01.2010 – present time “OilGasScientificResearchProject” Institute, SOCAR. Baku,
Azerbaijan.
Marketing department.
Position – team leader
Duties:
• Close team work with engineers in order to review and clarify the
engineering task, gathering full information about necessary
equipment (pumps, compressors, technological lines, steam
stations, TEG/MEG plants, gas separation units, water treatment
plants, nitrogen plants, etc.);
• Analyze new and old technologies, compare advantages and
disadvantages of different technological processes;
• Search worldwide market, in order to find equipment satisfying
all technical requirements;
• Issue of RFQ tender documents to suppliers;
• Organize “Sealed Bid” openings in line with company procedures;
• Preparation of commercial bid evaluations;
• Assume the role of Focal Point for all bid clarifications;
• Negotiation of all commercial issues with successful suppliers;
• Collation of commercial and technical evaluations and
preparation of joint recommendations;
• Selection of terms and conditions of sale;
• Authorization and issue of purchase orders to approved suppliers;
• Develop a field expediting strategy for “high risk” materials and
equipment;
• Keeping and control of the system of requests for purchase in
accordance with ISO and internal standards.

Projects.
As our Institute is in charge of all SOCAR’s projects, in a very close work
with the engineering team, as a contract/procurement manager I found
best suppliers and successfully implemented many projects. Among big
one was - quite technically challenging nitrogen station project for
Georgia (99.99% purity of nitrogen with the quite limited space);
nitrogen stations for offshore rigs; compressors stations for Bahar
Energy; pumps stations for Oil Rocks, Chilov, Gunyashli, 28 may;
renewal of Geydar Aliyev refinery plant, gas treatment plant with three
different types of gas treatment process (MEG, DEG, TEG), UGS
construction, lay waters treatment plants for Chilov, different types of
CNC machinery purchasing, dredger vessel building, found and
purchase all laboratory equipment for different departments in our
brand new laboratory building – corrosion, cementing, mud, oild, gas,
water, core etc.
01.2008 - 11.2009 Terminal of the Black Sea LLC, Kulevi, Georgia. Oil and oil
products transshipment terminal in Kulevi, Georgia.
Position - Materials coordinator/procurement
Duties:
• Development, keeping and control of warehouse reports system in
accordance with ISO standards.
• Development, keeping and control of the system of requests for
purchase, issue and reception of the equipment and materials
arriving at the terminal, in accordance with ISO standards.
• Quality control of the received equipment and materials.
• Quantity control and verification of documents for the equipment
and materials delivered to the terminal.
• Weekly reports in accordance with ISO standards.
• Work with technical documentation division for drawing up lists of
equipment required for the operation of the terminal.
• Drawing up the priority list of the equipment and materials to be
purchased.
• Search of the required equipment at worldwide markets.
• Procurement. Preparation of the tenders documents, tender bits,
providing all necessary tendering procedures.

Projects;
As a material coordinator I worked out system of storage, purchasing
and control of materials based on ISO standarts and internal SOCAR's
procedure and correspondance of this two standarts with each other;
working out «accounting-warehouse» system in order to provide full
correspondence of accounting department data base and actual
materials department data base, setting up «accounting-warehouse»
system in order to avoid future mistakes and eliminate disbalance
between accounting and actual database accumulated for the 8 years;
work out and implement according HSE standarts materials
transportation system (vehicle limitations, vehicle usage), materials
storage system, lifiting and checking system; provide a trainings for a
personnell; list of priority materials, based on average consumption,
«stop» list system, «warning» list sytem based on a one year experience
of average material consumption and average time of delivery after
issuing PO, system of automatical alert system for materials that are
coming close to the «warning» level; work out and set up a system of a
«watning» , etc.

Duties:

equipment required for the construction.

required equipment.
