The Research Excellence Framework (REF) is a process used to assess research in UK higher education institutions. It replaces the Research Assessment Exercise and will inform £2 billion in annual research funding. The REF assesses three elements: outputs, impact, and environment. Institutions submit evidence of staff, outputs, impact case studies, and environment data to expert panels who will assess submissions in 2014 based on published criteria.
