Five national working groups in Sweden have been formed to study open access issues. They will analyze the current situation regarding open access from both national and international perspectives through literature reviews and stakeholder interviews. The groups will examine: 1) incentives for open access versus the current merit system, 2) funding for transitioning from subscriptions to open access publishing, 3) open access for scholarly monographs, 4) supporting open access conversion of journals, and 5) monitoring compliance with open access policies. The working groups include representation from universities, funding agencies, and the National Library of Sweden.
