These two cities were founded in very different contexts but developed similarities in their urban planning and how their populations were established. Billings, Montana was founded by entrepreneurs and pioneers seeking opportunity and freedom. However, both cities came to utilize grid designs and recruit migrant laborers to support agriculture. Their differing founding principles are contrasted by their subsequent parallel development.
