Esteemed Sir,
With reference to the above cited subject, this is to bring to your kind notice that, a
memorandum was Submitted by us to the Chief Minister of Odisha on Dated 08/03/2014 regarding the
protection of the genuine rights of the Green Card holders, Around Six thousand Green Card holders
congregated at lower P.M.Gto push forth their legitimate demand and on the same day we also met your
Excellency who assumed us to considered own demands.
Sir, to check the population explosion in the state ,the Govt of Odisha vide its resolution
No-3407/H, dt 19-10-1983 had introduced the Green Card scheme for couples having two or less children
in the age group of 15-48 years accepting terminal methods i.e tubectomy and vasectomy under the
family and welfare program me.
Sir, Undoubtedly the programs was a grand success initially as a lot of young couples were
fascinated towards it for the lucrative post benefit promises made by the Government although many of
them underwent a lot of complications and Side Effects.
Sir, We are bringing you some of the common Side effects of Tubectomy(For Women) and
vasectomy (for Men)
Side Effects ofTubectomy
1. Re-actions to anaesthetic drugs:-
Anaesthetic causes serious problems depending on the degree of allergic reactions of the
person towards the anaesthetic drugs.the seriousness of reactions may differ.
2. Bleeding:
Bleeding is a complication of tubectomy. Accidental perforations during the surgery may
result in bleeding. Post operative care is also important to keep the person recover fast. Without
facing any complications like bleeding.
3. Breathing Difficulties :
Breathing difficulty is one of the common side effects of a tubectomy. The major reason for
this is the reaction of the person towards the anaesthetic drugs used for the surgery. It is important
to report if you have already known allergy.
2. 4. Infections :
Infection is one of the major common side effects of a tubectomy. If you experiences fever
or abdominal pain. It is very important to report about it immediately to your doctor. Early
diagnosis is crucial in handling infections. Which demands immediate clinical attention.
5. Perforation of major vessels :
Perforation of major vessels may occur during the surgical procedure. It may be related to
injury of the surrounding blood vessels of the surgery site. It may lead to massive hemorrhage
and sepsis.
6. Abdominal pain:
Its generally not directly related to the surgical procedure. It may arise due to infections,
which may occur as side effects of a tubectomy. Abdominal pain will generally be focused on the
lower portion.
7. Perforation of Fallopian tube:
This is due to accidental tearing of fallopian tube during the surgical procedure. This may
lead to hemorrhage, which is one of the side effects of a tubectomy. Report if you experience
abdominal pain or fever after the surgery.
8. Ectopic pregnancy:
Ectopic pregnancy is resulted if the patient is getting pregnant after tubectomy. It is a
serious life threatening condition ,if not diagnosed in time.
Side Effects of Vasectomy
1. Vasectomy and Pain :
According to Dr. Turek’s level of detail regarding the care of his vasectomy patients
involves the issue of 20 % of the men may suffer from “cronic pain”. 3 months or more after the
procedure following vasectomy.Dr turek learned that the pain his patients were having was not
only found in the scrotum, but was also occurring elsewhere in the body .Themen at highest risk
for having pain after vasectomy are men with pain in the scrotum or even elsewhere before the
vasectomy. Overall this has been reassuring information for patients to know.
2. Early Complications:
After the procedure there may be mild discomfort, and most men are able to return to work
in 1-2 days.A small amount of oozing ( light bleeding, enough to stain the dressing ) and swelling
in the area of the incision are not unusual.This should subside within 72 hours . the skin of the
scrotum and base of the penis turn black and blue.
3. Late Complications:
There are three main concerns regarding the long term consequences or general health
hazards of vasectomy. These concerns have arisen mainly form isolated studies over the past 50
years.
4. Heart Disease Risk:
In 1979 a study was published that suggested that atherosclerosis or coronary aftery disease
might occur prematurely after vasectomy.In this vasectomy concluded that neither early
atherosclerosis nor heart attacks or strokes occur more frequently in men who have had
vasectomies compared to men who have not.It is true is that after vasectomy, approximately 60-
70 % of men develop a form of allergy to their sperm in the form of antisperm antibodies. The
3. body, either during the vasectomy or after is exposed to sperm proteins that it commonly does not
see and antibodies against these proteins can be observed in some patients.
5. Prostate Cancer Risk:
The journal of the American medical Association published 2 reports suggesting that men
who have had a vasectomy may be at risk for developing prostate cancer.
6. Dementia Risk :
Vasectomy to the later development of a rare form of Alzheimer’s disease. The issue is
that among a group of patients suffering a form of dementia called primary progressive aphasia
(PPA) that is often confused for Alzheimer’s disease, the men had a higher percentage of
vasectomy than was thought normal. That found 40% of 47 men with PPA had had a vasectomy,
Sir , there are around 16 lakh Green card holders in the state .Most of them live in the remote rural
and tribal areas. Although we have been adopted peacefulmethods of organizing rally to draw attention
of the Government, Political parties, Media or the society in general. At least to pay Rs 1000 as a fixed
allowance to the unemployed Green Card holders, get standing demand of us, where as such increments
are given to the Govt. employees. But unfortunately these benefits are there only on paper, only a handful
few card holders get these benefits, which implies that only Govt. servant or those who stay in town /
cities or educate get there benefits. Those woman Green Card holder staying in Rural or Tribal areas or
those who are illiterate or semi educate fail to avail the benefits because these women neither have the
backing nor have the means to get the benefits. So Health Department should also come up with a printed
/ published data of house wise Green Card holders with Odisha Sabuja Patrika Bikash Parishad.

In this resolution copy forwarded to Head of Department and Medical Officers and Collectors mentions
Point 3. Continue providing pending eligible Green Card Holders their due entitlements by respective
Administrative Departments.
Point 4. Authorized Collector & District Magistrate of the Districts to Supervise and monitor the benefits
pertaining to all connected Departments as the Nodal Officer.
But Still there is no reaction and Government has not taken any action or any initiative to sort-out the
problems. But every benefits are there only on paper.
Sir, we have been placing the following demands through Odisha Sabuja Patrika Bikash Parishad.
OUR DEMANDS ARE AS FOLLOWS:
1. Benefit promisedby the Govt shouldbe given to all the women Green Card holders, not a single Green Card
holdershouldbe left out.
2. Health Department shouldcome up with a printed/ publisheddata of house wise women Green Card holders.
3. As a increments are given to Government employedGreen Card holder, similarly a fixedamount of allowance
Rs.1000/- shouldbe given to unemployedGreen Card holders. A Govt. employee who gets regularsalary gets
increments as incentive whereas Tribal/Rural women who is not a Govt. servant, gets nothing as incentive. This
is not only injustible, but also violating of women’s Right. In other words, the Govt. is being partial.
4. Employment to any family memberas is suitable.
5. Enrollment of women Green Card holders is Rastriya Swasthya Bima Yojana.
6. To provide 5% of all new LIGH & MIGH loans to those Green Card holders for housing construction.
7. To provide 5% of all housedboth in rural and urban areas irrespective of whetherthey are built by Govt. or by
Housing board to the Green Card holders.
4. 8. To provide 8 decimals of land free from of premium to the less Green Card holders.
9. To provide 5% seats in each medical college, Engineering colleges, Polytechnicincluding ITI’s will be reserved
for the children of Green Card holders.
10. Continue special lottery schemeshallbe introducedfor Green card holders. Lottery would be institutedin each
of the 314 blocks and 30 municipalities/NAC and would entry a prize of Rs.10,000/- each.
11. To provide bus or train ticket with 40% to all Green Card holders.
That our Odisha Sabuja Patrika Bikash Parishad is a forum through which the benefits deprived women are
pressing for our demends.
