having been brought to the floor by the Committee on Steering,

RESOLUTION
Commendation of Ben Locke, Director of Counseling and Psychological
Services
Nature of the Situation:

This past summer, Ben Locke, director of Counseling and Psychological Services at Penn State
3
announced he would step down effectively August 2021. Ben Locke is the founder and director
4
of the Center for Collegiate Mental Health. The CCMH is a Practice-Resource-Network of over
5
650 college and university counseling centers. Through this network, the CCMH has collected
6
the largest data base on collegiate counseling. This data is used to develop clinical tools, expand
7
research, and create reports.

During his time at Penn State, Mr. Locke dedicated himself to bettering the lives of students
10
through making mental health services more accessible to students. Mr. Locke was instrumental
11
in expanding the staff at CAPS, working with the University Park Student Fee Board to create a
12
counseling fee that enabled CAPS to hire several additional staff. He also spearheaded several
13
programs including CAPS Chats, Caps texting services, and expanding their website to include
14
as many resources to help students as possible.

The University Park Undergraduate Association (UPUA), on behalf of the undergraduate student
19
body, hereby commends Mr. Ben Locke for his exceptional contributions to the Penn State
20
Community, as well as his steadfast dedication to mental health on campus, throughout the
21
Commonwealth of Pennsylvania, and across the country.

By working to ensure that all students have affordable access to counseling, Mr. Locke has
24
served to represent Penn State’s core values of integrity, respect, responsibility, discovery,
25
excellence, and community to the best of his ability and the University has been made better
26
because of it.

The UPUA and the student body it represents thank him for his years of service to the University
29
and its students and wish him all the best in his retirement.

The Department of Public Relations is hereby charged with disseminating this commendation to
32
Mr. Locke, Penn State Counseling and Psychological Services, and through all appropriate
33
media outlets.
