While levels of volunteering have remained stable, larger charities and those with paid staff were more likely to report declines in new volunteers. There is high demand for more volunteers but charities are pessimistic this will increase due to challenges recruiting and retaining suitable volunteers. Word of mouth remains the most effective method for volunteer involvement. The results raise questions about assumptions of increased volunteering underlying public service reforms.
