The government may be overestimating the structural fiscal surplus. Calculations by the Fiscal Council show a serious risk that the structural budget position for 2014–2015 has been overestimated. For this reason the Fiscal Council recommends that the government draft its budget for 2015 so that the structural surplus in the general government budget is not less than the 0.8% of GDP noted in the summer forecast.

The Finance Minister has presented a realistic and pragmatic Budget aimed at striking the right chord with all segments of the society and successfully delivering on the nation’s expectations. The Budget has attempted the difficult task of deftly maintaining the fiscal deficit within prudent levels, boosting consumption spending and investment demand while enhancing welfare expenditure. The Finance Minister needs to be congratulated for maintaining a check on the fiscal deficit despite the overwhelming need to raise public expenditure to boost growth. The fiscal deficit of 3.5 per cent of GDP for Budget 2016-17 will be lowered to 3.2 per cent for the coming year. At the same time, it is commendable that the Budget reduced the revenue deficit to 1.9 per cent of GDP, while increasing capital expenditure by over 25 per cent. Adherence to the fiscal prudence imperatives will lay the foundation for long-term growth and CII appreciates this commitment.
This is the third in the series of Public Finance Statistics that is being published by Ekiti State Bureau of Statistics in recent time. The first edition covers year 2011-2014 while the second dwelled on financial activities for years 2015-2016. The focus of the current edition was years 2017-2018. This indicated that there has been unbroken record of the Public Finance Statistics for a period of eight years.
The current edition contains information on budget estimates, total revenue generated by category, internally generated revenue as well as recurrent and capital expenditure including sectoral analysis. The documents also focus particular attention on amount paid as gratuity and pension as well as debt profile (foreign and local loan) of the state for years 2016-2018.

Paris, 30 June, 2023
Presentation by Elsa Pilichowski, Director for Public Governance, OECD.
The 2023 edition of Government at a Glance provides a comprehensive overview of public governance and public administration practices in OECD Member and partner countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.
