The 2012 annual report of the Cochise County-Sierra Vista Regional Domestic Violence Fatality Review Team summarizes their first case review from 2012. The review examined a domestic violence incident involving multiple calls to law enforcement over three years that ultimately resulted in a hostage situation and suicide. Key findings included a lack of communication between responding officers, no data sharing system between agencies, and a need for more officer training. Recommendations included appointing a lead officer for ongoing domestic violence cases, implementing a flagging system to alert officers, using lethality screens and safety plans, and providing regular domestic violence training to officers. Some recommendations like the lead officer program were already being tested and implemented by the Sierra Vista Police Department
The report from the Wake County Domestic Violence Fatality Review Team summarizes their findings from reviewing 4 domestic violence homicide cases from 2014. Key findings included that the victims were most often female, killed in their own home by a male partner with a history of domestic violence and substance abuse. Mental health issues were a factor in 3 of the 4 cases. The report recommends improving information sharing between agencies, better identifying and managing high-risk offenders, and increasing support for victims and their families.
The document proposes establishing an Adult Pre-Arrest Diversion Program (APAD) in Pinellas County, Florida. The APAD program would provide an alternative to arrest for minor offenses like possession of small amounts of marijuana, petty theft under $300, and misdemeanor battery. Eligible individuals would be diverted to complete community service, restitution if needed, and education classes instead of facing criminal charges. The program aims to modify behavior, divert people from the criminal justice system, prevent unnecessary incarceration, and avoid a criminal record. It would be supported by all Pinellas County law enforcement and criminal justice stakeholders and operated through the Pinellas County Sheriff's Office starting on October 1, 2016 at a cost

This report analyzes the impact of the Secure Communities program in Miami-Dade County. It finds that 61% of individuals ordered for removal were low level offenders or not guilty of the alleged crime. Only 18% represented high priority risks according to ICE's own standards, and just 6% based on local public defender assessments. Secure Communities disproportionately impacts Mexicans and Central Americans and has torn apart families for minor crimes. It reduces trust in law enforcement and undermines community security. The report recommends local leaders form a task force to review Secure Communities' impact in Miami-Dade County.

The document summarizes key aspects of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 in India. It defines sexual harassment, outlines employer duties to prevent harassment, and describes the complaint and inquiry process. It establishes internal and local complaints committees to investigate complaints confidentially within 3 months. If allegations are proved, committees can recommend penalties under service rules or compensation. Malicious complaints can also be punished.

Crime has many forms, and it has a varied nature. The nature of crime depends on the intensity of the crime. Crime is basically an unlawful activity. The person involved in illegal activities is punishable under the laws enacted by the Congress duly approved by the president says Miya Griggs. There are four conditions laid down by the government for an act to be considered a crime. Those activities which are wrong for the society that is harmful to the public in general or other dangerous actions. One can plead the case in the court of law.
The document provides guidelines and commentary for assessing the risk level of sex offenders under New York's Sex Offender Registration Act. It outlines a risk assessment instrument that assigns points for various risk factors to determine a presumptive risk level of 1, 2, or 3. There are also overrides that result in a presumptive level 3. The guidelines aim to predict recidivism risk while considering the potential harm of reoffense. Risk levels guide public notification procedures and registration requirements.

The document summarizes the Offender Focused Domestic Violence Initiative (OFDVI) implemented in High Point, NC to reduce domestic violence recidivism. The OFDVI applies a focused deterrence strategy that identifies domestic violence offenders based on their history, notifies them that their violence will not be tolerated, and promises swift sanctions for reoffending. In its first year, the OFDVI achieved reoffense rates of only 5-8% for 673 offenders, significantly lower than the typical 20-34% recidivism rates. The strategy aims to deter future offenses through offender notifications and by addressing gaps in how the criminal justice system handles domestic violence cases.

This document provides an overview of crime prevention basics and strategies. It examines the history of crime prevention from Sir Robert Peel establishing principles of policing in the 19th century to the evolution of proactive, community-focused approaches. The key aspects covered include defining crime prevention, the 10 action principles of prevention, benefits such as cost savings, understanding crime trends, and best practices for home, car, personal and cyber safety. The goal is to help participants understand crime prevention and how to stay safe in different settings.
The document discusses risk management of sexual offenders in communities. It covers topics like civil commitment laws, sex offender registries, community notification, and actuarial risk assessment tools. Specifically, it notes that civil commitment targets high risk individuals with treatable mental disorders to protect the public through least restrictive means. It also discusses how sex offender registries in Canada aim to provide police information to investigate sexual crimes by identifying possible suspects near offense sites. However, community notification laws may heighten fear and impede offender reintegration without public education. Actuarial tools also have limitations and error rates in accurately assessing risk.
The Chief of Police announced the Violent Crime Review Team's summer plan to prevent and suppress crime through various community programs, increased police presence, and focusing enforcement efforts on high-crime areas. The plan includes youth programs, partnering with social services, addressing quality-of-life issues, monitoring parolees, gun interdiction, and coordinating prosecutions. The goal is to engage the community and reduce crime through prevention, intervention, and suppression strategies.

This document summarizes LGBT domestic violence incident data from the Metropolitan Police Department from January 2013 to June 2015. It finds that the Sixth and Seventh Districts accounted for over half of LGBT domestic violence cases and the Third District had the highest density, particularly in the DuPont Circle neighborhood. Assaults and threats made up most incidents (75%) and occurred most between 9pm-3am, peaking on Saturdays. Arrest rates for assaults were higher (73-81%) than general crime closure rates.
Crime is an economic issue that results in a loss of resources for society. Individuals make rational choices between legal work and illegal activities based on their economic status and potential earnings. Measures to reduce crime from an economic perspective include maintaining full employment opportunities, an effective criminal justice system with a high likelihood of apprehension, and punishments that make illegal acts less attractive.
The Supreme Court termed the misuse of Section 498A of the Indian Penal Code as "legal terrorism".
1) The bench agreed that Section 498A was being misused through frivolous cases filed by women to harass their in-laws.
2) The judges called on the legislature to refine Section 498A and find ways to appropriately deal with frivolous complaints.
3) However, the government and legislature have not taken sufficient action to stop this legal terrorism as directed by the Supreme Court.

The statistics of reported domestic violence cases from the police may not accurately portray the true extent of domestic violence in society for several reasons. Not all cases are reported as some families try to hide violence or do not view it as serious. Increased reporting could indicate higher awareness rather than increased actual incidence. A survey found that 55% felt domestic violence was increasing while 45% felt increased reporting was due to higher awareness. While police data shows increased reporting, this may be because of greater awareness through education programs rather than domestic violence truly increasing.
Evaluation of the 24 Hour Contact InitiativeAna Portillo
The 24 Hour Contact Initiative aims to hold family violence offenders accountable and restore victims. It involves home visits by advocates and investigators within 24 hours of an arrest to assess victim needs and provide resources. Cases are then reviewed by a multidisciplinary team led by the District Attorney, who makes recommendations for prosecution. The evaluation assessed the program's impact, effectiveness, services provided, strengthened prosecution and collaboration, challenges, and strengths. It utilized literature reviews, observations, interviews, case file reviews, and surveys with victims. Key findings included a paradigm shift in viewing family violence as a serious crime, increased victim support and access to resources, strengthened collaborations, enhanced prosecution through improved evidence gathering, and mixed reactions to victimless prosecution.
The document summarizes statistics from the U.S. Department of Justice on sexual misconduct allegations in correctional facilities. It reports that from 2002-2004, the DOJ received over 16,000 misconduct allegations involving the Bureau of Prisons, including 658 allegations of inappropriate sexual relationships or abuse of inmates. Over half of inmate-on-inmate sexual violence incidents involved physical force. The document also defines and discusses different forms of sexual misconduct including harassment, abuse, and assault, providing statistics on perpetrators and victims in staff misconduct cases.
Here are three key points to consider in your essay:
1. The criminal justice system aims to balance protecting society, punishing offenders, and supporting victims. However, these aims can sometimes conflict with each other.
2. The rights of victims include seeking justice and compensation/support. However, punishing offenders too severely could infringe on their rights. Rehabilitation aims to reduce reoffending while also protecting society.
3. Society has a right to feel safe and secure. However, over-punishing may undermine this if it breeds further social problems rather than preventing crime. There are also costs to taxpayers to consider.
Some other factors to discuss could include the role of deterrence, proportionality of sentences,
The document discusses various topics related to crime including:
1) Different types of crimes against property and persons such as robbery, burglary, and assault.
2) How the demand for insurance and security equipment rises with increased crime, potentially raising prices.
3) Factors that determine whether consumers or producers bear the higher costs of crime such as price elasticity of demand.
4) Issues around the death penalty such as high costs and risks of mistaken convictions.
The City Council unanimously approved $32.75 million in settlements for two police negligence cases. A $22.5 million settlement was approved for a mentally ill woman who was released by police in a dangerous neighborhood and suffered severe injuries. The council also approved a $10.25 million settlement for a man who spent 26 years in prison for a murder he did not commit. Mayor Rahm Emanuel proposed stricter gun control ordinances to increase penalties for unregistered guns and unreported lost or stolen weapons. Ald. Debra Silverstein introduced a resolution urging bans on assault weapons which passed unanimously.
This document discusses the challenges and dangers of being a police officer based on an interview with Officer Mitchell. It describes that police work requires dedication to protect the public and involves responding to various crimes and emergencies. Officer Mitchell noted that his main concerns were safety and making it home each day. The document also provides examples of police officers who were injured or killed in the line of duty, showing that their jobs often put them in harm's way.
This document summarizes a report by the Crown Prosecution Service on prosecuting cases involving allegedly false rape and domestic violence allegations. Some key findings:
- Between 2011-2012, there were 159 prosecutions considered for making false allegations. 121 involved rape, 27 involved domestic violence, and 11 involved both.
- In comparison, there were over 5,600 prosecutions for rape and over 111,000 for domestic violence during this period. Only 35 individuals were prosecuted for false rape claims and 6 for false domestic violence claims.
- About half of the false allegation cases involved people under age 21, and some involved people with mental health difficulties. In some cases, the person was a victim of a different
The document discusses crime and legislation in the UK. It provides information about key acts like the Crime and Disorder Act 1998, which created partnerships between agencies to reduce crime. It also discusses sentencing and orders that courts can issue to offenders, including community orders, financial penalties, and restorative justice. The purposes of sentencing are outlined as punishment, crime reduction, reform, protection of the public, and making reparations.
Concealed weapons carry laws in maryland ajmajmiles08
The document discusses Maryland's concealed carry laws, which make it nearly impossible for law-abiding citizens to obtain permits unless they can prove an extenuating need for self-defense. To get a permit, one must provide a "good and substantial reason" along with references and fees. However, permits may still be denied. The document argues that citizens should have the right to concealed carry for self-defense after proper training. It suggests focusing more on deterring criminals than restricting lawful gun ownership.
Police brutality has become an ongoing problem that many citizens face. Excessive force, false arrests, and unreasonable searches and treatment of suspects while in custody are forms that police brutality can take. Several studies show instances of unethical treatment by police officers against suspects, such as a woman being kicked in the head while handcuffed or a mentally ill person being severely beaten. The 9/11 terrorist attacks played a role in heightened security senses for police officers and a tendency to view citizens who are stopped as potential terrorists, even if they are just questioning why they were stopped. However, police should receive more training on ethics and understand that emergency procedures do not allow them to abuse their duties and cause harm to citizens.

Sexual assault cases regularly make headlines and can potentially cause serious reputational harm to law enforcement agencies and police departments for mishandling the cases or not pursuing them vigorously enough.
Sexual assault cases regularly make headlines and can potentially cause serious reputational harm to law enforcement agencies and police departments for mishandling the cases or not pursuing them vigorously enough.
The picture on the left shows the latest developments in a long-term problem of sexual assault on college campuses. In June, Candice Johnson, OCR Acting Assistant Secretary for Civil Rights issued a memo that effectively stalled investigation of civil rights violations including sexual assault on campuses. A month later, Democratic Senators Kirsten Gillibrand from New York State and Claire McCaskill from Missouri urged Secretary of Education Betsy Devos to reverse this decision as unlawful because of failure to protect students under Title IX. Full text of the memo and Title IX, Sec. 1681 Sex are part of your lesson handout.
Similar problem with widespread sexual assault, and especially against minors, is a long-term problem at cruise ships. Because of the nature of cruise ships, there is no immediate response by law enforcement and the ship guards that investigate the matter are the cruise company’s employees therefore often unlikely to be of meaningful help to the victims. Jurisdiction can be federal, state or foreign, depending on the ship’s flag.
Finally, sexual violence in a workplace can be difficult to address because of the unequal relationship between parties and under-reporting. Recently, car company Tesla appeared in the news as a hostile workplace to women.

Question 1;
Answer:
The criminal behavior that interests me is forcible rape. Rape is a massive issue of today’s world. This crime is common in almost every country. It’s not specified to one place or race. Rapes are being committed on daily basis in different parts of the world and many of the cases are never reported to the police. That is why it is known to be the most underreported offence. The victims fear to report the crime because there are many stigmas attached to it. It becomes very difficult for the victim to survive in the society. It is a hard task to prove rape as it demands physical signs and evidences. Its difficult to provide enough evidences to prove rape. Rape has nothing to do with someone’s financial status, age or race.
The typical perpetrator of this crime is male gender. Rape is forcefully harassing someone to have sexual contact with him. Rape is against the will of the victim. As far as the race is concerned, this crime has nothing to do with it. The whole world is suffering from it. Each and every country has such offenders. So it literally has nothing to do with race. It totally depends on the mental and psychological behavior of the criminal. The typical age to be noticed for this crime is between teenagers to adulthood like 15-40 years old males. Almost all the criminals of such crime fall under this age. The socioeconomic status plays a vital role in building up such heinous criminals. Mostly criminals belong to families that are broken or have some issues. The desperation in every society is increasing day by day and it is resulting in increasing this crime rate. Some important factors that play a vital role in perusing the criminals to commit such monstrous crime is pure nudity on television and vulgarity shown in movies and shows.
Civil and criminal legal systems are different in many ways. In criminal legal system offence done is known as crime while in civil legal system the offence is known as tort. The criminal offence is against the whole society and the state. While civil crimes are against individuals. In criminal system state provide the lawyer to the prosecution while In civil, the prosecution hires an attorney. The penalties in both the systems differ. In criminal cases incarceration/imprisonment, fines and forfeitures, probation, community services, and sometimes restitution ...
This document is a 2012 report from the Kansas Bureau of Investigation analyzing domestic violence, stalking, and rape incidents reported to law enforcement agencies in Kansas. It finds that the average domestic violence victim is a white female aged 20-24, while the average offender is a white male aged 20-29 who is often the victim's spouse or partner. The report contains data on domestic violence and sexual assault trends, characteristics of victims and offenders, protective order filings, and statistics reported by law enforcement agencies to help address and prevent these crimes in Kansas. It was funded by a federal grant through the Governor's Office to study and combat violence against women.
The document discusses Joe's ongoing delinquent and criminal behavior. The goals established by the worker and Joe are to reduce criminal behavior, improve Joe's academics, and provide structured weekly activities to reduce negative social behavior and increase positive behaviors. Objectives include referring Joe to a group to address thinking errors contributing to his criminal behavior and measuring his participation and progress. The document also discusses similar goals and objectives for Mike to establish coping strategies, increase social interactions, and participate in community activities.
This document discusses a criminal case in Centervale and the community's response. Jason Rivers was convicted of second-degree murder for killing Cindy Jones and sentenced to six years in prison. Due to a new state law aimed at reducing prison budgets, Rivers was released after serving half his sentence. However, he soon assaulted an elderly woman, violating his parole. Citizens of Centervale expressed concerns to city officials about Rivers' early release and recidivism. Opponents argue the research shows violent offenders often reoffend, while supporters believe Rivers lacked programming as a youth and should receive alternative sanctions.

This document provides an overview of policing and crime prevention strategies, with a focus on the role of community involvement. It discusses the history of considering crime prevention an important police function dating back to Sir Robert Peel. National commissions in the US brought attention to the importance of community crime prevention programs in the 1970s. Techniques discussed include defensible space, crime prevention through environmental design, and situational crime prevention. The document also discusses how community crime prevention fits with the concept of community policing.
This document discusses social control, deviance, crime, and the death penalty in the United States. It defines key terms like social control, deviance, and crime. It provides statistics on crime rates and incarceration. It also examines functionalist, conflict, and interactionist perspectives on deviance. Finally, it analyzes the death penalty debate and provides data on its use in the US and worldwide.
1) The document evaluates the MNPD Drug Market Initiative which targeted an open air drug market on the 800 block of N. 2nd St in a transitional neighborhood.
2) The intervention included undercover drug buys, arrests, and call-in meetings for low-level dealers to encourage treatment over prosecution.
3) Statistical time series analysis found immediate and statistically significant declines in drug offenses, property and violent crime, and calls for service in the target area and adjacent neighborhoods, but not other parts of the city.
Criminology is the interdisciplinary scientific study of crime causes, prevention, and rehabilitation. It examines the social, economic, psychological, and biological factors that may contribute to criminal behavior. Common explanations explored include media violence, poverty, abuse, and mental illness. While some deviant behaviors are not criminal, criminology aims to understand crime and reduce offenses through the criminal justice system, which must balance the rights of victims and defendants.

RE: Week 1 Discussion
Over the past few decades, the need for computer technology has greatly increased. Users now turn to many forms of "computers" for daily tasks. Therefore, digital crime has also increased. Two factors that I believe have led to the explosive growth of digital crime
1. Identity Theft- Since computers are used for almost everything we do in life, many of us enter too much personal information into these devices. This personal information is now out there for hackers to retrieve and use in the theft of our identity.
2. Credit Card Fraud- An increase of online purchases and bill payment has allowed for credit card information to become more vulnerable to theft and/or fraud.
I believe these are the most common forms of digital crimes because they are the most commonly used by individuals.
Three types of digital crime include:
1. Cyber Stalking- Enforced by the FBI
2. Viruses- Enforced by The Secret Service
3. Piracy- Enforced by the ICE, FBI, and HIS
The federal virus genies in question can improve the overall public response to such computer crimes by identifying target areas for the reported crimes. Individual citizens can also assist in the fight against digital crime as well. To do so, when a crime is committed, the citizen should immediately report all aspects of the known crime to the proper authorities. Additionally, individual citizens can do things to prevent said crimes from occurring, such as; block and report cyber stalkers, install and use trusted anti-virus software and stay away from piracy websites.

This document summarizes a study on early indicators of criminality in Jackson, Mississippi. Quantitative analysis found individuals arrested as adults were more likely to have dropped out of school, been involved in the juvenile justice system, or been chronically absent. Qualitative interviews found those criminally involved had exposure to poverty, violence, and a lack of opportunities. The study aims to identify target groups for intervention to reduce crime.

DOMESTIC VIOLENCE FATALITY REVIEW TEAM
2OL2 ANNUAL REPORT
SUBMITTED TO:
TOM HORNE, ARIZONA ATTORNEY GENERAL
JANUARY 9, 2013
2. January 22,2073
To The Arizona Domestic Violence Community
As Co-chairs of the Cochise County- Sierra Vista Regional Domestic Violence Fatality Review
Team, it is our pleasure to share with you our team's annual report. Under authority of A.R.S.
4t-198, ourteam was appointed on March 22,2OL2through adoption of Sierra Vista City
Couniil Resolution 2OL2-024. This resolution is specifically worded to allow for a regionalteam
in Cochise County and for a member of the Sierra Vista Police Department to serve as team
chairperson. The benefit of this approach is that it allows our team to work in a cohesive
capacity with all stakeholders in domestic violence within our county, regardless of municipal
boundaries. This approach has greatly empowered our team and is consistent with our team's
vision statement, "There are no boundaries to a coordinated community response."
This report includes the review of a domestic violence incident resulting in a fatality in Cochise
County. While researching the history in neighboring jurisdictions and examining the timeline
constructed, a number of agency involvements were identified. A close examination of the
situation in its entirety was revealing, forming the impetus for the recommendations in this
report. We are confident our recommendations in this report are feasible to implement and will
help sharpen our ability to address domestic violence in our community. We hope at the
statewide level our recommendations are beneficial to those tasked with addressing domestic
violence.
We will continue to review domestic violence related fatalities !n Cochise County during the
coming years. lt is our goal to work progressively towards an enhanced coordinated community
response in all areas of domestic violence in Cochise County. Sharing our experiences and
recommendations across the state is a priority for our team and we recognize its importance in
the larger picture of improving the response to domestic violence in Arizona.

4. EXECUTIVE SUMMARY
2012 morked the first year the Cochise County- Sierra Vista Regionol Domestic Violence Fotolity
Review Teom become operotionol. The mission of the Cochise County- Sierro Visto Regional
Domestic Violence Fatality Review Teom is to examine domestic violence related deaths and
address systemic concerns surrounding these coses in an effort to enhonce o coordinated
community response to domestic violence in local communities. The teom operotes under
authority of A.R.S. 47-798 and Sierro Vista City Council Resolution 2012-024. The team is
curreitly comprised of 20 members from various entities in Cochise County ond co-choired by
two members of the Sierro Visto Police Deportment. The teom's gool is to review one domestic
violence fotolity cose eoch yeor.
ln 2012 the Cochise County- Sierro Vista Regionol Domestic Violence Fotality Review Teom
conducted o review of o case that spanned two neighboring jurisdictions in Cochise County. All
reports and moteriols used to conduct the review were obtoined from the two agencies
involved. A review of the cose in its entirety reveoled numerous low enforcement contacts with
the porties. An exominotion revealed thot over the course of three yeors, there were over 25
involvements with low enforcement, mony of which were domestic violence related coses
involving horossment, stolking, violoting orders of protection, ond physicol oltercations. The
fotol incident in this cose involved the mole subject taking the femole spouse hostoge. The
female wos eventually releosed and the mole committed suicide shortly thereafter.
Key findings in this cose included the following:
handling the multiple calls for service involving the parties;
allegation was a violation of an order of protection;
situation and did not know to report the observations to police.
Recommendotions as o result of this review:
lmplement a lead officer for ongoing domestic violence situations to help facilitate
communication, coordination, and oversight;
Use of a lethality screen and safety plan packet at the first responding officer Ievel at
the scene;
Provide 20-30 minute roll calltraining modules to patro! officers on a regular basis.
Training modules wil! include the following topics: DV dynamics, officer safety tactics,
interviewing children in DV situations, notifying CPS, stalking investigations,
strangulation investigations, application of aggravating statutes, and use of the
lethality screen/ safety plan packet.
5. Process
The Cochise County- Sierra Vista Regional Domestic Violence Fatality Review Team meets
monthly. Most meetings span two hours. The team has yet to develop a formalized case
selection criteria for determining cases to review. The case in this particular report was the first
one for the team to review. The domestic violence fatality incident in this review was known to
the team's co-chairs and presented to the remaining team members. No other candidate cases
were brought to the table for consideration and the team unanimously chose to review this
incident. The material used to conduct this review included all police reports from the two law
enforcement agencies involved and the investigating detective's case file.
We plan to review one domestic violence related fatality each year. As we embark on 2013, we
will continue to recruit other law enforcement agencies in Cochise County onto our team. We
will also be approaching agencies in the county to provide candidate cases for review and invite
the agency to participate in the review.
Case Overview
The domestic violence related fatality reviewed in 2OL2 by the Cochise County- Sierra Vista
Regional Domestic Violence Fatality Review Team consisted of a male subject taking his
estranged wife hostage. The wife was eventually released by the husband. Other felony crimes
were committed as well during the incident. The husband took his own life shortly after
releasing his wife. There were numerous calls for service involving these parties that were of a
domestic violence nature in the months preceding the fatal incident. These calls for service
included reports of computer harassment, violating orders of protection, misdemeanor assault,
criminal damage, and suicidal ideations. Safety planning practices were utilized prior to the final
incident.
ln constructing a timeline of events, a similar pattern of conduct was noted with the same male
subject and his first wife in a neighboring jurisdiction. Over 25 contacts with law enforcement
were noted for the two relationships combined. Examining the comprehensive timeline as well
as the calls for service in the months leading up to the final incident indicated no coordination
between the agencies involved and little communication between responding officers. The
timeline constructed by the team follows.

10. Key
Due to the nature of law enforcement, victims of domestic violence will
find themselves dealing with various police officers when reporting
domestic violence related crimes. The use of multiple police officers in
this review lead to a lack of communication and knowledge of events
transpiring between the parties involved.
There were numerous domestic violence calls in this review among
different law enforcement agencies. There is currently no data system
that allows for information sharing between the different agencies that
allows for accurate and timely data on involved parties. A method of
data sharing would have allowed police officers to verify potential
patterns of behavior between the different parties.
During the review there appeared to be lack of knowledge among
some of the police officers in how to deal with investigations pertaining
to violation of court orders. Additional findings shows that specialized
training for officers in domestic violence may have assisted in dealing
with the various calls for service.
Orders of protection were requested by both parties in this review.
Copies of the order of protection from one of the persons involved, that
had not been served to the defendant, where not available at the time
of call. Court orders in multiple jurisdictions were not easily accessible
to responding patrol officers.
Lethality screening and safety planning were implemented
approximately 6 months after calls for service were being received
during the second relationship. Previous parties involved were not
provided a safety plan or lethality screening.
The review identified that the neighbors were aware of Male 1 going
by Female 2's home. Due to the lack of information sharing, the
neighbors were not notified of the severity of the situation.

1) Appoint a "lead officer" for on-going domestic violence incidents where there are multiple calls
for service involving the same family or residence. The lead officer will not be responsible for
responding to each call for service, but will have the following responsibilities:
a. Review all reports and arrests made, which are compiled in a comprehensive case file;
b. Ensure domestic violence resources are made available to victims;
c. Maintain a system of communication between any officers that may respond to the
residence and the lead officer;
d. Serve as the main point of contact for the victim(s);
e. Ensure, if applicable, aggravating statutes and/or felony charges are applied given the
situation in its entirety;
f. Maintain open communication with the Cochise County Attorney's Office on
investigations.
Create a flagging system in Spillman (SVPD police reporting system) that alerts officers to check
domestic violence history or to contact a lead officer if responding to a particular residence or
running a check on a particular name.
lmplement the use of lethality screens and safety plan packets at the first responding officer
level at the scene.
Provide 20-30 minute roll call training modules to patrol officers on a regular basis. The training
modules will include (but not limited to): Domestic Violence Dynamics, Domestic Violence Laws,
Policy & Procedure, Stalking lnvestigations, Strangulation lnvestigations, Officer Safety Tactics
on DV Calls, lnterviewing Children in DV Calls, Notifying CPS, Handling Repetitive DV Calls/
Aggravated Domestic Violence, lmplementing the Lethality Screen/ Safety Plan Packet.

12. IMPLEMENTATION
DURING THE ONGOING REVIEW PROCESS IN 2012, THE RECOMMENDATIONS FOR
IMPROVEMENT BECAME EVIDENT EARLY ON. TO TEST FEASIBILIW, SOME OF THE
RECOMMENDATIONS WERE IMPLEMENTED EXPERIMENTALLY, WITH THE SVPD AS A "PROVING
GROUND" FOR NEW APPROACHES TOWARD HANDLING DOMESTIC VIOLENCE WITH
INCREASING LETHALITY IN COCHISE COUNTY. WE ARE PLEASED TO SHARE OUR SUCCESS
.
STORIES ON IMPLEMENTATION, AS WELL AS OUR FUTURE GOALS FOR BETTER
IMPLEMENTATION.
L) The concept of a "lead officer'' has been implemented with success in 2OL2 within the
Sierra Vista Police Department. The concept was implemented on at least three
different occasions by SVPD Detective Lori Burdick during instances.of repeat DV calls
involving the same parties and increasing risk/lethality was recognized. ln one instance,
the lead officer had sufficient oversight of the ongoing case to intervene when a
subsequent misdemeanor arrest was going to be made by a responding officer. The lead
officer recognized that Aggravated Harassment and Stalking charges were more
appropriate given the totality of the circumstances and felony charges were filed in lieu
of a misdemeanor. ln addition, safety planning and lethality screening were utilized with
the victim to help the victim decide on a future course of action that would minimize
her risk.
Communication, organization, and coordination are all key factors to success when
implementing the lead officer concept. We have found this to be a successful approach
toward handling repeat domestic violence calls and it prevents a piece-meal response
based on each individual incident. The fead officer can't be responsible for necessarily
investigating each DV incident as the officer may be tied up on another call or may not
even be on duty when a call comes in. The lead officer is more like a quarterback ihat
maintains oversight and calls the ptays.
ln 2013 we began working on recruiting selected patrolofficers within the SVPD to
receive the training and tools to become a lead officer. Some of the individual benefits
of this peripheral assignment are that it offers an informal leadership position for those
seeking future promotion to Corporal or Sergeant and it serves as a great training tool
and skil! set enhancement for those seeking future promotion to a detective position.
We will continue to work on sharpening our response and utilizing the lead officer
condept in the coming years. tn addition, we will work on a systematic way to detect
13. 2)
and flag repeat/ongoing DV situations in the community so that the lead officer concept
can be applied in a timely manner.
Teaching the lead officer concept at SVPD in-service
The reporting system used by the Sierra Vista Police Department (Spillman) allows for
"cautions" or "alerts" which are highly visible in a red tab format to be added to a
particular name or residence. This system will be used to notify responding officers to
contact the lead officer later and forward the incident report to the lead officer. This
system will enhance communication and awareness among allpatrolofficers. Training
will be given to all patrol sergeants in order to assist in identifying candidate names and
addresses for flagging.
A lethality assessment packet was created and is being used by first responders to
domestic violence in Sierra Vista. The packet contains the following:
protection violation cases;
3)
14. Training on the use of the lethality assessment packet is being delivered to SVPD patrolofficers
during roll call training sessions. Our goal is to bring the Cochise County Attorney's Office on
board with recognizing the lethality screen. An additional goal is to reach out to neighboring
law enforcement agencies in Cochise County and offer training on the lethality assessment
packet.
4l Both co-chairs of this team are domestic violence instructors. Roll call training modules
' were developed to address the lessons learned in this particular review. The roll call
training is delivered to patrol officers during overlap shifts. Each training module lasts
20-30 minutes in length. Some of the rollcalltraining modules covered the following
topics: domestic violence laws, policy and procedure, stalking investigations,
strangulation lnvestigations, interviewing children, handling repeat calls and aggravating
statutes, officer safety, and implementing the lethality screen and safety plan packet.
The benefit of brief training sessions is that they can be delivered more frequently in
order to maximize the number of officers receiving the training. tt is our goal to continue
developing new training modules to address trends in domestic violence. h is also our
goalto extend this training program to other law enforcement agencies in Cochise
County.
