The document is a resolution from the University Park Undergraduate Association (UPUA) to establish a second annual Racial Justice Roundtable. The roundtable would provide a forum for discussions between students, student leaders, and administrators about addressing racial inequities and advancing racial justice initiatives at Penn State University Park. It would be organized by the UPUA's Justice and Equity Committee and cover topics related to improving racial justice and social dialogue. The roundtable aims to identify ongoing issues and ways to enact policy changes to better advocate for racial justice on campus.

UPUA Resolution to Continue Racial Justice Roundtable
1. THE UNIVERSITY PARK UNDERGRADUATE ASSOCIATION
The Pennsylvania State University
16th Assembly
2021 - 2022 Session
Resolution #05-16
July 28th

having been brought to the floor by the Committee on Justice and Equity,
a
RESOLUTION
Continuation of the UPUA Racial Justice Roundtable
Nature of the Situation:
1
2
In the predominantly White community at Penn State, there have been consistent concerns
3
expressed about the absence of racial equity and social justice. Within the past year, incidents at
4
Penn State involving students expressing racially and culturally intolerant views, as well as
5
frequent “Zoom Bombings”, have shown that there is a critical need for students, staff, and
6
administration to continue to advocate for and implement racial justice initiatives. The Penn
7
State community must work to eliminate racial and social discrimination and establish
8
sustainable systems that achieve and sustain racial equity through proactive and preventative
9
measures.
10
11
The University Park Undergraduate Association (UPUA), as the undergraduate student
12
government at University Park, has an obligation to establish modes of communication and
13
collaboration within the Penn State community to expand on such measures. The creation of the
14
Justice and Equity committee following the 14th UPUA Assembly, and the subsequent revisions
15
to the UPUA Constitution regarding justice and equity highlight the necessity for the
16
organization to establish constant dialogues and channels for input with the diverse Penn State
17
community in order to fulfill the organization’s mission. Following student protests against the
18
murder of George Floyd, the UPUA’s 15th Assembly Justice and Equity committee established
19
the first annual Racial Justice Roundtable in an effort to establish channels of collaboration with
20
multicultural and diverse student organizations.
21
22
23
2. Recommended Course of Action:
24
25
The University Park Undergraduate Association (UPUA), on behalf of the University Park
26
undergraduate student body, hereby establishes its second annual Racial Justice Roundtable
27
(Roundtable).
28
29
Upon the establishment of the Roundtable, regular meetings shall be organized and scheduled by
30
the Justice and Equity Committee with the collaboration of other parties that may be involved,
31
discussions that shall include: any inclined student, student leader of a community group, or any
32
member of a relevant university administrative unit linked to the Justice and Equity Committee’s
33
constitutional charges pertaining to the University Park campus.
34
35
The Roundtable shall have the possible meetings during the following, but not limited to:
36
Hispanic Heritage Month, Indigenous Peoples’ Day, American Indian Heritage Month, Black
37
History Month and Asian Pacific American Heritage Month.
38
39
The Roundtable shall be chaired by a representative that sits on the Committee of Justice and
40
Equity. The topic of the Roundtable would be focused on, but not limited to, addressing the
41
shortfalls of racial justice in average social dialogue and in the tangible actions that could be
42
taken by the UPUA directly or through advocacy to administrative officials based on these
43
discussions, and what may or may not been improved pertaining to racial justice from the
44
university.
45
46
The Roundtable shall be tasked with the responsibility to attempt to actively explore, identify,
47
and resolve the inequalities that may be deemed present in regards to advocating for and enacting
48
sufficient policy change that may be necessary to address racial justice at the University Park
49
campus.

The Department of Public Relations is hereby charged with disseminating this information
52
through all relevant media outlets.
