Deanna’s Input for Question 3As Chief Financial Management Of.docxtheodorelove43763
Deanna’s Input for Question 3:
As Chief Financial Management Officer of Riverside County, water resources are a top priority to ensure public needs are adequately being met for all county communities. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, springs, and wells. It is extremely important to eliminate as many contaminants in drinking water for the public health. As such high demands in the county for clean drinking water, there is a need to create a new water management policy, which includes the development of a new drinking water treatment plant to respond to this critical need. The proposed drinking water treatment plant could produce close to 3 million gallons of drinking water per day diminishing the water crises. In addition, the county could potentially sell water to neighboring counties and the agricultural sector to help increase local revenue to the county. The policy requires an initial outlay of $20M and subsequent annual outlays of $5M for the foreseeable future.
How would I approach this task?
The first step would be to convene an interdepartmental capital allocation committee to examine the proposed policy in combining existing capital improvement projects and the overall county master plan for land use. If committee members agree to the feasibility of moving forward the next step would be to update the existing capital improvement plan (CIP), which spans multiple years to ensure adequate resources are available for the proposed water management policy and new facility. Edits to the existing CIP would include the follow:
1. Capital budget manual – contains a calendar or flowchart of the process, instructions, and forms for departments to use when completing requests
2. Cost projections – determining exact costs of each project
3. Revenue estimations – detailed estimate and availability of revenue, both reoccurring and from bond sales
4. Debt planning – outlining debt needs; scheduling voter referendum to authorize debt funding; obtaining voter approval on bond sales
5. Public hearing – schedule public hearing, prior to capital budget approval
6. Prepare final executive budget request
Information, I would need to know:
· Goals, timeliness and identification of various funding sources
· Financial analysis to include: 1) Cost-Benefit analysis – cost v. overall net benefit;
· Financial Condition Analysis
I. Existing long-term debt commitments/obligations
II. Population Growth Trends (e.g., housing, business)
· History of existing and recent user and property taxes – provides insight into existing taxes currently being levied on the community; property sales and tax info would be instrumental in helping to determine trends in sales and ability to generate revenue through levies (impose, “a tax, fee, or fine) and regional commerce activity.

CARSON MANOR
Carson Manor was opened about 30 years ago for persons requiring nursing care. Carson had a
bed capacity of 470. Staff totaled 235 with nonmanagement personnel unionized under the
District Service Workers Union Local 325.
Day-to-day operations of the Carson Manor were the responsibility of the Carson Manor
administrator, who reported to Mr. Henry Davis, the citys director of social services. Policy and
budget plans were developed by Mr. Davis and his staff in conjunction with Carson
administrative staff and the Carson Manor Committee of Management (CMCM). The CMCM
consisted of five aldermen who were appointed or volunteered to fill these positions. The
CMCM reported to another aldermanic committee, with broader community service concerns,
called the Committee for Community Services. This committee reviewed major expenditures and
decisions impacting community service policy. All major expenditures were then reviewed by
the Board of Control, consisting of the mayor and four elected controllers, prior to being sent to
city council for final approval.
As director of social services, Mr. Davis reported to the city administrator, Mr. J. Peterson, who
in turn reported to the mayor. The combined elected and appointed reporting structure is shown
in Exhibit 1.
PURCHASING AND SUPPLY DIVISION (PSD)
The PSD had purchasing and disposal authority for the citys engineering, fire, landfill/sanitation
departments, and social services division, and for city hall building support. The city operated
separate purchasing departments in the public utilities commission, the libraries, and the police
department. Purchasing authority was granted to the PSD director and her buyers by municipal
bylaw. This bylaw outlined the limits of purchasing authority and formed the basis of the PSDs
Policy Manual for Purchasing, Tendering, and Disposal.
The main objective of the PSD was to respond to the needs of other departments and divisions
for goods and services at minimum cost, consistent with desired quality, delivery timing, and
reliability. The PSD had expertise in the purchasing and tendering of goods and certain services,
such as equipment rental, maintenance contracts, and engineering/architectural consulting.
However, it had not dealt extensively with management consulting service procurement at that
time.
Elaine Taylor became director of PSD two years ago at the age of 35. Prior to this, she was chief
buyer and assistant director of purchasing for the city of Forestview, similar in size to Winston.
Elaine reported to the city treasurer, Mr. R. Holbright, and .

A Call to Action CPAs - Confronting the Lease Accounting Changes - iLease Man...jmeedzan
iLease Management LLC has been providing insightful research and recommended approaches into the proposed lease accounting changes for over two years. This presentation dives into not only how the proposed FASB and IASB lease accounting changes will impact organizations but shows how, at the functional level, what questions need to be considered in order to comply with these upcoming standard changes. We outline the functional areas like Corporate, Finance, Treasury, Human Resource and Technology. And given the resource limitations within most organizations, we show how the lease accounting changes will present “Opportunities for Assistance” for Certified Public Accountants (“CPAs”) that are looking for ways to add value to their client relationships.
This presentation explains how CPAs can position themselves to be proactive and provide technology and services that are of critical importance to their clients.

Due Week 10 and worth 440 points
Assume you are the partner in an accounting firm hired to perform the audit on a fortune 1000 company. Assume also that the initial public offering (IPO) of the company was approximately five (5) years ago and the company is concerned that, in less than five (5) years after the IPO, a restatement may be necessary. During your initial evaluation of the client, you discover the following information:
· The client is currently undergoing a three (3) year income tax examination by the Internal Revenue Service (IRS). A significant issue involved in the IRS audit encompasses inventory write-downs on the tax returns that are not included in the financial statements. Because of the concealment of the transaction, the IRS is labeling the treatment of the write-down as fraud.
· The company has a share-based compensation plan for top-level executives consisting of stock options. The value of the options exercised during the year was not expensed or disclosed in the financial statements.
· The company has several operating and capital leases in place, and the CFO is considering leasing a substantial portion of the assets for future use. The current leases in place are arranged using special purpose entities (SPEs) and operating leases.
· The company seeks to acquire a global partner, which will require IFRS reporting.
· The company received correspondence from the Securities and Exchange Commission (SEC) requesting additional supplemental information regarding the financial statements submitted with the IPO.
Write an eight to ten (8-10) page paper in which you:
1. Evaluate any damaging financial and ethical repercussions of failure to include the inventory write-downs in the financial statements. Prepare a recommendation to the CFO, evaluating the negative impact of a civil fraud penalty on the corporation as a result of the IRS audit. In the recommendation, include essential internal control procedures to prevent fraudulent financial reporting from occurring, as well as the major obligation of the CEO and CFO to ensure compliance.
2. Examine the negative results on stakeholders and the financial statements of an IRS audit which generates additional tax and penalties or subsequent audits. Assume that the subsequent audit and / or additional tax and penalties result from the taxpayer’s use of an inventory reserve account, applying a 10 percent reduction to inventory over three (3) years.
3. Discuss the applicable federal tax laws, regulations, rulings, and court cases related to the inventory write-downs, and explain the specific relevance of each to the write-down.
4. Research the current generally accepted accounting principles (GAAP) regarding stock option accounting. Evaluate the current treatment of the company’s share-based compensation plan based on GAAP reporting. Contrast the financial benefits and risks of the share-based compensation stock option plan with the financia ...

Long-term construction contracts typically use the percentage-of-completion (POC) accounting method. A change in the profit margin for a long-term POC contract could be a cause of a concern, and if not addressed, may result in restatement of your financial statements.
In this webinar, we will help you identify when a change in profit margin results from an error versus a change in estimate.

c- From the fourth section- describe the difference between how Fed go.pdfJoshuaT27Hunterd
c. From the fourth section, describe the difference between how Fed governors are put into their
positions versus how District Bank presidents are put into their position. Which is most closely
tied to the political process? d. From the final section, state the ways in which the Fed is
accountable to Congress. Checks and Balances The Federal Open Market Committee (FOMC) is
the body within the Federal Reserve System that determines monetary policy for the country.
The committee consists of up to 19 participants-seven Federal Reserve Board governors (if all
positions are filled) and the presidents of the 12 Federal Reserve Banks. The governors are
political appointees: They are nominated by the president of the United States and confirmed by
the Senate. Governors are appointed to 14-year terms so that appointees serve beyond the tenure
of the presidents who nominate them, reducing the likelihood that one president appoints a
majority of the governors. Because the seven governors are political appointees, they are
intended to be the most directly accountable to the public. The 12 Federal Reserve Bank
presidents are not political appointees. Each Federal Reserve Bank has a local board of directors
whose members select its regional Bank president. All members of local boards of directors are
subject to Board of Governors approval. And, appointments of Federal Reserve Bank presidents
are also subject to Board of Governors approval. Because they are not political appointees, the
presidents of the 12 Federal Reserve Banks are intended to be insulated from politics and to
represent regional interests. The FOMC consists of 12 voting members - the seven members of
the Board of Governors (if all positions are filled); the president of the Federal Reserve Bank of
New York 8 ; and four of the remaining 11 Federal Reserve Bank presidents, who serve on a
rotating basis (Figure 3). All 12 of the Federal Reserve Bank presidents attend FOMC meetings,
report on economic conditions in their respective districts, and participate in the policy
discussions, but only the five presidents designated as voting members at the tim vote on policy
decisions. 9 This structure maintains centralized power but also makes sure that regional interests
are represented in policy. The Power of the Purse In the Federal Reserve Act, Congress gave the
Federal Reserve the power to earn its own income. This income comes primarily from the
interest the Fed earns on the government securities it acquires through open market operations.
10 Because funding can be a way to wield influence, Congress did not give itself the "power of
the purse" over the Fed. For example, if the Federal Reserve were dependent on Congress for
funding, members of Congress could threaten to cut the Federal Reserve's budget to get the
policy decisions they desired. The Fed does not keep all of its earning, however. After paying its
expenses and legally mandated dividend payments to member banks 11 the Federal Reserve.

Prompt : For this discussion, focus on the 4 countries, Nigeria, Italy, Cuba, and Brazil to
compare in terms of human development. Use the UN data to compare these countries along the
Human Development Index (HDI) and other indicators, which may include the components of
the HDI or other indicators. Then share your analysis by responding to the following prompts:
Questions :
1. Which countries did you focus on ( Nigeria, Italy, Cuba, and Brazil ), and why did you
select them?
2. When you compare the HDI scores and other measures across these countries, what do you
find interesting or surprising? For instance, which countries are above or below what you would
expect? Include a data table, chart, or other exhibits to support your analysis.
3. Are countries with better 'human development' more attractive places to do business? Explain
whether a business should consider this information versus simply focusing on competitiveness,
as shown in last week's World Competitiveness Index. Use data from the countries you selected
to support your response..

We all have good and bad thoughts from time to time and situation to situation. We are bombarded daily with spiraling thoughts(both negative and positive) creating all-consuming feel , making us difficult to manage with associated suffering. Good thoughts are like our Mob Signal (Positive thought) amidst noise(negative thought) in the atmosphere. Negative thoughts like noise outweigh positive thoughts. These thoughts often create unwanted confusion, trouble, stress and frustration in our mind as well as chaos in our physical world. Negative thoughts are also known as “distorted thinking”.

2024.06.01 Introducing a competency framework for languag learning materials ...Sandy Millin
http://sandymillin.wordpress.com/iateflwebinar2024
Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
