Abstract—Big data and cloud computing, which can help
China to implement innovation-driven development strategy and
promote industrial transformation and upgrading, is a new and
emerging industrial field in China. Educated, productive and
healthy workforces are necessary factor to develop big data and
cloud computing industry, especially top talents are essential.
Therefore, a three-step method named 3-F has been introduced
to help describing the distribution of top talents globally and
making decision whether they are needed in China. The 3-F
method relies on calculating the brain gain index to analysis the
top talent introduction demand of a country. Firstly, Focus on the
high-frequency keywords of a specific field by retrieving the
highly cited papers. Secondly, using those keywords to Find out
the top talents of this specific field in the Web of Science. Finally,
Figure out the brain gain index to estimate whether a country
need to introduce top talents of a specific field abroad. The result
showed that the brain gain index value of China's big data and
cloud computing field was 2.61, which means China need to
introduce top talents abroad. Besides P. R. China, those top
talents mainly distributed in the United States, the United
Kingdom, Germany, Netherlands and France.

The paper focused on determining the extent how the students were taught the IT Infrastructures among SUC’s and the extent to which the employment market used the IT Infrastructures in CARAGA administrative region. The respondents were the IT Teachers and Computer Course Students or IT Students of SUC’s and IT Experts from the Industry of CARAGA region. In present societies, knowledge is known as the main source of Economic prosperity and Societies that derive their economical power from the production and diffusion of information and knowledge are referred to as knowledge-based societies or economies. This paper aimed to measure Triple Helix for studying the innovation infrastructure in Iran in compare with Netherlands, Russia, and Turkey. This research is based on Webometrics methods and we performed this research in two ways: first, we used the number of hits and co-occurrence of
“university”, “industry” and “government”.
Second, we
confined our search to Rich Files. In first way; the results show that in selected countries, “University”, “Industry” And “Government” are
more integrated in Netherlands following by Russia, Turkey and Iran in recent years. Iran in compare with other countries has no a good situation. In second way; the results show a different situation. Netherlands has higher value in this indicator, following by Turkey, Iran and Russia.
Companies desires for making productive discoveries from big data have motivated academic institutions offering variety of different data science (DS) programs, in order to increases their graduates' ability to be data scientists who are capable to face the challenges of the new age. These data science programs represent a combination of subject areas from several disciplines. There are few studies have examined data science programs within a particular discipline, such as Business (e.g. Chen et al.). However, there are very few empirical studies that investigate DS programs and explore its curriculum structure across disciplines. Therefore, this study examines data science programs offered by American universities. The study aims to depict the current state of data science education in the U.S. to explore what discipline DS programs covers at the graduate level. The current study conducted an exploratory content analysis of 30 DS programs in the United States from a variety of disciplines. The analysis was conducted on course titles and course descriptions level. The study results indicate that DS programs required varying numbers of credit hours, including practicum and capstone. Management schools seem to take the lead and the initiative in lunching and hosting DS programs. In addition, all DS programs requires the basic knowledge of database design, representation, extraction and management. Furthermore, DS programs delivered information skills through their core courses. Moreover, the study results show that almost 40 percent of required courses in DS programs is involved information representations, retrieval and programming. Additionally, DS programs required courses also addressed communication visualization and mathematics skills.

BACKGROUND: The American Cancer Society (ACS), the Centers for Disease Control and Prevention (CDC), the National Cancer
Institute (NCI), and the North American Association of Central Cancer Registries (NAACCR) collaborate to provide annual updates
on cancer occurrence and trends in the United States. METHODS: Incidence data were obtained from the CDC-funded and NCI-
funded population-based cancer registry programs and compiled by NAACCR. Data on cancer deaths were obtained from the
National Center for Health Statistics National Vital Statistics System. Trends in age-standardized incidence and death rates for all can-
cers combined and for the leading cancer types by sex, race, and ethnicity were estimated by joinpoint analysis and expressed as the
annual percent change. Stage distribution and 5-year survival by stage at diagnosis were calculated for breast cancer, colon and rec-
tum (colorectal) cancer, lung and bronchus cancer, and melanoma of the skin. RESULTS: Overall cancer incidence rates from 2008 to
2014 decreased by 2.2% per year among men but were stable among women. Overall cancer death rates from 1999 to 2015
decreased by 1.8% per year among men and by 1.4% per year among women. Among men, incidence rates during the most recent 5-
year period (2010-2014) decreased for 7 of the 17 most common cancer types, and death rates (2011-2015) decreased for 11 of the 18
most common types. Among women, incidence rates declined for 7 of the 18 most common cancers, and death rates declined for 14
of the 20 most common cancers. Death rates decreased for cancer sites, including lung and bronchus (men and women), colorectal
(men and women), female breast, and prostate. Death rates increased for cancers of the liver (men and women); pancreas (men and
women); brain and other nervous system (men and women); oral cavity and pharynx (men only); soft tissue, including heart (men
only); nonmelanoma skin (men only); and uterus. Incidence and death rates were higher among men than among women for all racial
and ethnic groups. For all cancer sites combined, black men and white women had the highest incidence rates compared with other
racial groups, and black men and black women had the highest death rates compared with other racial groups. Non-Hispanic men
and women had higher incidence and mortality rates than those of Hispanic ethnicity. Five-year survival for cases diagnosed from
2007 through 2013 ranged from 100% (stage I) to 26.5% (stage IV) for female breast cancer, from 88.1% (stage I) to 12.6% (stage IV)
for colorectal cancer, from 55.

Andy Sylvan was the assistant director of the community development department of the city of Greenwood. Greenwood was an outer suburb of the capital city, and while most of its citizens were affluent, it did have a pocket of residential poverty near a riverbank across from an urban industrial complex. Sylvan was active in writing grant proposals for both federal and state funding of a redevelopment project. One of his state grant applications was successful, and the state government awarded a block grant of $3 million for renovation of the area. After all, just what is community development? Almindinger saw a chance to arrange bids for street construction so that her former company could win the business at a higher price than others would charge. A glaring loophole in the grant system seemed to suggest that she could award contracts without going through the city’s purchasing and bidding systems. She also found leeway to attend a conference on park development in Hawaii on the state’s dollar. A friend of hers ran a travel agency and she was more than anxious to help Rose. In fact, she told Almindinger that she could bill her for travel expenses for both her and her husband in a way that it would appear that all airline costs were for one person. The two enjoyed 7 days on Maui, all expenses paid by the city, while Mrs. Rose Almindinger made brief appearances at the 2-day conference. Almindinger also hired four political friends for temporary jobs on grant projects, paying them $40 an hour. No one managed the four, and only Almindinger received reports of their work. According to the article by F. Althaus, the development in the American health system
has continuously transformed the health sector and the delivery environment among expectant
mothers. When compared to the previous era, expectant White-American mothers are delivering
safely, specifically those who live in states where the quality of health infrastructure and services
are high. Unfortunately, though, the population of people of color’s maternal mortality rate is
increasingly reporting the highest in minority communities due to the low quality of health
infrastructure and services in their living environments. Althaus presents that both maternal and
child mortality rates among Black mothers are three times that of Whites. This author stretches
the discussion to address the long history of birth oppression among Black mothers and the
strategies that have been applied to suppress these oppressions. The author outlines that the
Black, marginalized, population contributes significantly to the American ecosystem. Therefore,
providing quality service, especially for the expectant mothers of color, should be something the
federal government sees as a must do instead of coming up with illegal family planning
approaches with a hidden agendas. It is imperative that equity prevails for all races during
maternity and childbirth.

The above article presents information on genetics and one’s surroundings as the factors
that interplay and produce the wellness of the population within a given place. The article
discusses parental race differences and vulnerabilities of infant mortality rates through studying
how genes and a person’s environment could shape these perinatal vulnerabilities. El Sayed
found that the dynamic of child deaths continue to increase among the black community with
said improvement in the health sector impacting only the white population. Instead of genetics
being the main impact on child deaths, it is shown that race-driven prejudice and structural
socio-economic opportunities of social surroundings is a great explanation of why there are
racial differences in infant mortality rates. Despite these factors being proven to be contributing
to the number of deaths among infants, the government does little to address the associated risk
factors. The author recommends that the federal government could mitigate the social factors and
introduce more diverse healthcare providers to promote wellness among Black-American
expectant mothers.

cloud computing industry, especially top talents are essential.
Therefore, a three-step method named 3-F has been introduced
to help describing the distribution of top talents globally and
making decision whether they are needed in China. The 3-F
method relies on calculating the brain gain index to analysis the
top talent introduction demand of a country. Firstly, Focus on
the
high-frequency keywords of a specific field by retrieving the
highly cited papers. Secondly, using those keywords to Find out
the top talents of this specific field in the Web of Science.
Finally,
Figure out the brain gain index to estimate whether a country

I. INTRODUCTION
Big data and cloud computing is a new and emerging
industrial field[1], and increasing widely used in China[2-4].
Talents’ experience is a source of technological mastery[5],
essentially for developing and using big data technologies.
Most European states consider the immigration of foreign
workers as an important factor to decelerate the decline of
national workforces[6]. Lots of universities and research
institutes have set up undergraduate and/or postgraduate
courses on data analytics for cultivating talents[7]. EMC
corporation think that vision, talent, and technology are
necessary elements to providing solutions to big data
management and analysis, insuring the big data success[8].
Bibliometrics research has appeared as early as 1917[9],
and has been proved an effective method for assessing or
identifying talents. Based on analyses of publication volume,
journals and their impact factors, most cited articles and
authors, preferred methods, and represented countries,
Gallardo-Gallardo et. al[10] assess whether talent management
should be approached as an embryonic, growth, or mature
phenomenon.
In this paper, we intend to analysis whether China need to
introduce top talents in the field of big data and cloud
computing by using bibliometrics. In section 2, the 3-F method
for top talent introduction demand analysis will be discussed.
In section 3, we will analysis the demand of top talent
introduction in big data and cloud computing field in China.
3. II. METHOD
In general, metering indicators contain the most productive
authors, journals, institutions, and countries, and the
collaboration networks between authors and institutions[11,
12]. Based on the commonly used bibliometrics method, 3-F
method for top talent introduction demand analysis is proposed.
3-F method has three steps:
Firstly, searching the literature database and forming a
high-impact literature collection in a specific field. Focusing on
the high-frequency keywords in the high-impact literature
collection by using the text analysis method as the research
hotspots. Just to be clear, the high-impact literature refers to the
journal literature whose number of cited papers ranked in the
top 1% in the same discipline and in the same year.
Secondly, retrieving those keywords in the Web of Science
to find out where those top talents of this specific field are.
Find the top talents by collected the information about talents’
country distribution, the institutions distribution and so on
through the high-impact literature collection. Among them, the
top talent refers to the first author or the communication author
of the high-impact literatures.
Finlly, Figure out the brain gain index to determine the top
talents introduction demand of a certain country. The brain gain
index is calculated as following formulas:

institutes (Table 3) of top talents in the high-impact literature
6. collection. Results showed there were 662 top talents
worldwide in the big data and cloud computing field. The top
ten countries or regions who had the most top talents were the
United States, P.R.China, the United Kindom, Germany, the
Netherlands, France, Canada, Australia, Italy and Switzerland
and Spain tied for the tenth.

the United States. In addition, the overall strength of Chinese
research institutions is not strong. So, whether China should
introduce top talents from other countries is need to be
discussed.
According to the formula of the brain gain index, and using
the world population data as well as the Chinese mainland
population data released by the World Bank, the value of the
Chinese brain gain index of big data and cloud computing was
2.61. In comparison, the brain gain index value of the United
States was 0.11. That means China need to introduce top talent
in the field of big data and cloud computing.
IV. CONCLUSION
In the knowledge economy era, the international flow of top
talent has become convenient and frequent. Facing the world's
top talent shortage, China and the world's major countries have
developed overseas top talent introduction programs. Until
2007, almost all European countries had introduced some
skillselective migration policies in order to attract the top
talents. To make the overseas top talent introduction programs
more effective and targeted is helpful for occupying the
strategic high ground in the global top talent competition.
9. This paper improved the traditional talent evaluation
function of bibliometric method, and presented the 3-F analysis
method, which was applied to analyze the demand of top
talents. The 3F method could help the government official to
make decision whether need to introduce top talents to develop
a new industry field and lock these top talents geographic
location.
