2. INTRODUCTION
 David F. Baucom is a retired rear admiral (RADM) with
the United States Navy. He began his naval career in
1981 and held a number of important positions,
including White House military aide under President
Ronald Reagan. David Baucom now leads an active life,
hiking, camping, and gardening, interests he developed
as a member of the Boy Scouts of America.
The Boy Scouts of America (BSA) includes unique
membership divisions, the best-known being Cub
Scouts for younger children and Boy Scouts for
individuals between the ages of 10 and 17 who have
achieved the Arrow of Light rank. Boy Scouts are
provided with additional opportunities to develop the
core BSA qualities of sound moral character, engaged
citizenship, and physical wellness.

3. BSA MEMBERSHIP DIVISIONS
 Any Cub Scout interested in earning the Arrow of
Light rank and Boy Scout membership must first
complete tasks such as ascending to the Bobcat
rank. Bobcat requirements include learning the Boy
Scout Oath, handshake, motto, and salute. With
certain age-related exceptions, Cub Scouts must
also receive their Webelos rank, though these
requirements can be completed in tandem with
Arrow of Light.
