- The Final decision was made by the Race Classification board which was very subjective ( pencil test etc). Families were often split because one sibling was lighter or darker than another
- For example District 6 and Sophia Town. This idea was to place blacks on the outskirts of society and white people closer to the better amenities
- Aim - have black independent states removed from South Africa
- Pass Book - Included a photograph, details of place of birth, employment record,tax payments and encounters with the police. If you could not produce a pass, resulted in immediate imprisonment
