3. Register New Agency
First, User will have to Login on PFMS portal using the login and password. The login for
the State Government is the unique code and the password will be retrieved from the
email id given for the state level user while State Agency Registration. User can register
for new agency on PFMS portal by selecting Agencies>Agency Registration.
As you can see, we can go directly to register agency from the home page of PFMS portal, but it is important
to note that to register agency from any level, please use your login and password and start registering the
down-line agencies as described below. Registering agency using your login and password would
automatically map the agency as per the scheme hierarchy built in the system.
4. Register New Agency-Pre-requisites
The Apex Level Agency needs to be mapped by PFMS Project
Cell under the scheme/state. If the registered state agency is
unmapped, than above mentioned Screen Shot will be shown, in
such case please send email to PFMS Project Cell at: helpdesk-
pfms@gov.in or Sate project Cell User (SPMU) requesting them to
map the agency in the State by Mentioning Agency Unique Code
and State.
5. Register New Agency
Once the state level agency is mapped, click on ‘New Registration’.
Tip: No registration code is required for new agency registration. User is only required
to click on ‘New registration’.
You can search partially registered Agencies by entering their Agency Code.
Select the Institution Type at which the Agency is to be registered.
11. Add/ Edit Component
Select the components and click ‘Save’. Components are basically the head under which the
scheme funds are to be utilized. So, click on all the component for which the money will be
utilized.
15. Approve Agency
The New Agency can be approved the creator / upper level Agency by selecting
Agency>Approve. In this case, the district level agency will be approved by the State level
agency
18. Approve Agency
Select Scheme and click ‘Approve’. Click ‘OK’ on the screen that follows.
Following message will be displayed on successful approval of the agency.
19. Agency User Creation
Create User: Maker
Maker is the person, who prepares the list of the beneficiaries in the excel sheet, create modify Beneficiaries
and initiate payments .
Login as Agency ADMIN user & Go to Masters>Users>Add New.
20. Agency User Creation: Maker
Select Agency Data Operator Type user and enter details click on ‘Submit’ button
Tip: The login ID should follow Naming Convention for Maker (Agency Data operator) User Type

Agency User Creation: Maker
22. Agency User Creation: Checker
Checker is the person who carefully checks the beneficiary details provided in the list of the
beneficiaries and approves payment initiated by maker.
Login as Agency ADMIN user & Go to Masters>Users>Add New.
23. Agency User Creation: Checker
Select Agency Data Approver Type user and enter details and click on ‘Submit’ button.
Tip: The login ID should follow Naming Convention for Checker (Agency Data Approver)
