conflict. Beside that, In my point of view this article
scrutinize many of topic rather attempts focused on one
of which topic choosen

6. Conclusion
Despite government regulation, water is still largely
understood as a means for economic growth and
development. Consequently, water is protected only to
the extent that it supports a particular development
strategy, and only in cases where irrigation rights ‘do not
conflict with state interests’. Creating an environmeny
where these obligations are upheld involves promoting
mutual dependency, while constructing new types of
demand which are more environmentally and culturally
sustainable.
