Hunter technologies is one of Avaya's go to partners for IP Office. Located in Wall NJ, they recently hosted an Avaya Technology Day where E911 SAfe Campus and Schools were featured.
The document describes 11 cases where individuals called 911 for emergencies but experienced delays or errors in the emergency response due to issues locating their positions or transferring the 911 calls. These issues led to deaths or medical complications in several of the cases. The document raises the question of whether 911 systems face problems today given modern technology and suggests solutions may be possible without large investments.

PSAPs register their readiness with the FCC to receive text messages, and this starts the 6 month clock that carriers have to deliver text to 911. This chart shows counties where PSAPs have registered with the FCC.
TTY/TDD machines allow deaf, hard of hearing, or speech-impaired individuals to communicate over standard phone lines by transmitting text. TTY/TDD calls to 911 may come directly from the caller or through a relay service. Operators should be aware that TTY/TDD communication is half-duplex, without error correction, handshaking, or ability to interrupt. Understanding the Baudot code format used in TTY/TDD is important for interpreting symbols and numbers. Training and practice with TTY/TDD technology helps emergency operators provide a vital lifeline for callers who are deaf or have communication disabilities.
The National Fire Protection Association is requesting comments for the 2016 edition of NFPA 1221. their standard for the installation, maintenance and use of emergency services communications systems under TIA LOG 1171.
While AVAYA commends the NFPA for continuing action on MLTS enhancements, the current proposal requiring direct dial numbers on each device will add considerable expense, monthly recurring fees and be a burden to MLTS owner operators where other methods can be deployed at little to no cost that can provide even greater detail and situational awareness to local 1st responders within the facility, or to Public Safety officials upon arrival at the dispatchable address designated for the facility.

UPDATED: On December 5th 2014, I had the honor of being the Keynote speaker for this years Colorado 9-1-1 Resource Center '9-1-1 Goes to Denver' event held at the Jefferson County Courts and Admin Building, in Golden, Colorado. I provided an update on Kari's Law and MLTS as well as an overview of location challenges and future technologies that will provide an Over The Top NG9-1-1 solution in today's environment.
Commercial Enterprise networks contain a treasure trove of valuable information about the endpoints they serve on their networks, profiles of users, critical environmental data points, and discrete geospatial references that include not only X and Y, but the elusive ‘Z’, or altitude that is critical in a multistory building. While this information is useful to the 911 Call Taker and enables them to make intelligent dispatch decisions, the real value of this data is to the First Responder who can correlate that in real-time with responders on the scene. NG9-1-1 ready Enterprise networks, NG9-1-1 ESInets at the State and local level, and the roll out of 1st Responder broadband connectivity through FirstNet will provide, for the first time in history, an intelligent, end-to-end connection between the citizens who need help, and the emergency responders that provide that help. Avaya’s Chief Architect for Worldwide Public Safety Solutions will demonstrate how simple existing Over The Top technology can provide that valuable content today over existing networks, and be radically improved upon once NG9-1-1 is implemented.
Mark Fletcher and Markus Bornheim from Avaya present the NG Emergency Services architecture in the US being applied to the European market to provide additional data around emergent incidents. Part of the new networks will be the addition of eCall and the additional data that vehicle telemetry will contribute. They are joined by Cathy McCormick from On Star who will be launching service in the EU in 2015 who discusses how the system will operate in the existing environment with BT and Public Safety Control Rooms.
Next Generation 9-1-1 Networks are real, and happening here as well as NG1-1-2 networks in the EU. Detailed situational awareness from the enterprise is ready to feed these new networks with additional data that they have never before seen. Public Safety solutions at the PSAP need to understand the value this new data stream will provide, and those providing technology need to embrace it.

Public Safety is on the verge of the next evolution in services with NG9-1-1. The first evidence of this is the deployment of Text to 9-1-1 in cities across the US. This initiative will begin to ready Public Safety agencies for the migration to an all IP framework that will quickly enable multi-modal multi-media information between the citizen and the call taker. Fletch discusses this paradigm shift in technology and the new constructs that can be applied to allow municipalities to better service constituents using tried and proven routing logic and constructs that have been vetted in some of the most stringent environments.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

The emergency management plan represents the preparedness component of a comprehensive school plan addressing student safety. The four areas addressed in a comprehensive plan are

Mitigation and prevention include all activities, initiatives and programs designed to mitigate or prevent harm from occurring to students, staff and visitors while at school. Mitigation and prevention may include, but are not limited to, threat assessment, bullying/harassment and intimidation programs/policies, and Crime Prevention Through Environmental Design audits
Preparedness includes all activities that enable students and staff to respond to emergencies. Prevention activities may include, but are not limited to emergency management planning, first-aid training, and acquiring emergency supplies
Response includes all activities undertaken at the time of an emergency and includes, but is not limited to, the four all-hazards plan responses of evacuation, relocation, isolation and expansion.
Recovery includes all activities that assist the students and staff in returning to school healthy, both mentally and physically. Recovery activities may include, but are not limited to, utilizing the crisis support team, participating in critical incident stress debriefing and participating in an operational debriefing with re-evaluation of the emergency management plan
