Programme requirements
The main objective of the study programme is to provide students
with professional knowledge and skills. Additonally, students are
trained to manage projects and develop the sense ofentrepreneurship
and ethics. The first semester common courses teach students how
to develop competences in the fields ofeconomy, law, management
and communication skills. The next two semesters offer a series of
professional subjects, divided into three specialist groups:
• Electrical power engineering
• Automation
• Telecommunications and computers
The Electrical power engineering group ofsubjects is oriented toward
the fields of application, protection, control and maintenance of
electrical machines and devices, electric power networks, plants and
electromotive drives.
The Automation group ofsubjects is oriented toward finding solutions
to engineering tasks in automated technical systems used in industry,
economy, transport, commerce, health services, etc.
The Telecommunications and computers group ofsubjects is oriented
toward the areas of telecommunications and radio-communications
systems and computer networks, the professional principles they are
based on, the most important fields they are applied in and the criteria
they interact and function on.
At the beginning of the study each student is assigned a mentor (by
choice), who helps the student decide on the group ofsubjects defining
the specialization to go for. During the third semester the student
is assigned a seminar paper, which is a preparation for the graduation
thesis. When choosing subjects, the student must take care of the
fact that approximately halfECTS credits nll"t be earned in a single
specialist group of subjects. During the fourth semester the student
works out the graduation thesis, under the guidance of the mentor.
The classes are organized in such a way as to develop students
competences t,)r both individual ,md team work. Working out the
graduation thesis, students enhance and demonstrate their competences
to develop andlor implement ideas, to solve problems in a new
environment, to integrate knowledf';c, to present conclusions and
ideas to specialists and non-specialists, to take responsibility for
making decisions, to recognize the importance of other tlelds of
expertise and their cooperation.

INFORMATION ON THE NATIONAL HIGHER
EDUCATION SYSTEM IN CROATIA
Types ofinstitutions
UNIVERSITIES arc higher education institutions which offer university study
programmes in a large number of fields from at least two scientific, scholarly,
and/or artistic areas. Exceptionally, universities may also offer professional study
programmes. Universities may have constituent higher education institutions
which are legal entities and are called FACULTIES or ART ACADEMIES.
Universities and their constituents offer study programmes and conduct scientific
and scholarly research and other professional and artistic activities.
POLYTECHNICS and SCHOOLS OF PROFESSIONAL HIGHER
EDUCATION arc higher education institutions which offer professional study
programmes and carry out professional, scientific and artistic activities. Their
mission is to offer application-oriented programmes which arc professional in
character, and which often include practical work experience. Polytechnics deliver
professional study programmes in three or more scientific fields. Public universities
are established by a law, and public polytechnics and schools ofprofessional
higher education are established by a decree of the Croatian Government,
while private higher education institutions arc established by a resolution
of the founder.
Types ofprogrammes
UNIVERSITY STUDY PROGRAMMES prepare students to work in science
and higher education, private and public sectors, as well as in wider society.
Graduates from university study programmes are also educated to apply and
develop scientific and professional knowledge at the appropriate level.
PROFESSIONAL STUDY PROGRAMMES offer an optimal combination
of fundamental theoretical knowledge on one side, and professional skills on
the other, which trains students to start working as highly educated professionals
immediately after graduation.
Accreditation ofhighereducation institutions and studyprogranunes
Both higher education institutions (HEIS) and study programmes must undergo
an evaluation process in order to be accredited for operation in Croatia. A request
for accreditation is submitted to the ministry in charge ofhigher education, which
requests a recommendation ftom the National Council for Higher Education
(NCHE). The NCHE appoints en expert commitee which, in cooperation with
the Agency for Science and Higher Education, performs the evaluation and submits
a report. A draftreport is sent to the prospective HEI, which can provide comments
and submit further clarifications and additions. The National Council gives a final
evaluation ofthe proposed study programme or higher education institution and
recommends to the minister to issue or deny an accreditation.
Organization ofuniversity study programmes
Since 2005, all study programmes in Croatia have expressed student work load
in terms of ECTS credits. As such, a student can accumulate 60 ECTS credits
in one academic year. UNDERGRADUATE UNIVERSITY PROGRAMMES
- FIRST CYCLE normally last for three years, in which time students accumulate
180 ECTS credits. A minority ofundergraduate university programmes in
Croatia are offered as four-year programmes in which students accumulate
240 ECTS credits. Upon completion, students are awarded credentials and the
academic title ofUniversity Baccalaureus with a reference to the field of study.
Exceptionally, students graduating in technical sciences are awarded the academic
title University Baccalaureus Engineer with a reference to the field of study.
Students holding a first-cycle university degree can apply for admission to
graduate university programmes or specialist professional graduate programmes
or enter the labour market. GRADUATE UNIVERSITY PROGRAMMES
- SECOND CYCLE normally last for two years in which students accumulate
120 ECTS credits. A minority ofgraduate programmes in Croatia are offered
as one year programmes in which students accumulate 60 ECTS credits. Upon
completion, students are awarded a diploma and the academic title ofMaster
with a reference to the field ofstudy. Exceptionally, students graduating in
technical sciences are awarded the academic title Master of Engineering with
a reference to the field ofstudy. Students holding a second-cycle university degree
can continue their studies in postgraduate university programmes or entcr the
labour market. INTEGRATED UNDERGRADUATE AND GRADUATE
UNIVERSITY PROGRAMMES - FIRST AND SECOND CYCLE normally
last either five or six years, in which time students accumulate a total ofeither
300 or 360 ECTS credits. Upon completion, students are awarded a diploma
and the academic title ofMaster with a reference to the field of study. Upon
completion of integrated first-cycle and second-cycle programmes in medicine,
dental medicine, or veterinary medicine students are awarded the academic title
of Doctor with a reference to the field of study. Students can continue their
studies in postgraduate university programmes or enter the labour market.
POSTGRADUATE UNIVERSITY PROGRAMMES - THIRD CYCLE
normally last for three years. Upon completion, students arc awarded a diploma

and the academic degree ofDoctor ofScience or Doctor ofArts with a reference
to the field and branch of study. Universities autonomously determine whether
ECTS credits will be awarded in postgraduate study programmes.
POSTGRADUATE SPECIALIST PROGRAMMES normally last one to
two years. Upon completion, students arc awarded a diploma and the title of
University Specialist with a reference to the field ofstudy. Students ofpostgraduate
specialist programmes in medicine, dental medicine or veterinary medicine arc
awarded the title of University Master with a reference to the field ofstudy.
Titles conferred after completion ofgraduate study programmes can be used
together with the title received after completion of undergraduate study
programmes. Universities autonomously determine whether ECTS credits will
be awarded in postgraduate programmes.

ofprofessional programmes in Croatia are offered as four-year programmes in
which students accumulate 240 ECTS credits. Upon completion, students are
awarded credentials and the professional title ofProfessional Baccalaureus, with
a reference to the field ofstudy. Exceptionally, students graduating from technical
sciences arc awarded the professional title Professional Baccalaureus Engineer
with a reference to the field ofstudy. Students holding a first-cycle professional
degree can apply for admission to specialist professional graduate programmes,
to second-cycle university programmes, or enter the labour market. SPECIALIST
GRADUATE PROFESSIONAL PROGRAMMES - SECOND CYCLE
normally last two years, in which time the students accumulate 120 ECTS
credits. A minority of specialist graduate professional programmes in Croatia
are offered as one-year programmes in which students accumulate 60 ECTS
credits. The total number ofcredits accumulated in first-cycle and second-cycle
programmes is at least 300. Upon completion of specialist graduate professional
programmes, students are awarded a diploma and the professional title ofMaster
with a reference to the field of study. Exceptionally, students graduating in
technical sciences are awarded the professional title Master ofEngineering with
a reference to the field ofstudy, and students graduating in the fields ofmedicine,
dental medicine, or veterinary medicine are awarded the professional title of
graduated with a reference to the field ofstudy. Students holding a second-cycle
professional degree can enter the labour market or apply for special admission,
under additional conditions, to a postgraduate university programme.
Educational requirements for admission into study programmes
The minimum educational requirements for admission to undergraduate university
programmes and professional programmes (first cycle) are set by higher education
institutions. Normally, the minimum requirement for admission to an
undergraduate university programme is the completion of a four-year secondary
school, while for enrolment into a professional programme (first cycle) the
minimum requirement is the completion of a three-year secondary school.
The admissions process for flrst-cycle programmes in Croatian universities
normally requires students to present their secondary school grades and take an
entrance examination. Each higher education institution puts together its own
entrance examination. The minimum educational requirement for enrolment in
specialist graduate professional programmes is the completion of an undergraduate
professional programme (first cycle). Polytechnics and schools ofprofessional
higher education may also allow students who have completed an undergraduate
university programme to enrol in specialist graduate professional programmes,
but they arc allowed to set special requirements in these cases.
The minimum educational requirement for enrolment in postgraduate programmes
is the completion ofan appropriate graduate programme. Normally, the
requirement for enrolment in a postgraduate university programme is the
completion of a graduate university programme. Students who have completed
a pre-Bologna undergraduate programme with a duration ofa minimum offour
academic years are allowed to apply for Bologna postgraduate programmes as
well.
Grading scheme
The Croatian national grading scheme consists of five grades with numerical
equivalents: excellent (5); very good (4); good (3); sufficient (2); insufficient (1).
The minimum passing grade is sufficient (2).

Additonally, students are trained to manage projects and develop the sense ofentrepreneurship and ethics. The first semester common courses teach students how to develop competences in the fields ofeconomy, law, management and communication skills. The next two semesters offer a series of professional subjects, divided into three specialist groups: • Electrical power engineering • Automation • Telecommunications and computers The Electrical power engineering group ofsubjects is oriented toward the fields of application, protection, control and maintenance of electrical machines and devices, electric power networks, plants and electromotive drives. The Automation group ofsubjects is oriented toward finding solutions to engineering tasks in automated technical systems used in industry, economy, transport, commerce, health services, etc. The Telecommunications and computers group ofsubjects is oriented toward the areas of telecommunications and radio-communications systems and computer networks, the professional principles they are based on, the most important fields they are applied in and the criteria they interact and function on. At the beginning of the study each student is assigned a mentor (by choice), who helps the student decide on the group ofsubjects defining the specialization to go for. During the third semester the student is assigned a seminar paper, which is a preparation for the graduation thesis. When choosing subjects, the student must take care of the fact that approximately halfECTS credits nll"t be earned in a single specialist group of subjects. During the fourth semester the student works out the graduation thesis, under the guidance of the mentor. The classes are organized in such a way as to develop students competences t,)r both individual ,md team work. Working out the graduation thesis, students enhance and demonstrate their competences to develop andlor implement ideas, to solve problems in a new environment, to integrate knowledf';c, to present conclusions and ideas to specialists and non-specialists, to take responsibility for making decisions, to recognize the importance of other tlelds of expertise and their cooperation.

INFORMATION ON THE NATIONAL HIGHER EDUCATION SYSTEM IN CROATIA Types ofinstitutions UNIVERSITIES arc higher education institutions which offer university study programmes in a large number of fields from at least two scientific, scholarly, and/or artistic areas. Exceptionally, universities may also offer professional study programmes. Universities may have constituent higher education institutions which are legal entities and are called FACULTIES or ART ACADEMIES. Universities and their constituents offer study programmes and conduct scientific and scholarly research and other professional and artistic activities. POLYTECHNICS and SCHOOLS OF PROFESSIONAL HIGHER EDUCATION arc higher education institutions which offer professional study programmes and carry out professional, scientific and artistic activities. Their mission is to offer application-oriented programmes which arc professional in character, and which often include practical work experience. Polytechnics deliver professional study programmes in three or more scientific fields. Public universities are established by a law, and public polytechnics and schools ofprofessional higher education are established by a decree of the Croatian Government, while private higher education institutions arc established by a resolution of the founder. Types ofprogrammes UNIVERSITY STUDY PROGRAMMES prepare students to work in science and higher education, private and public sectors, as well as in wider society. Graduates from university study programmes are also educated to apply and develop scientific and professional knowledge at the appropriate level. PROFESSIONAL STUDY PROGRAMMES offer an optimal combination of fundamental theoretical knowledge on one side, and professional skills on the other, which trains students to start working as highly educated professionals immediately after graduation. Accreditation ofhighereducation institutions and studyprogranunes Both higher education institutions (HEIS) and study programmes must undergo an evaluation process in order to be accredited for operation in Croatia. A request for accreditation is submitted to the ministry in charge ofhigher education, which requests a recommendation ftom the National Council for Higher Education (NCHE). The NCHE appoints en expert commitee which, in cooperation with the Agency for Science and Higher Education, performs the evaluation and submits a report. A draftreport is sent to the prospective HEI, which can provide comments and submit further clarifications and additions. The National Council gives a final evaluation ofthe proposed study programme or higher education institution and recommends to the minister to issue or deny an accreditation. Organization ofuniversity study programmes Since 2005, all study programmes in Croatia have expressed student work load in terms of ECTS credits. As such, a student can accumulate 60 ECTS credits in one academic year. UNDERGRADUATE UNIVERSITY PROGRAMMES - FIRST CYCLE normally last for three years, in which time students accumulate 180 ECTS credits. A minority ofundergraduate university programmes in Croatia are offered as four-year programmes in which students accumulate 240 ECTS credits. Upon completion, students are awarded credentials and the academic title ofUniversity Baccalaureus with a reference to the field of study. Exceptionally, students graduating in technical sciences are awarded the academic title University Baccalaureus Engineer with a reference to the field of study. GRADUATE UNIVERSITY PROGRAMMES - SECOND CYCLE normally last for two years in which students accumulate 120 ECTS credits. A minority ofgraduate programmes in Croatia are offered as one year programmes in which students accumulate 60 ECTS credits. Upon completion, students are awarded a diploma and the academic title ofMaster with a reference to the field ofstudy. Exceptionally, students graduating in technical sciences are awarded the academic title Master of Engineering with a reference to the field ofstudy. Students holding a second-cycle university degree can continue their studies in postgraduate university programmes or entcr the labour market. INTEGRATED UNDERGRADUATE AND GRADUATE UNIVERSITY PROGRAMMES - FIRST AND SECOND CYCLE normally last either five or six years, in which time students accumulate a total ofeither 300 or 360 ECTS credits. Upon completion, students are awarded a diploma and the academic title ofMaster with a reference to the field of study. Upon completion of integrated first-cycle and second-cycle programmes in medicine, dental medicine, or veterinary medicine students are awarded the academic title of Doctor with a reference to the field of study. Students can continue their studies in postgraduate university programmes or enter the labour market. POSTGRADUATE UNIVERSITY PROGRAMMES - THIRD CYCLE normally last for three years. Universities autonomously determine whether ECTS credits will be awarded in postgraduate study programmes. POSTGRADUATE SPECIALIST PROGRAMMES normally last one to two years. Upon completion, students arc awarded a diploma and the title of University Specialist with a reference to the field ofstudy. Students ofpostgraduate specialist programmes in medicine, dental medicine or veterinary medicine arc awarded the title of University Master with a reference to the field ofstudy. Titles conferred after completion ofgraduate study programmes can be used together with the title received after completion of undergraduate study programmes. Universities autonomously determine whether ECTS credits will be awarded in postgraduate programmes. PROFESSIONAL PROGRAMMES - FIRST CYCLE normally last three years, in which time the students accumulate 180 ECTS credits. A minority ofprofessional programmes in Croatia are offered as four-year programmes in which students accumulate 240 ECTS credits. Upon completion, students are awarded credentials and the professional title ofProfessional Baccalaureus, with a reference to the field ofstudy. Exceptionally, students graduating from technical sciences arc awarded the professional title Professional Baccalaureus Engineer with a reference to the field ofstudy. Students holding a first-cycle professional degree can apply for admission to specialist professional graduate programmes, to second-cycle university programmes, or enter the labour market. SPECIALIST GRADUATE PROFESSIONAL PROGRAMMES - SECOND CYCLE normally last two years, in which time the students accumulate 120 ECTS credits. A minority of specialist graduate professional programmes in Croatia are offered as one-year programmes in which students accumulate 60 ECTS credits. The total number ofcredits accumulated in first-cycle and second-cycle programmes is at least 300. Upon completion of specialist graduate professional programmes, students are awarded a diploma and the professional title ofMaster with a reference to the field of study. Exceptionally, students graduating in technical sciences are awarded the professional title Master ofEngineering with a reference to the field ofstudy, and students graduating in the fields ofmedicine, dental medicine, or veterinary medicine are awarded the professional title of graduated with a reference to the field ofstudy. Students holding a second-cycle professional degree can enter the labour market or apply for special admission, under additional conditions, to a postgraduate university programme. Educational requirements for admission into study programmes The minimum educational requirements for admission to undergraduate university programmes and professional programmes (first cycle) are set by higher education institutions. Normally, the minimum requirement for admission to an undergraduate university programme is the completion of a four-year secondary school, while for enrolment into a professional programme (first cycle) the minimum requirement is the completion of a three-year secondary school. The admissions process for flrst-cycle programmes in Croatian universities normally requires students to present their secondary school grades and take an entrance examination. Each higher education institution puts together its own entrance examination. The minimum educational requirement for enrolment in specialist graduate professional programmes is the completion of an undergraduate professional programme (first cycle). Polytechnics and schools ofprofessional higher education may also allow students who have completed an undergraduate university programme to enrol in specialist graduate professional programmes, but they arc allowed to set special requirements in these cases. The minimum educational requirement for enrolment in postgraduate programmes is the completion ofan appropriate graduate programme. Normally, the requirement for enrolment in a postgraduate university programme is the completion of a graduate university programme. Students who have completed a pre-Bologna undergraduate programme with a duration ofa minimum offour academic years are allowed to apply for Bologna postgraduate programmes as well. Grading scheme The Croatian national grading scheme consists of five grades with numerical equivalents: excellent (5); very good (4); good (3); sufficient (2); insufficient (1).
