Realist evaluation integrated into the social work client database systemMinna Kivipelto
This document discusses integrating a realist evaluation approach into social work client database systems. It explores what this would require from professionals and organizations based on empirical data from social workers. A realist evaluation allows examining how social work goals are reached among clients in different circumstances. The study found that digital tools could help connect information on goals, mechanisms and contexts if developed together with professionals. However, tools need to be simple enough to use in everyday work and not add extra forms. An integrated system across organizations could enable national effectiveness evaluations.
The Finnish Evaluation of Social Services group (FinSoc) aims to enhance knowledge of social work evaluation methodology and promote evidence-based social work in Finland. FinSoc gathers information on effective social work evaluation measures and models. It also develops new evaluation methods and supports social services evaluation research. However, further development is still needed, such as national evaluation instruments, higher education in evaluation, and integrated research and practice structures. Social work evaluation poses challenges due to its complexity and need to consider multiple contexts and perspectives.
The document provides step-by-step guides for managing the Global Internship Programme and Global Community Development Programme on the MyAIESEC.net platform. It outlines how to raise TN and EP forms, change form statuses, change form managers, and assign quick matches. The guides include screenshots and describe the actions various user types can take to complete tasks like creating forms, searching for opportunities, and facilitating matches between interns and organizations.

Critical evaluation in social work aims to enhance human well-being and meet basic needs, particularly for vulnerable groups. It promotes evaluation and research to develop knowledge, examines emerging ideas, and uses evidence in practice. Critical evaluation follows social work's mission and values. It employs empowering, emancipatory, feminist, and other critically oriented approaches directed by theories like anti-oppressive theories. Knowledge formation considers social and political contexts, and evidence is used to advocate for disadvantaged groups. The process specifies needed knowledge and justifies evaluation before selecting methods, collecting data, analyzing results, and developing conclusions and practices.
This document summarizes the history and development of various modes of transportation including trains, ships, automobiles, buses, and air travel. It describes key events and innovations in each area from the 19th century to present day that expanded transportation infrastructure and stimulated travel and tourism, such as the first passenger rail lines in the 1800s, the rise of cruise ships in the mid-20th century, the mass production of automobiles in the early 1900s, the establishment of major bus companies in the 1920s-1930s, and the introduction of commercial jet aircraft in the late 1950s.
This document discusses the development of a measure called the KEY-measure to evaluate the effectiveness of adult social work in Finland. It describes a project that tested the use of single-case evaluation designs to measure goal attainment and the impact of social work methods and contextual factors. The project found that single-case evaluation fits well for adult social work but that social workers found it difficult to incorporate systematically. The document presents results of testing the KEY-measure which showed what types of goals were commonly set, levels of goal achievement, and influential contextual factors. It concludes that more work is still needed to develop an effective program theory for evaluating adult social work.
This document discusses transportation management and the evolution of transportation systems as they relate to tourism. It outlines different eras of transportation development from pre-industrial to modern times, noting key technological advances like railroads, automobiles, and air travel that increased access to destinations and grew international tourism. Effective transportation management now involves coordinating all aspects of vehicle operations, routing, maintenance, and cargo handling across various passenger and transport modes.
Measuring effectiveness in the finnish inclusive social securityMinna Kivipelto
Five Finnish municipalities are developing and testing new inclusive social security models, with each municipality designing their own model. The models aim to reduce clients' dependence on social assistance and facilitate employment by using participatory and empowering social work methods. Researchers are evaluating the effectiveness of the new systems by analyzing data from over 600 client assessments and comparing social assistance usage between participating and non-participating municipalities.

Etuus- ja palvelujärjestelmän yhteinen vaikuttavuusMinna Kivipelto
Minna Kivipelto: Etuus- ja palvelujärjestelmän yhteinen vaikuttavuus. Esitys Perusturvan ja toimeliaisuuden uudistushanke TOIMI:n keskustelutilaisuudessa 26.4.2018
Sosiaalityön yhteiskunnallinen tehtävä ennen perustoimeentulotuen Kela-siirtoaMinna Kivipelto
Esityksessä tarkastellaan Terveyden ja hyvinvoinnin laitoksella toteutettua tutkimusta, jossa selvitettiin sosiaalityön, siihen liittyvien palvelujen ja etuuksien tilannetta. Aineiston pohjalta on suunnitteilla uudelleentarkastelu, jossa etsitään sosiaalityössä olevaa "mikropolitiikkaa". Esityksessä kuvataan, miten tarkastelu tehdään konstruktionistisen viitekehyksen ohjaamana.
2. Tausta
• 1990-luku: arvioinnin esiintulo
• 2000-vaikuttavuus, ei vielä vaadetta
• 2010- vaikuttavuusretoriikka kiihtyy (Kataisen hallitus), tarve
mittareista
• 2016- jyrkkä talousajattelu, Siplän hallitus, kaikki mitataan
rahassa ”Mitä ei voi mitata, sitä ei ole olemassa”, sote-
uudistus
• Sosiaalityö: kv –mittarit eivät suoraan sovellu suomalaiseen
kontekstiin

3. AVAIN
• THL 2010-
• Realismi viitekehyksenä
• Tapauskohtainen arviointiasetelma
• Kehitetty yhdessä sosiaalialan ammattilaisten kanssa
• Verkkosovellus (2011), asiakastietojärjestelmäkokeilu (2016-)
• Kytkentä sosiaalihuoltolain suunnitelmaan

4. Arvioitavat teemat
1. Tavoitteet
2. Tilannetekijät
3. Sosiaalityön menetelmät
Vaikuttavuus: mikä toimii, kenen kohdalla, millaisissa
olosuhteissa?
Esim. toimeentulotuen taloudellinen etuus toimii vain
sellaisten ihmisten kohdalla, joilla on satunnainen
taloudellisen tuen tarve

5. Testauskokemuksia
• Sosiaalityön logiikka
• Näkyväksi tuominen
• Kirjaamiskäytännöt, asiakastietojärjestelmät
• Osoittaa työn tuloksia ja vaikuttavuutta (tai
vaikuttamattomuutta), palveluiden puutetta
• Tukee sosiaalityön kehittämistä
• Alkuun raskas, paljon kohtia, vie aikaa
30.5.2016 5
7. • Tavoitteiden saavuttaminen
– Tarkastelujaksolla hyvin
saavutettuja tavoitteita mm
arjen toiminnoissa
selviytyminen ja
toimintakyvyn paraneminen
– Huonommin on saatu
muutosta työllistymiseen ja
osallistumiseen, kuten
harrastusten saamiseen
(Lähde: Saikkonen ym. 2015)
30.5.2016 7
8. • Menetelmät
– Yksilökohtaisen työn
menetelmät käytetyimpiä
– Ryhmätyö ja perheen
tukeminen vähäisempiä
tarkastelujaksolla

Tilannetekijät
- Nuorten vahvuuksien esiin
saaminen tavoitteiden
saavuttamisessa (vihreät palkit)
- Rakenteellisia toimia vaativien
asioiden tunnistaminen (esim.
koulutuspaikkojen puute)
- Terveydellisten ongelmien
tunnistaminen
