This document discusses standards-based assessment and rating systems used by the Department of Education in the Philippines. It defines assessment as activities that provide feedback to improve teaching and learning. Assessment should happen continuously during instruction and evaluate students' levels of understanding. There are three types of assessment: formative for learning, summative of learning, and assessment as learning where students self-reflect. Assessment evaluates students' attainment of content and performance standards, which define what students should know, be able to do, and understand, as well as how to apply their learning. Student work is rated on a scale and placed into levels of proficiency such as beginning, developing, proficient or advanced.

4. What is assessment?
We use the general term assessment to refer to all
those activities undertaken by teachers -- and by
their students in assessing themselves -- that
provide information to be used as feedback to
modify teaching and learning activities.

5. Assessment and feedback are crucial for
helping people learn.
Assessment should mirror good instruction; happen
continuously as part of instruction; and provide
information about the levels of understanding that
students are reaching.
In order for learners to gain insight into their learning and
their understanding, frequent feedback is
critical: students need to monitor their learning and
actively evaluate their strategies and their current
levels of understanding.
