Introduction
Ethiopian Institute of Agricultural Research established total quality management directorate in 2013 with the core concept to mainstream quality system in its research and support programs. During establishment the directorate was given multiple responsibilities to set standards of activities. As stretched target, two major objectives were given, laboratory accreditation and institutional certification by International Standards Organization (ISO). In line with this, the directorate mobilized team of experts to develop various working documents, provided various trainings in the area, brought partners who have the capacity for support, etc.
Of the two major targets mentioned above, the laboratory accreditation process is going well and now six laboratories of EIAR has able to apply for accreditation (Agricultural Research Quality Laboratory of the head quarter, dairy and chemistry laboratories of Holleta, bacteriology and mycology labs of Ambo, and natural products lab of Wondogenet). In addition, renovation of laboratories so as to upgrade their working condition is being made at Kulumsa, Debrezeit and Jimma.
Looking into the relevance of laboratories' accreditation, huge involvement of the directorate towards improving quality in the research system, indicative results of organizing laboratories into one system for value adding activities and active participation of researchers in the directorate, EIAR has decided to pool laboratories into one system and to be managed by the quality directorate. Later, the quality directorate is renamed into Agricultural and Nutritional Research Laboratories directorate, and is given the responsibility of conducting quality related laboratory activities to improve the quality of agricultural technologies.
During 2013/14 the directorate launched two projects which are designed to be completed in three years. " Quality parameter analysis on released and improved Ethiopian crop Varieties and Livestock products" is the first project, where varieties of about 80 crop species and 10 livestock products will be considered for quality analysis. The second project is entitled "Enhancement of Agricultural Technologies through Development of Alternative Products". The main objective of the second project is to develop alternative food, nutrition or any other agricultural technologies from crop and livestock commodities. Accordingly, after providing various hands on trainings to researchers in the directorate, during 2014 few quality parameters of crop commodities has been analyzed, vis. wheat, maize, highland oil crops, barley and soybean. And reviews of research activities in the second project was made for their execution in 2014/2015.

In addition to the two research projects mentioned above, the directorate has developed one non- research project to upgrade laboratories' condition which will be implemented starting 2014/2015. This project will focus on maintenance of lab instruments/ equipments, upgrading of laboratory conditions, etc. Details of activities in the this project is not developed so far, and will be made ready in the coming two months.
In this document number and type of research activities, their plan of action, and allocated budget are described clearly. Besides some additional information on the number and names of researchers, laboratory assistants, coordinators, lab heads and QMRs (Representatives of the directorate in each center) have been included to ease linkage and information flow among researchers.
Therefore this document is designed to provide some clue of activities and budget distribution to researchers and laboratory assistants in the directorate, and the time when this activities are going to be finished in the budge year 2014/2015. I hope this document will help representatives of ANRLD, and laboratory heads to monitor the details of research activities planned in the two research projects. Hence, on the basis of this document details of action plans for each activity will be developed by assigned project coordinators and responsible researchers as indicated hereunder.

As indicated in table 1, 50% of researchers in the directorate are chemists and of which 11 BSc and one MSc are new employees, whereas 22 were in the system for one to four years. There are five MSc holder chemists in the system based at Debrezeit, head quarter, Melkassa and Wondogenet (they are listed in table 2). In the department of biology there are a total of 12 new researchers employed for microbial studies in plant protection laboratories. Five of the biology graduates (four BSc and one MSc) are employed for Ambo Plant Protection Laboratories. One of the two MSc holders in the biology field is microbiologist and the second one is crop protection researcher registered in crop research directorate as well, and will share duties of both directorates with defined staff time. Researchers registered as nutritionist and product development specialist are 21 in number, and all are not directly related to the subject just mentioned. The directorate rather reorganize these researchers to team up in the second project (alternative product development project) to contribute their knowledge and experience and to guide their future engagements in the system. Among the total number of researchers in the alternative product development, all except one BSc holders are new employees in the fields of nutrition and food sciences. One BSc and six MSc holders in the field are not directly specialized in the nutrition area.
In general Holleta Agricultural Research Center and AQRL of the HQ have the maximum number of researchers in the directorate, 11 and 10 respectively. The directorate also has 37 laboratory assistants
Quality@EIAR
who are capable of doing various analytical services. Some of the laboratory assistants have a very wide range of experiences and knowledge in the performance of laboratory activities than most of the researchers that the directorate has at the moment. Knowledge transfer, capacity building and sharing of experiences will be therefore the focus of this budget year to fill gaps.

As the policy of EIAR clearly stated, appointments of various level coordinators and representatives shall be made in consensus, and in the presence of alternatives that should be done by electing competent researcher for the positions identified.
Quality Management Representatives (Representatives of ANRL directorate), are responsible in the overall management of laboratories in the research center and are accountable to their center director and to the director of ANRL. QMRs are member of the management of their center and the directorate at the institute level. So far, all QMRs are assigned by center directors in consultation to the director for the research process. Five of the eight QMRs are appointed as their second or third responsibility they already have from other research processes. The directorate really thanks them who shoulders this
responsibility to bring the required change in the institute. The remaining three QMR are totally dedicated in the directorate in the coordination and research activities.
Some tips of our QMRs:
Dereje Fekadu is the most decent and devoted researcher at Holleta. He has worked quite many years in livestock research process and is having good experience of laboratory management as he was leading the Holleta Animal Nutrition Lab for the last few of years. Besides Dereje is good expert and team member of NIRS (Near Infrared Spectroscopy) in the institute who has worked many analysis with the instrument. You will get amazed with his good mannered communication and quite but effective deeds. Please contact him if you have any issue in relation to Holleta laboratories.
Mulate Zerihun is very young, energetic, knowledgeable and enthusiastic researcher representing ANRL directorate in Werer. He has worked for around three years as chemist in the soil, plant and water laboratory in the center. He is also good mannered, very logical and ready to learn young. He has got high interest and motive to change (revolutionize) laboratories under him, especially after he visited Ambo Plant Protection Lab as an internal assessor. He is a good choice for the position made by his center director. If you need any contact with him especially in salinity, water analysis etc please contact him.
Kassahun Sedessa is young pillar of Ambo Plant Protection Research Center at the moment, as he has been involved in many ways to improve laboratories in the center and heavily involved in various crop protection activities of crop research directorate. Kassahun together with his team has made significant improvement in the overall conditions of Ambo Plant Protection Laboratories in very few months. The change Kassahun made is really impressive and he is technically capable to bring other similar laboratories in EIAR to Ambo current level. Personally he looks very serious, highly ordered but very supportive and dedicated. Being QMR of the center, he has double accountability from ANRL and Crop Research Process. If you have any issue related to crop protection laboratories, he is proper and supportive. Kindly use his contact address and phone/ email him.
Quality@EIAR
Melese Minaleshewa is soil chemist who has moved recently from Were Agricultural Research Center. He, besides his responsibility in laboratory management, is national coordinator of salt affected soil project under Land and Water Resource Management Process. He has many years of experience in soil chemistry, and chemistry lab in general. He is very silent researcher who speaks/ talk on issues after analyzing thoroughly. Except his busy schedule of both responsibilities, he has interest, motive and knowledge on the how of laboratory management. If you have any query on the chemistry lab in general and some specific issues in relation to Debrezeit laboratories, please contact him with the address provided.
Beemnet Mengesha has received his QMR position as his third responsibility. He has two other responsibilities in crop research process in Wondogenet Agricultural Research Center. His dedication, good communication, institutional direction and successful achievements in his other endeavor is a spice for ANRL directorate. He is best for collaborative work.
Even though he is recently joined ANRL and had no significant role so far, it is hoped that he will move things as quickly and neatly as he did in his other responsibilities. Since EIAR is in the process of establishing state of the art Natural Products Research Laboratory in Wondogenet, his responsibility will defiantly be tremendous. If you have issues related to essential oils, medicinal plants and laboratories in the center, please contact Mr. Beemnet Mengesha who is enthusiastic to work with you.
Tesfu Kebede has served the institute for many years as soil scientist. And he is currently working in Land and Water Research Process at two positions. His involvement in renovation of Soil, Plant and Water Analysis Laboratory of Jimma Agricultural Research Center was significant. He has made extremely good job in dedicating his time, knowledge and experience to make the change. He was totally dedicated to coordinate his team in realizing the improvement in a very short time. Additionally he demonstrated his positive contribution to the whole system by providing his experience and his team members to other research centers during renovation. His positive thinking, long year experience and good mannered communication are identities of him. Please contact him for your any query on laboratories of Jimma Agricultural Research Center.
Kassu Tadesse is a model young researcher and leader in EIAR. He is always busy of his research activities. He is working for best achievements in his career. He has worked in Kulumsa Agricultural Research Center for the last five years in different positions under Land and Water Resource Management Process. Kassu is the most busiest researcher, doing good things to his research center. He has a very good talent in communication too. As QMR he has done extremely nice job in renovation of Soil, Plant and Water Analysis Laboratory. Except his busy schedule he will do everything possible in all assignments he is given. Kindly contact him with his address about Kulumsa laboratories.
Kebede Dinkecha is a young chemist who has served for the last few years in Melkassa Soil, Plant and Water Analysis laboratory. He joined the ANRL as QMR very recently and took his responsibility with great motive. Kebede has started the coordination by benchmarking experiences of other laboratories, like Ambo Plant Protection, Debrezeit and Kulumsa laboratories. During his first undertaking he has drawn some of researchers under him to see progresses of other laboratories. Similar to other working colleagues Mr. Kebede is very positive and forward looking researcher. Please contact him for any information and issues related to Melkassa laboratories with his contact address.
Gelila Asaminew is the laboratory head of AQRL at the head quarter of the institute. She is the most dedicated, energetic and forward looking young female researcher. It is clear that she is currently working as laboratory head, not QMR, but she really support ANRL directorate at greater extent more than anyone. She knows many of EIAR laboratories, their status, responsibilities, technical capacities, etc. Though Gelila is a graduate of natural products, she is currently involved in many of agricultural chemistry activities. She was moved to the head quarter laboratory as head from Wondogenet Agricultural Research Center where she served as a natural product chemist for three years. Her specific involvement in accreditation of our laboratories is tremendous, that she supported all laboratories in making them competent. Hope she will continue with her enthusiastic move towards making our system robust.
Her personality, communication skill and open hearted thoughts are recognizable. Anybody who wants to know about EIAR laboratories and AQRL in specific, kindly contact her as she is equipped with all information and happily ready to provide you.

Laboratory Heads:
Laboratory heads listed above are accountable to QMRs of their center and are assigned by QMR officially. These laboratory heads are technical manager of each laboratory and are responsible in the coordination and management of each lab according to the general guideline of the institute. The two positions, QMR and lab heads, are new to the institute and need to be well understood by everybody to ease the communication and facilitation of laboratory activities.
As the directorate, through integrated approach of laboratory management, is in the process of demolishing individualism in the use and management of laboratories, continuous interactions, exchange of resources, experiences, knowledge, etc will be made easily among QMRs, laboratory heads, and researchers in any field of research processes. Hence full names, addresses and pictures of these responsible researchers are put to aid everyone to share ideas and request any services from EIAR laboratories. Note: Because the directorate is under establishment, some changes in the responsible researchers, new additions of laboratories, etc may occur during the budget year. ANRL directorate will announce the change made in that regard.

ANRLD_2007 projects description

  • 2.
Introduction Ethiopian Instituteof Agricultural Research established total quality management directorate in 2013 with the core concept to mainstream quality system in its research and support programs.
  • 3.
Quality@EIAR Page 3of 33 In addition to the two research projects mentioned above, the directorate has developed one non- research project to upgrade laboratories' condition which will be implemented starting 2014/2015.
  • 5.
Quality@EIAR Page 5of 33 who are capable of doing various analytical services. Some of the laboratory assistants have a very wide range of experiences and knowledge in the performance of laboratory activities than most of the researchers that the directorate has at the moment. Knowledge transfer, capacity building and sharing of experiences will be therefore the focus of this budget year to fill gaps. QMRs are member of the management of their center and the directorate at the institute level. So far, all QMRs are assigned by center directors in consultation to the director for the research process. Five of the eight QMRs are appointed as their second or third responsibility they already have from other research processes. The directorate really thanks them who shoulders this
  • 6.
responsibility to bringthe required change in the institute. The remaining three QMR are totally dedicated in the directorate in the coordination and research activities. Some tips of our QMRs: Dereje Fekadu is the most decent and devoted researcher at Holleta.
  • 7.
Quality@EIAR Page 7of 33 Melese Minaleshewa is soil chemist who has moved recently from Were Agricultural Research Center. Kassu Tadesse isa model young researcher and leader in EIAR.

Quality@EIAR Page 9of 33 Laboratory Heads: Laboratory heads listed above are accountable to QMRs of their center and are assigned by QMR officially.
