the critical political and legal factors effecting on the implementation of implementing electronic government in Kurdistan. The study adopted six political and legal factors to measure the influence on implementing electronic government, these factors were; transparency of government, power distance indicator, regulations and standard, employment law, political commitment, and privacy. By using quantitative research method via applying a structure survey for the citizens in Kurdistan region of Iraq, however the findings showed that transparency of government will have significant and positive influence on implementing electronic government, power distance indicator will have significant and positive influence on implementing electronic government, regulations and standard will have significant and positive influence on implementing electronic government, employment law will have significant and positive influence on implementing electronic government and political commitment will have significant and positive influence on implementing electronic government.
Proof of immunity and the demise of privacy 2020 world in 2030Future Agenda
Public concerns about health security override worries about privacy. Governments integrate immunity and health data with national identities facilitated by digital identity platforms. Insufficient regulatory control risks the possibility of pervasive and invasive surveillance.
A pragmatic response to a pandemic is to dial up tracking, tracing and wider bio-surveillance in order to isolate the virus and manage the contagion. But this may come at a cost. Privacy advocates warn that it is precisely in times of crisis that governments focus too much on short term need without robustly exploring the potential consequences; the impact on the right to a private life or the risk of greater surveillance, for example.
This 2030 foresight explores why, while proof of immunity is just one way in which the merging of health and identity technologies can be used, it is also the catalyst for wider change. This will not only be about creating and sharing new kinds of health data but also about new access credentials. Indeed, being asked for proof of immunity could well see people being limited in their freedom of movement, not on the basis of citizenship or wealth, but on their individual health.

Attaining IoT Value: How To Move from Connecting Things to Capturing InsightsSustainable Brands
Cisco estimates that the Internet of Everything (IoE) — the networked connection of people, process, data, and things — will generate $19 trillion in Value at Stake for the private and public sectors combined between 2013 and 2022. More than 42 percent of this value — $8 trillion — will come from one of IoE’s chief enablers, the Internet of Things (IoT). Defined by Cisco as “the intelligent connectivity of physical devices, driving massive gains in efficiency, business growth, and quality of life,” IoT often represents the quickest path to IoE value for private and public sector organizations.
This paper combines original and secondary research, as well as economic analysis, to provide a roadmap for maximizing value from IoT investments. It also explains why, in the worlds of IoT and IoE, the combination of edge computing/analytics and data center/cloud is essential to driving actionable insights that produce improved business outcomes.

Digital devices’ influence on in-store purchase behavior is growing much faster than anyone could have anticipated. Deloitte’s research shows that today digital technologies influence 36 percent or $1.1 trillion of in-store retail sales, and this number will likely increase to 50 percent of in-store sales by the end of 2014.
Given this acceleration, we are at a tipping point in retail — a point where digital channels should no longer be considered a separate or distinct business. Instead, digital is fundamental to the entire business and the entire shopping experience, in and out of the store. As this new reality begins to have a greater impact, retailers should change dramatically the way they think, measure, and invest in digital, and address their customers’ digital needs and wants.

The Bureau of Labor and Statistics, U.S. Department of Labor, reported that as of September 2014, more than 3 million Americans (of all ages, ethnicities, geographies, industries and education and experience levels) were long-term unemployed — actively seeking work for more than 27 weeks without success. One of the worst legacies of the Great Recession, long-term unemployment is the defining employment challenge of our post-recession economy.
More than 300 leading companies, including Deloitte and 20 members of the Fortune 50, have signed on to the White House’s Best Practices for Recruiting and Hiring the Long-Term Unemployed. These companies have committed to addressing this issue not only because it’s the “right thing to do,” but because it also makes business sense.
"Deloitte is committed to helping tackle the long-term unemployment challenge by providing job seekers, employers and community leaders with resources to connect dedicated workers with open talent needs and strengthen America's workforce,” said Jim Moffatt, CEO Deloitte Consulting LLP.

We are finally starting to think about how touchscreen devices really work, and design proper sized targets, think about touch as different from mouse selection, and to create common gesture libraries.
